You buy one used vehicle (car, motorcycle,...) in France or abroad? You have 1 month to apply for the new certificate of registration (previously called vehicle registration certificate) on the internet or with a authorized automotive professional. If you have purchased your vehicle abroad, you must check the formalities to be carried out before filing the application for registration. We present you the information to know.

You can choose one of the following 3 ways to complete your process:

  • On the website of theANTS: titleContent
  • With the smartphone app Simplimmat.gouv (but it is reserved for vehicles registered in the new format (AA-123-AA) and type VP, TM, QM, QLEM, CL, CYCL, CTTE, MTL, MTT1 or MTT2)
  • At an authorized automotive professional.

Would you like to buy or receive a pre-owned vehicle?

 Log in first at www.ants.gouv.fr

 Before starting, the seller must have previously carried out the process of declaration of assignment on the site of the ANTS and provided the code of assignment to the future buyer.

 To initiate your process, you must log in via your FranceConnect account, by clicking on the « Log in » button and then on « Log in with FranceConnect ».

 This procedure is not possible via an ANTS account.

 Once on the FranceConnect connection interface, I choose an account to connect from among the choices offered: impots.gouv.fr / health insurance…

 From the « My account » area, click on:

  • The « New Request » button
  • Then click on the « Registration » button
  • And finally « Buy or receive your vehicle ».

Then click on « I start the application ».

The change of owner page will then appear on your screen.

  • Choose the person concerned by this process for you (for myself) or for someone else.

The change of ownership involves fees. Bring:

  • A bank card,
  • The number plate number,
  • And transfer code to continue.

The transfer code has been communicated to you by the former owner.

If you do not have this code, it is possible to carry out the procedure with:

  • The IC Form Number (Certificate of Registration),
  • The date of the AC (the date of issuance of the Certificate of Registration).

Fill in the requested information:

  • Registration number
  • Mobile phone number
  • Do you have a transfer code: select Yes or No
  • Assignment code.

Then click on « Next step ».

 A page opens with the information of the future owner of the vehicle. Fill in the information about the vehicle and the future holder:

  • Person: natural / legal
  • Birth name
  • Usage Name
  • First name
  • Gender: male / female
  • Email Address
  • Date of birth
  • City of birth
  • Place of birth: France / other country
  • Department of birth
  • Enter the address that will be used to ship the security
  • Floor / Stairs / Apartment / Accommodation (at)…
  • Building / Residence / Building
  • Number / Supplement / Type of track / Label
  • Location-dit / BP / Locality (if different from the city)
  • Postal code / city

Then click on « Next step ».

 You will then get a summary of the claim, as well as the amount of tax to be paid.

 If everything is compliant, validate the legal conditions by ticking all the boxes and clicking on « Validate ».

 

The PayFip.gouv.fr tax payment page appears. Click on « Pay by credit card ».

 Fill in the bank details:

  • Card number
  • Expiry date: month / year
  • Visual Cryptogram

then validate.

 You will then arrive on a page with the summary of the application and the provisional certificate of registration.

 You must print this provisional certificate to use the vehicle until you receive your final title by mail. This certificate is valid for one month.

 To follow the progress of your request, log in to your account via FranceConnect (« Login with FranceConnect »).

 You will be able to view your current process from your dashboard by clicking on « View your current registration applications ».

 It is also possible to track the movement of the title by clicking on « Know where my registration certificate is ».

Step-by-step approach

You must have a credit card to pay the cost of your new registration certificate on the website of theANTS: titleContent.

The list of documents to be provided differs depending on whether the vehicle was previously registered in France or in a countries of the or in a other country :

Vehicle registered in France

You must have the transfer code which was given to you by the former owner of the vehicle.

