Solidarity, culture, environment..., the civic service allows you to exercise a mission of general interest from 6 months to 1 year in a public or private organization. You must be between the ages of 16 and 30. You're getting compensation. We tell you the information you need to know depending on whether you are an adult or a minor.

      Major

      These are missions of general interest carried out in one of the 10 priority areas identified for the Nation:

      • Solidarity (elderly, disabled...))
      • Health
      • Education for all
      • Culture and leisure
      • Sport
      • Environment
      • Memory and citizenship
      • International development and humanitarian action
      • Emergency response in case of crisis
      • European citizenship.

      Actions of a religious or political nature are excluded.

      The mission can be carried out in France, Europe and worldwide, in a private non-profit organization, a public institution or a local authority.

      The civic service commitment takes place over a continuous period of 6 months to 1 year.

      As a volunteer, you can only do one civic service.

      Civic service can be combined, either before or after the mission, with other forms of engagement, including:

      The organization hosting you must be approved by the Civic Service Agency.

      This may include any of the following:

      • State administration or public authority (e.g. a town hall)
      • Public institution (e.g. school, museum, France Travail agency)
      • Organization of housing for moderate rent
      • French non-profit organization (e.g. association, foundation, cooperative, NGOS: titleContent)
      • An international organization headquartered in France.

      Please note

      Commitment to civic service cannot not be carried out in a cultural association, political, a congregation or a company foundation.

      To volunteer for civic service, you must meet several conditions.

      Age

      Age depends on your situation:

      General case

      You can commit up to watch of your 26e birthday.

      Person recognized as having a disability

      You can commit up to watch your 31e birthday.

      You must be in one of the following cases:

      Nationality or residence in France

      You must meet conditions that depend on your nationality:

      French

      The civic service is open to you if you are a French national.

      European

      The civic service is open to you if you are a citizen of one of the following countries:

      • Member country of the European Economic Area (EEA)
      • Member country of the European Union
      • Switzerland.

      Other nationality

      You can commit to civic service if you meet the following 2 conditions:

      • Reside in France for more than 1 year
      • Possess one of the residence permits required.

      In some cases, access is open even without a stay of more than a year in France.

      Diploma

      The civic service is open without diploma requirement.

      Only your motivation matters.

      You can combine your civic service mission with another activity depending on your situation:

      Employee

      You can accomplish your civic service mission while still being employee.

      However, the commitment to civic service is sustained.

      It usually takes place full-time (at least 24 hours per week).

      If you live up to your civic service commitment, you can do something else.

      However, you must comply with the following conditions:

      • The schedules of your mission and your salaried activity must be compatible. You cannot accumulate more than 48 hours per week.
      • You must exercise your salaried employment outside the organization where you perform your civic service.
      • You must inform, in writing, your guardian and your employer of your 2 activities.

      Public servant

      You must request prior authorization.

      The mission of civic service must not encroach on your work.

      You may not perform civic service in an organization where you are (or have been) an agent.

      Student

      You can fulfill your civic service mission while being a student if you are able to reconcile your different schedules.

      You can ask your higher education institution for an adjustment of your schedule.

      You can interrupt your graduate studies to fulfill your civic service commitment as part of your gap period.

      If your withdrawal request is accepted, you will continue to be a student and will be automatically reintegrated into your program upon your return.

      Self-employed

      You can accomplish your civic service mission while having the self-employed status (or micro-entrepreneur).

      Jobseeker

      You can remain registered with France Travail (formerly Pôle emploi) for the duration of your assignment.

      You will be classified in the category 4, corresponding to persons who are unemployed and not immediately available.

      Please note

      If you sign one FIXED-TERM: titleContent of at least 6 months or one DTA: titleContent, you may terminate your civic service contract without notice. In all other cases, you must give one month's notice.

      Trainee

      You cannot sign an internship agreement at the same time as a civic service contract with the same organization.

      Your host organization cannot change the content of your assignment to match an internship.

