Mobility Inclusion Card (CMI)

Are you losing autonomy and want to know if you can get a mobility inclusion card (CMI) to facilitate your travel? We're taking stock of the regulations.

The IJC may include the following information:

  • Mention Parking which allows you to park for free
  • Mention Priority which allows you to avoid queues or to have a seat
  • Mention Disability which is aimed at people with significant loss of autonomy. It offers the same advantages as the Priority IJC, with reductions in transport and tax benefits in particular.

Free, the mobility card inclusion called CMI facilitates your travels if you are losing autonomy.

There are 3 types of card:

  • the Parking MIF;
  • the Priority IJC;
  • the Invalidity MIF.

What is the “Parking” Inclusion Mobility Card?

It's a card that gives you the right:

  • to park in parking spaces reserved for disabled people;
  • and free open-access seats.

Can you benefit from it?

Yes, if your ability to walk is very limited due to your disability or if you need to be accompanied on your travels, regardless of your disability rate.

The Parking MIF is granted to a person and not to a vehicle.

You can use it in any vehicle, whether you own it or not, driver or passenger.

Let's talk about the “Priority” mobility inclusion card.

She gives you:

  • priority for seating in all public places, including public transport;
  • priority in queues;
  • and access to priority funds.

Can you benefit from it?

Yes, if your disability rate is less than 80% and your disability makes standing difficult.

Finally, there is the mobility card inclusion “Invalidity”.

She gives you:

  • the same advantages as the “Priority” card;
  • and in addition to specific discounts, for example on your tickets or tickets in cultural venues.

Can you benefit from it?

Yes, if your disability rate is above 80% 

Good to know!

If you have an aide from the Maison départementale des personnes handicapées (MDPH) or if you receive funding related to disability pensions to employ a human aid, the “Disability” card will be marked “need for accompaniment”.

This mention allows you to have discounts or free for the person accompanying you, especially on the train.

Depending on your situation, you can accumulate:

  • the IJC “Priority” with the IJC “Parking”;
  • or the Invalidity MIF with the Parking MIF.

So how do you apply for a MIF?

If you meet the necessary conditions, you must complete the Cerfa application form number 15692*01 to the MDPH:

  • attach the supporting documents requested;
  • and file the file online or by mail with the MDPH of your place of residence.

These 3 cards are issued for a minimum of 1 year or all the life depending on the evolution of your disability.

Parking

The card allows you and the person accompanying you to use it for free and without limitation of duration all parking spaces open to the public in France and in all the countries of the European Union.

However, the municipality may decide to limit the duration without being able to fix it at less than 12 hours. In addition, a fee may be charged for access to parking lots equipped with entry and exit terminals that can be used from your vehicle.

Please note

The IJC Parking replaces the old parking card. If you still have this old card, it stays valid until 31 december 2026. However, you can apply for the Parking IJC without waiting for this deadline.

To apply for the card, you must:

  • Have a disability that significantly and sustainably reduces your ability and autonomy to walk or be accompanied by a person for your trips
  • Or report to group 1 or group 2 of the Aggir grid.

In addition, it is necessary to:

  • Be a French national or a national of a country of the European Economic Area (EEA) or have a valid residence permit if you are a foreign national
  • And reside in the department where you apply.

It all depends if:

  • You're asking for the IJC at the same time as Personalized Autonomy Allocation (Apa)
  • You apply for the IJC and already collect the AAA
  • You are applying for the IJC without being affected by the AfA.

  • Medical certificate
  • Copy of your identity card or passport or, if you are a foreign national, a valid residence permit.

The form and supporting documents must be sent to department services of your place of residence.

Who shall I contact

You apply for the IJC and already collect the AAA

You must withdraw a form specific to those already receiving the Apa from the department services where you live, because there is no national form.

Who shall I contact

You must attach the following documents to your application:

  • Copy of your identity card or passport or, if you are a foreign national, a valid residence permit
  • Copy of the decision to award the Apa.

In addition, some departments require a medical certificate. It is therefore necessary to inquire with the services of the department.

You are applying for the IJC without being affected by the Apa

You must file your MIF application with the departmental house for people with disabilities (MDPH) of your department of residence.

The request can be made online through an online service, if the MDPH of your residence offers it:

MDPH (AAH, PCH, admission to Ésat, accommodation...) and renewal

You can also make your request by post through a form:

You perceive or request the Apa

It's the president of the departmental council of your place of residence that is considering your card application.