You may be asked to digital copy (photo or scan) of following documents :

  • Form cerfa no. 13750
  • Proof of address less than 6 months (in case of co-holders, proof of the one whose address will appear on the registration certificate)
  • Certificate of registration of the vehicle, crossed out with the words Sold on (day/month/year) or Assigned on (day/month/year), followed by the signature of the former owner
  • Proof of roadworthiness, unless the vehicle is exempted.
    • If the passenger car (VP), the pickup or the motorhome of 3.5 tons maximum is more than 4 years old, the inspection must be less than 6 months old at the date of submission of the application for the establishment of the new registration certificate. When a counter-visit has been prescribed, the period of 2 months granted to carry it out must not be exceeded.
    • If the motor vehicle with 2 or 3 wheels or motor quadricycle more than 5 years old, the inspection must be less than 6 months old at the date of submission of the application for the new registration certificate. When a counter-visit has been prescribed, the period of 2 months granted to carry it out must not be exceeded.

    If the deadline is exceeded, a new check will have to be made.
  • Certificate of assignment or an invoice issued by the seller
  • Form cerfa no. 15776 of declaration of transfer of the vehicle completed and signed by the former and the new owner. If there are several co-owners, each must sign it. If you have lost the completed and signed form, you will need to contact the seller to redo the form.
  • If you're doing it for someone else: mandate signed and identity document of the person for whom you are carrying out the procedure.

You must also specify theidentity of the holder (and possibly co-holders) of the vehicle registration certificate: surname, forenames, sex, date and place of birth, telephone number and e-mail address.

You must certify on honor the applicant for the certificate of registration has a certificate of insurance of vehicle and one driver's license corresponding to the category of the registered vehicle.

You do not have to attach a digital copy (photo or scan) of the driver's license. However, this may be requested during the examination of your file.

Of numeric points (with computers, printers and scanners) are available in each prefecture and in most sub-prefectures. You can complete the process there. You can be helped by digital mediators if you encounter difficulties with the use of the internet.

Vehicle registered in an EU country

You must have a scanner, digital camera, smartphone or tablet with photo function.

You must provide a digital copy (photo or scan) of documents following:

  • Certificate of registration of origin, without special mention, or an official piece of ownership of the vehicle
  • If the registration certificate has been retained by the administrative authorities of the foreigner country:
    • Official document indicating this
    • Or valid international motor vehicle certificate issued by these authorities
  • Proof of address less than 6 months old (or, in the case of joint holders, proof of the one whose address will appear on the registration certificate)
  • Form cerfa no. 13750
  • Proof of roadworthiness, unless the vehicle is exempted.
    • If the passenger car (VP), the pickup or the motorhome of 3.5 tons maximum is more than 4 years old, the inspection must be less than 6 months old at the date of submission of the application for the establishment of the new registration certificate. When a counter-visit has been prescribed, the period of 2 months granted to carry it out must not be exceeded.
    • If the motor vehicle with 2 or 3 wheels or motor quadricycle more than 5 years old, the inspection must be less than 6 months old at the date of submission of the application for the new registration certificate. When a counter-visit has been prescribed, the period of 2 months granted to carry it out must not be exceeded.

    If the deadline is exceeded, a new check will have to be made.

It must have been carried out in France or in an EU country if the vehicle was registered there.

  • Unless the application for registration bears an exemption statement issued by the tax authorities: tax receipts issued by the main revenue of taxes proving that the TVA: titleContent has been paid in France. The clearance is not required for a trailer or semi-trailer.
  • Certificate of assignment or invoice issued by the seller
  • Form cerfa no. 15776 of declaration of transfer of the vehicle completed and signed by the former and the new owner. If there are several co-owners, each must sign it. If you have lost the completed and signed form, you will need to contact the seller to redo the form.
  • Technical proof of conformity corresponding to the vehicle situation:
    • European Certificate of Conformity (COC) issued by the manufacturer (the COC can be issued as a digital document) or certificate of identification of the vehicle with the Community type, issued by the manufacturer or his representative in France or Dreal: titleContent
    • If you have a UE Harmonized Final Certificate of Registration (CIEU), certificate of verification of technical data issued by Dreal
    • In all other cases, isolated type-approval (ITR) issued by Dreal.