      However, you can ask your higher education institution to validate this commitment period instead of an internship.

      The activities carried out as part of your mission must allow you to acquire skills that are related to your training course.

      The institution shall freely determine the methods and criteria for assessing such validation.

      Who shall I contact

      You can apply for several assignments. But you will be able to perform a single civic service.

      Mission

      Your mission is the subject of a contract between the organization and you.

      This contract must include the following elements:

      • Duration of the mission
      • Description of the mission and activities entrusted to you
      • Weekly duration
      • Place of performance of the mission (or places, if applicable)
      • Identity of your tutor and conditions of tutoring (pace of your exchange points, etc.)
      • Method of payment of the subsistence benefit of €114.85 net.

      Under certain conditions, your accredited host organization, private or public, may ask you to work with one or more non-accredited organizations. This must be specified in your contract.

      You cannot work in private organizations whose activity is cult, political or trade union.

      Your general interest missions are complementary to the activities entrusted to employees or public officials.

      They cannot replace a job or an internship.

      Health

      A medical examination prior to the subscription of the contract is mandatory.

      Your attending physician must issue a medical certificate stating that there is no contraindication to the mission.

      Please note

      When registering or signing the contract, the host organization must inform you of the possibility of performing a free health examination. This examination is supported by the CPAM: titleContent.

      The weekly duration depends on your situation:

      General case

      Weekly duration should be understood between 24 hours and 48 hours, distributed to the maximum over 6 days.

      The weekly duration is calculated on average over all the months of mission carried out.

      This allows a modulation of the number of hours worked per week.

      Please note

      You cannot complete all or part of your telework assignment. Contact with the public (school, youth, seniors, etc.) is one of the foundations of civic service.

      Person with a disability

      The weekly duration must be between 24 hours and 48 hours, spread over a maximum of 6 days.

      The weekly duration is calculated on average over all the months of mission carried out.

      This allows a modulation of the number of hours worked per week.

      You can request a decrease in the weekly duration at less than 24 hours per week, depending on your situation.

      FYI  

      You can benefit from adjustments and assistance to accomplish your mission.

      The status of the young volunteer is specific. You are not an employee, intern or volunteer.

      You don't get a salary, you get compensation.

      This can sometimes be combined with another allowance.

      You benefit from the following benefits:

      • Monthly allowance of €504.98 net
      • Provision of a minimum amount of €114.85 net in kind or cash corresponding to food or transport costs.

      Or a total compensation of €619.83.

      In the event of a difficult social or financial situation, an additional €114.95 net may be paid to you if you meet any of the following conditions:

      Your allowance is paid into your bank account.

      The amounts paid are exempt from income tax. The benefit corresponding to food or transport costs is exempt from social security contributions.

      Overseas

      French Guiana, Martinique, Guadeloupe

      You benefit from the following benefits:

      • Monthly allowance of €504.98 net
      • Provision of a minimum amount of €114.85 net in kind or cash corresponding to food or transport costs.

      In the event of a difficult social or financial situation, an additional €114.95 net can be paid if you meet any of the following conditions:

      If you live in French Guiana, Martinique or Guadeloupe and you do your civic service in mainland France, you can benefit from an additional allowance (€504.98 net for a contract entered into since March 9, 2025).

      FYI  

      The amounts paid are exempt from income tax. The benefit corresponding to food or transport costs is exempt from social security contributions.

      Meeting, Mayotte

      You benefit from the following benefits:

      • Monthly allowance of €504.98 net
      • Provision of a minimum amount of €114.85 net in kind or cash corresponding to food or transport costs.

      In the event of a difficult social or financial situation, an additional €114.95 net can be paid if you meet any of the following conditions:

      If you live in Réunion or Mayotte, and you do your civic service in metropolitan France, you can benefit from an additional allowance (€757 net for a contract entered into since March 9, 2025).

      FYI  

      The amounts paid are exempt from income tax. The benefit corresponding to food or transport costs is exempt from social security contributions.

