What is the Third-Party Supplementary Benefit (TPIP)?

The Third Party Assistance Benefit (TPIP) is an amount that is intended to fund someone to assist you with the ordinary activities of daily living (for example, dressing, standing up, sitting down). It is awarded to people who are victims of an occupational disease or illness. We present the information you need to know about the PCRTP.

The purpose of the PSSRB is to enable a person who is disabled or dependent as a result of a or a occupational disease (AT-MP), to maintain its autonomy and quality of life by compensating the costs associated with the daily assistance it needs

You can collect it, subject to conditions.

The PSSRB allows an increase in your pension - occupational disease (AT-MP).

The amount varies depending on your support needs.

You can benefit from the PSSRB if you complete the 3 conditions following:

  • You perceive a pension for permanent incapacity related to a or a occupational disease (AT-MP)
  • Your permanent disability rate is 80% minimum
  • You need the assistance of a third party, because your inability prevents you from accomplishing alone at least 3 ordinary acts of daily living (or if neuropsychic disorders pose a danger to you or others)

It is the medical consultant of the social security organization you depend on (CPAM or MSA) who determines, based on a grid of 10 ordinary acts of everyday life, whether you need the assistance of a third person.

This grid allows it to evaluate whether or not you can perform the following actions alone :

  • Get up and go to bed
  • Get up from a seat and sit in it
  • Moving around your home, including in a wheelchair
  • Settle in and out of your wheelchair
  • Rise in case of a fall
  • Leaving your home in case of danger
  • Dress and undress completely
  • Eat and drink
  • Go urinating and bowel movement without help
  • Put on your brace (if necessary).

The medical consultant determines the number of procedures for which you need assistance.

In principle, you don't have to do anything. It is the CPAM or the MSA that directly determines whether you are entitled to the PSSRB.

But if you were already entitled to Third-party markup (TPM) as of February 28, 2013, and you are still collecting it, you can opt for the PSSRB.

As the calculation of the PSSRB is different from that of the TPM, the CPAM or the MSA reserves its decision on the basis of the amounts obtained, under the following conditions:

  • If the amount of the PSSRB to which you are entitled is less than or equal to the amount of the TPM that you receive, you retain the TPM.
  • If the amount of the calculated PSSRB is greater than the TPM, you collect the PSSRB instead of the TPM.

You can challenge the decision of your social security organization within 30 days from the date of receipt.

The date of entitlement to the PSSRB is 1er the day of the month in which the application was submitted.

The amount of your PSSRB varies depending on the number of ordinary everyday activities that you cannot do on your own, under the following conditions:

These amounts are revalued at 1er April of each year.

Date of 1st payment

The first installment of the PSSRB is effective as follows:

  • On the same date as the pension (if it is granted simultaneously)
  • On the date the pension is revised (when it is awarded when your permanent incapacity rate changes)
  • From the day on which the victim's doctor establishes that he is unable to perform the ordinary acts of life
  • On the date of filing of the claim, if the incapacity is established by the medical officer, without prior examination by the victim's doctor.

If the PSSRB is due in the course of a month, its amount is calculated on a pro rata basis.

The PSSRB is paid by the CPAM: titleContent.

Change in amount

If the number of acts that you cannot do on your own increases or decreases, the PSSRB may be revised downwards or upwards.

In the event of a decrease, the new amount of the benefit takes effect from 1er the day of the month following the month in which you were informed of this decision (by any means that would enable the date of receipt of the notification from the credit union to be determined).

In the event of an increase, the new amount of the benefit shall take effect on one of the following dates:

  • On the date of notification of the revised annuity
  • After your doctor has noted the increase in the need for third parties, on the date of the medical certificate
  • After review by the medical officer, on the date of filing the application for an increase in the PSSRB.

Suspension of payment

If you are hospitalized, your PSSRB is paid until the last day of the calendar month depending on the one you were hospitalized. Payment of the benefit is suspended until the date of discharge from the hospital.

Payment end date

If you no longer meet the award conditions, your PSSRB will no longer be paid on or after 1er the day of the month following the month in which you are informed of this decision.

Yes, cumulation is possible only if the aid does not finance the same needs.

You cannot be compensated twice for the same expense.

For example, the PSSRB can be cumulated with disability compensation benefit (PCH), if it finances different needs (housing development, technical aids, etc.).

The PSSRB is not subject to income tax, as an increase to the pension for permanent incapacity following an AT-MP.

The PSSRB is not recoverable from the estate.