  • Technical proof of conformity corresponding to the vehicle situation:
    • European Certificate of Conformity (COC), issued by the manufacturer
    • Or certificate of identification of the vehicle with the Community type, issued by the manufacturer or his representative in France or Dreal: titleContent
    • Or Isolated acknowledgement report (ITR) issued by Dreal.

You will receive the final registration certificate, sent by La Poste in followed letter, at your home within a period that may vary.

It may take a few days or even weeks to process your application for a registration certificate for the most complex cases. Timelines also vary depending on the time of year: a high influx of applications can extend processing time.

You must pay attention to the address you provide in the online procedure. It must be as complete as possible (building number, apartment number, letterbox number, floor, corridor, staircase, « resident at home », etc.).

Your mailbox must show your first and last name.

You can track the shipment of your registration certificate either with the registration number or with the tracking number of the Post Office. This tracking number has been communicated to you by email or SMS if you have entered your mobile phone number.

Please note

Upon receipt of your registration certificate, if you hold a national identity card (NIC) in bank card format, you can also download your digital registration certificate in the France Identity application.

You must keep the old certificate of registration for 5 yearsand then destroy it.

You can simultaneously carry out with the seller, each on your smartphone, the declaration of assignment, using the application Simplimmat.gouv.

The procedure is completely secure and dematerialized (it is not necessary to fill in a paper certificate).

You can also apply for your new registration certificate via this same app.

Warning  

The application only supports vehicles registered in the new format (AA-123-AA) and vehicles of type VP, TM, QM, QLEM, CL, CYCL, CTTE, MTL, MTT1 or MTT2.

These are passenger cars, tricycles and quadricycles, 2- or 3-wheel mopeds and motorcycles.

Are you selling or buying a used vehicle?

Welcome to the Simplimmat app.

Create your Simplimmat account on your smartphone by clicking on the "discover" button, then enter your phone number: A text message with a confirmation code appears to validate your number.

Login now with the France Connect service by entering the username and password of the digital identity you use on one of your digital accounts such as for example impots.gouv.fr or your AMELI health insurance account.

Then save the personal code that will be used to protect your access to the application.

On the day of the sale, the first step is for the seller of the vehicle, to click on « sell or give my vehicle ». The seller enters the data relating to it.

The next step is for the seller to send the record of his vehicle to the buyer. He checks the information in the file and enters the buyer's phone number in order to transmit it to him.

An SMS is sent to the buyer to invite him to validate the purchase of the vehicle in the application.

For this, the buyer, with Simplimmat, simply scans the QR code that appears on the seller's phone.

It remains to validate the sales file with the buyer.

The file is displayed and everyone checks all the information before signing the transfer declaration on their screen.

The official transfer declaration document can be obtained in one click and registered in the application.

If you have an iPhone, it will appear on the screen automatically.

If you have an Android phone, you will find it in the « download » folder of your device.

Once the assignment is signed and recorded by the Simplimmat app, the buyer can request his new vehicle registration certificate. It selects the button « request my vehicle registration certificate ».

All that remains for the buyer is to pay the registration fees to finalize his request for editing a vehicle registration certificate in his name.

Once the payment has been made, the print request is transmitted. A provisional certificate of registration is available for download until the final vehicle registration certificate is received within 3-4 days.

The seller and the buyer can each find the transfer certificate in the application under the heading « consult the list of my vehicles ».

The buyer will also be able to find his provisional circulation document. The latter being valid for one month.

One Provisional Certificate of Registration (CPI) is delivered immediately. It allows you to circulate for 1 month (in France only) pending receipt of your final certificate of registration.

You will receive the final registration certificate, sent by La Poste in followed letter, at your home within a period that may vary.

It may take a few days or even weeks to process your application for a registration certificate for the most complex cases. Timelines also vary depending on the time of year: a high influx of applications can extend processing time.

You must pay attention to the address you provide in the online procedure. It must be as complete as possible (building number, apartment number, letterbox number, floor, corridor, staircase, « resident at home », etc.).

Your mailbox must show your first and last name.

You can track the shipment of your registration certificate either with the registration number or with the tracking number of the Post Office. This tracking number has been communicated to you by email or SMS if you have entered your mobile phone number.