      After signing your commitment, the Civic Service Agency will send you, by post, your volunteer card.

      This card gives you access to same benefits that the student card.

      It allows you to justify your status as a volunteer with third parties and to benefit from financial advantages negotiated with partners (for example, transport at a reduced rate).

      This card shall include the following information:

      • Period of validity of the card (it corresponds to the duration of your commitment)
      • Your first and last name
      • Your signature.

      The map is strictly personal.

      In the event of a breach of your civic service commitment, you must give the card to the organization in which you perform your mission.

      Your host organization must register you for 2 mandatory training courses, including one in the first 3 months of your mission.

      These courses are as follows:

      • Training First aid Citizen (gestures that save)
      • Training civic and citizen.

      Civic and civic training is a minimum of 2 days.

      It focuses on business issues and republican values (e.g. anti-discrimination, gender equality, democracy, sustainable development).

      The content and the course of these trainings are defined by the host organization, which may organize them internally or call on an external organization.

      Please note

      Your host organization can offer additional training.

      During your engagement, you benefit from a State-funded social protection covering the following risks

      • Disease
      • Maternity
      • Disability
      • .

      You are already covered by the general social security scheme

      You are affiliated to the general social security system, in particular if you are in one of the following situations:

      • Private sector employee
      • Self-employed
      • Student.

      You must send a copy of your contract of employment to your health insurance fund to inform it of your change of situation.

      You must apply for entitlement health insurance.

      Who shall I contact

      You must submit the following documents:

      For your health coverage, civic service does not entitle you to a mutual health insurance.

      But you can benefit from the complementary health solidarity if you meet the conditions.

      Civic service allows you to get basic pension rights.

      But it does not allow you to acquire rights for the supplementary pension.

      To go abroad, you must be sent by a French organization and hosted by a foreigners organization.

      In addition to your employment contract, you must sign an agreement that binds you with these two organizations.

      If your mission takes place abroad, additional costs may be added, in particular for transport and accommodation on site.

      In most cases, a significant part of the costs may fall on you, even when the host organization makes its contribution.

      Before signing your contract, it is strongly recommended that you clarify the cost sharing between the accredited organization and you, especially for transportation and accommodation.

      Warning  

      For a stay of more than 3 months, you are not covered by the French health insurance. Your sending organization must take out insurance to cover all your costs related to care or a possible accident at work, including a repatriation clause. Carefully check the content of the contract.

      You are entitled to 2 days off per month.

      Return to employment assistance allowance

      Special rules apply before the mission and at the end of your civic service.

      Before the mission

      You must tell your advisor France Travail (formerly Pôle emploi) the start date and duration of your civic service, before the start of the mission.

      You can use one of the following ways:

      • mobile Application
      • Mail
      • Telephone
      • Mail
      • Welcome of your agency.

      You have no proof to be provided.

      During the mission, the payment of your unemployment benefits is suspended, but you can remain registered with France Travail.

      You're changing categories in the classification of jobseekers.

      You are classified as unemployed, not immediately available (category 4).

      At the end of the mission

      You must also inform your France Travail advisor.

      The payment of your unemployment benefits resumes when your mission is over.

      However, your rights should not be too old. This is the case if you have exceeded the time limit for revocation of rights (which corresponds to the duration of the rights initially opened, extended by a period of 3 years).

      Periods of civic service lengthen the forfeiture period.

      Periods of civic service are not considered as professional activities.

      They are therefore not taken into account to establish unemployment insurance rights.

      FYI  

      If you break an employment contract to perform your civic service commitment, this breach is considered a legitimate resignation. You will regain your unemployment insurance rights or your entitlements to the RSA at the end of your engagement.

      Active Solidarity Income

      Payments of the RSA or the activity bonus are suspended for the duration of the mission.

      They resume at the end of this one.

      You must report any changes to the Caf: titleContent or MSA: titleContent.

