The MTP has been replaced, since 1er March 2013, by the Third-Party Supplementary Benefit (TPIP). The TPM therefore remains applicable only in a few situations (rights opened before 2013 or specific situations).
You're in business
The third-party surcharge (TPM) increases the amount of your invalidity pension to finance the help of a person to carry out the essential acts of daily life (getting up, dressing, eating…).
It aims to compensate for the loss of autonomy linked to a particularly degraded state of health.
You can benefit from the third-party surcharge (TTP), if you are a holder of a disability pension of the 3rd category, which means that you meet the following 2 conditions:
- You are unable to work
- Your disability requires you to seek the assistance of a third party to perform ordinary everyday activities.
You can also benefit from this increase if you need help from a person to perform everyday activities at the latest, before the age of 67 (if you were born in 1955 or later).
It is the medical consultant of the social security organization you depend on (CPAM or MSA) who determines, based on a grid of 10 ordinary acts of everyday life, whether you need the assistance of a third person.
This grid allows it to evaluate whether or not you can perform the following actions alone :
- Get up and go to bed
- Get up from a seat and sit in it
- Moving around your home, including in a wheelchair
- Settle in and out of your wheelchair
- Rise in case of a fall
- Leaving your home in case of danger
- Dress and undress completely
- Eat and drink
- Go urinating and bowel movement without help
- Put on your brace (if necessary).
The medical consultant determines the number of procedures for which you need assistance.
The need for assistance should be permanent or regular, not ad hoc.

You depend on CPAM
If you are covered by the general scheme (whether you are employed or self-employed), you must claim the third-party surcharge from the primary health insurance fund (CPAM).
You depend on the MSA
You must apply for the MTP from the Caisse de la Mutualité sociale agricole (MSA), which pays you your disability pension.
Please note
The application must be accompanied by a detailed medical certificate to assess your loss of autonomy.
The third-party surcharge is €1,298.44 per month.
It is not taxable and its amount is revalued every year (in April).
The third-party surcharge is paid every month.
As soon as the conditions for granting the increase are met, payment shall be made on 1er the day of the month following the date of receipt of your request.
The payment stops if you no longer meet the conditions to benefit from it.

The third-party surcharge is not recoverable from the estate, which means that the sums paid to you will not have to be repaid by your heirs after your death.
Yes, MTP can, in some cases, be combined with other aid.
TPM is a lump sum benefit: the amount is the same regardless of the level of resources or the actual expenditure on human aid.
It differs from social assistance such as Personalized Autonomy Allocation (Apa), which are covered by another scheme and may, subject to conditions, be partially cumulative depending on the situation.
Cumulation is possible only when the aid does not finance the same needs.
However, you cannot be compensated twice for the same expense.
No, MTP payments are not recoverable from the estate. They must not be reimbursed by the heirs.