You are not affected by the Apa

It's there Committee on the Rights and Autonomy of Persons with Disabilities (CDAPH) of the MDPH: titleContent who is reviewing your application.

Its examination of your file is then transmitted to the president of the departmental council.

FYI  

You may be summoned by a multidisciplinary MDPH team (e.g. doctors, occupational therapists, psychologists, social workers) to assess your mobility.

Whether or not you are affected by the Apa, it is the president of the departmental council who decides on the allocation of the card. Once the decision is made, the card is manufactured by the National Printing Office.

If your request is accepted, you will receive a letter from the Imprimerie nationale. This email contains a secret code that allows you to access the dedicated IJC website.

You must then provide a photo ID either by mail or in digital format.

The average time to receive the card is about 10 days.

You can follow the manufacture of your card by consulting the website dedicated to the IJC:

Whether or not you are affected by the Apa, if you do not agree with the decision to refuse the president of the departmental council, you have to make a compulsory prior administrative appeal (Rapo) to him.

To do this, you must send him a letter explaining why you do not agree with his decision. You must attach the letter informing you of the decision or, where the decision is implied, a copy of the acknowledgement of receipt of your request. You can attach additional documents if you deem it necessary.

You can send your mail by post, preferably by registered mail with acknowledgement of receipt, or drop it at the reception of the services of the department of your place of residence.

Who shall I contact

The president of the departmental council of your place of residence has 2 months to respond to you after receiving your mail.

If you still disagree with the decision after your appeal, you can challenge the decision with the administrative tribunal of your place of residence.

You have 2 months to send a letter to the court after receiving the reply of the president of the departmental council.

You must attach the mail received following your report to the president of the departmental council.

You can send your mail by post, preferably by registered mail with acknowledgement of receipt, or drop it at the reception of the court of your place of residence.

Who shall I contact

The card must be fixed against the windshield the vehicle (it may be your own car or that of the relative accompanying you). It must be placed in a highly visible position and then removed when the vehicle is no longer in use.

If you perceive the Apa and report to group 1 or group 2 of the Aggir grid, the card shall be assigned in a definitive.

Outside this case, the MIF is issued for a period of 1 to 20 years.

The renewal application must be made using the same form or online service as for the initial application.

You owned the IJC

You can request a duplicate through an online service:

The manufacture of the new card invalidates the card which it replaces. The cost of remanufacturing is €10.

In addition, with this same online service, you can request a 2nd exemplary in some cases. For example, if you are separated, your child with a disability may have 2 cards for periods when they are traveling by car with you or with their other parent.

Who shall I contact

Yes, in addition to your CMI Parking, you can request the MIF Invalidity or the CMI Priority depending on your disability rate. The application is made with the same form or online service as for the IJC Parking.

Two cards are then issued to you: one to be attached to the windshield of your vehicle when possible (CMI Parking) and the other to keep on you during your travels (CMI Invalidity or CMI Priority).

Priority

This card allows you to get a right to a seating in public transport and waiting rooms.

It also gives you priority in queues.

The person who accompanies you during your travels benefits from the same advantages.

The IJC Priority replaces the old priority card.

To apply for the card, you must respect all of the following conditions :

  • Be a French national or a national of a country of the European Economic Area (EEA) or have a valid residence permit if you are a foreign national
  • And reside in the department where you apply.

Yes, in addition to your Priority MIF, you can request the CMI Parking. The application is made on the same form or online service as for the priority MIF application.

Two cards are then issued to you: one is to be kept on you when you travel (CMI Priority) and the other is to be attached against the windshield of your vehicle (CMI Parking) when possible.

Disability

The card makes it possible to obtain:

  • priority access to seating on public transport, in waiting areas and rooms, and in establishments and events open to the public
  • and a priority in the queues.

The person who accompanies you during your travels benefits from the same advantages.

This information must be clearly and visibly displayed in the places where this right applies.

In addition, the card also opens right:

  • To provisions concerning disabled workers in the sector private or public without having to make a step of recognition of the status of disabled worker (RQTH)
  • To tax benefits (for example, subject to conditions, additional half-share for income tax purposes)
  • To reductions in transport (e.g. SNCF). Ask the transport organization.