      Family Allowance Fund (Caf) online

      MSA - Private spaces

      If you are dependent on your parents for the purposes of family benefits, the voluntary allowance you receive is not taken into account in the calculation of your parents' social assistance entitlements.

      FYI  

      If you break an employment contract to perform your civic service commitment, this breach is considered a legitimate resignation. You will find your entitlements to the RSA at the end of your engagement.

      Allowance for adults with disabilities

      You can combine your civic service allowance with the adult disability allowance (ADA) if you meet one of the following conditions:

      • Your mission takes place in France
      • Your mission does not exceed 3 months abroad.

      Student Grant

      Civic service has no impact on the conditions for awarding a student scholarship, nor on its amount.

      The civic service allowance is not included in the calculation of your scholarship.

      At the end of your civic service, your host organization and your guardian must establish with you a nominative balance sheet end of mission.

      The assessment shall describe the following:

      • Activities carried out
      • Skills acquired.

      You receive a certificate of civic service.

      Minor

      A youth 16 years of age or older may make a civic service commitment.

      • Night (between 10pm and 6am)
      • Public holidays.

      Person with a disability

      Weekly duration should be understood between 24 hours and 35 hours, distributed to the maximum extent over 5 days.

      The weekly duration is calculated on average over all the months of mission carried out.

      This allows a modulation of the number of hours worked per week.

      You can request a reduction of the weekly duration to less than 24 hours per week, depending on your situation.

      You cannot work during the following times:

      • Night (between 10pm and 6am)
      • Public holidays.

      You are entitled to 3 days off per month.

      Special rules apply before the mission and at the end of your civic service.

      Before the mission

      You must tell your advisor France Travail (formerly Pôle emploi) the start date and duration of your civic service, before the start of the mission.

      You can use one of the following ways:

      • mobile Application
      • Mail
      • Telephone
      • Mail
      • Welcome of your agency.

      You have no proof to be provided.

      During the mission, the payment of your unemployment benefits is suspended, but you can remain registered with France Travail.

      You're changing categories in the classification of jobseekers.

      You are classified as unemployed, not immediately available (category 4).

      At the end of the mission

      You must also inform your France Travail advisor.

      The payment of your unemployment benefits resumes when your mission is over.

      However, your rights should not be too old. This is the case if you have exceeded the time limit for revocation of rights (which corresponds to the duration of the rights initially opened, extended by a period of 3 years).

      Periods of civic service lengthen the forfeiture period.

      Periods of civic service are not considered as professional activities.

      They are therefore not taken into account to establish unemployment insurance rights.

      FYI  

      If you break an employment contract to perform your civic service commitment, this breach is considered a legitimate resignation. You will regain your unemployment insurance rights or your entitlements to the RSA at the end of your engagement.

      Active Solidarity Income

      Payments of the RSA or the activity bonus are suspended for the duration of the mission.

      They resume at the end of this one.

      You must report any changes to the Caf: titleContent or MSA: titleContent.

      Family Allowance Fund (Caf) online

      MSA - Private spaces

      If you are dependent on your parents for the purposes of family benefits, the voluntary allowance you receive is not taken into account in the calculation of your parents' social assistance entitlements.

      FYI  

      If you break an employment contract to perform your civic service commitment, this breach is considered a legitimate resignation. You will find your entitlements to the RSA at the end of your engagement.

      Allowance for adults with disabilities

      You can combine your civic service allowance with the adult disability allowance (ADA) if you meet one of the following conditions:

      • Your mission takes place in France
      • Your mission does not exceed 3 months abroad.

      Student Grant

      Civic service has no impact on the conditions for awarding a student scholarship, nor on its amount.

      The civic service allowance is not included in the calculation of your scholarship.

      At the end of your civic service, your host organization and your guardian must establish with you a nominative balance sheet end of mission.

      The assessment shall describe the following:

      • Activities carried out
      • Skills acquired.

      You receive a certificate of civic service.
