Supplementary pension for a public service contractor (Ircantec)

As a contractor, you must contribute to theIrcantec: titleContent. Ircantec is a supplementary pension fund the basic pension fund of the Social Security Retirement Insurance. We present the main rules of this supplementary pension.
Ircantec is a supplementary pension fund.
As a contractor in the public service (state, territorial or hospital), you contribute mandatory at Ircantec.
When you retire, you receive a supplementary retirement allowance from Ircantec in addition to your basic retirement pension from the Social Security Retirement Insurance.
Ircantec is a regime of point retirement.
Your contributions (employees and employers) are partly converted into pension points.
Points earned are accumulated throughout your career as a public contract agent.
When you retire, your total number of points is converted back into a retirement allowance.
The supplementary pension contributions to Ircantec deducted each month from your remuneration and the employer contributions paid by your employer administration allow you to acquire pension points.
Certain periods not worked and not paid in are eligible for free points.
If you have had at least 3 children, you can benefit from a mark-up the total number of your points.
These points are accumulated on an individual account called points count.
Acquisition of pension points during periods of activity
The contribution rates to Ircantec, shown on your pay slip, called contribution call rate, are as follows:

Pension points are calculated on the basis of a theoretical rate and a reference salary as follows:
(Contribution base x Theoretical rate) / Reference salary
In 2025, the theoretical rates and the reference salary are as follows:

The difference between contribution call rates and notional rates does not allow you to obtain pension points. Its function is to contribute to the financing of the Ircantec regime.
Example :
In 2025, an agent with an annual gross remuneration of €56,000 aura 702 points:
[€47,100 x 5.60% / €5.735] + [(€56,000 - €47,100) x 15.60% / €5.735]

Allocation of free points
Some periods not worked and not contributed entitle, under certain conditions, to the award of free points, in particular the following periods:
- Sick leave, maternity leave or adoption leave paid by the Social Security for at least 30 consecutive days
- Periods of receipt of an invalidity pension from the general social security scheme
- Periods of receipt of an occupational pension corresponding to a minimum disability rate of 2/3
- Periods of compensated unemployment
- Military service (provided you have at least one year of Ircantec membership)
- Periods of interruption of any professional activity to raise at least one child (provided that at least one year of affiliation with Ircantec has been demonstrated).
Increase in the number of points for children
Your total number of points is increased if you complete one of the 2 conditions following:
- You had at least three children
- Or you, or your spouse, have had at least 3 children, of whom you were not a parent, for at least 9 years before their 16th birthdaye birthday.
The rate of increase in your points depends on the number of children you have had:

Conditions for granting the retirement allowance at full, reduced or increased rates
Your supplementary retirement allowance may be granted at a full rate, at a reduced rate or at a higher rate depending on the age at which you retire and/or your number of quarters of retirement insurance.
Full Rate
Your Ircantec supplementary retirement allowance is paid to you at full rate if you meet any of the following conditions:
- You are entitled to a full basic retirement pension from the Social Security Pension Insurance
- You retire at age 67
- You're retiring early for long career
- You're retiring early for disability
- You're retiring early for permanent incapacity or unfit for work (under the same conditions as a private sector employee)
- You're leaving in early retirement asbestos.
Reduced rate
If you do not qualify for a full supplementary retirement allowance, you can apply for your supplementary retirement allowance from the age of 57.
In this case, your number of points is permanently reduced by application of a reduction coefficient which depends on:
- Only of your age if you apply for your supplementary retirement allowance before theminimum legal retirement age
- Your age and the number of quarters you have if you apply for your supplementary retirement allowance between the statutory minimum retirement age and 67. In this case, it is the most advantageous coefficient that is retained.
Increased rate
If you apply for your supplementary retirement allowance after age 67, your total points is increased of 0.75% by full quarter between age 67 and your retirement date.
If continue to work between the minimum legal retirement age and 67 years beyond length of pension insurance required to qualify for a full basic retirement pension, your total number of points is increased by 0.625% per quarter completed.
Calculation of the retirement allowance
The method of calculating your supplementary retirement allowance varies depending on your number of points:

Less than 300 points
You receive capital unique paid in only once, when you retire.
It is equal to your number of points multiplied by the value of the previous year's reference salary.
Example :
In case of retirement in 2025 with 150 points: 150 x €5.611 = €841.65.
At least 300 points
Your retirement allowance is paid to you term expired according to a periodicity which varies according to your number of points :
- Between 300 and 999 points: your retirement allowance is paid to you in one installment at 1er January of each year
- Between 1,000 and 2,999 points: your retirement allowance is paid to you quarterly
- 3000 points and more: your retirement allowance is paid to you every month.
Your retirement allowance is equal to your number of points multiplied by the liquidation value (or service value) in effect the year of your departure.
In 2025, the liquidation value of the point is set at €0.55553.

To apply for your supplementary retirement allowance, you must cease all professional activities, except in the case of gradual retirement.

Please note
Your application is valid for all mandatory basic and supplementary pension funds on which you depend.
If you apply for a basic phased retirement, you can benefit from a fraction your supplementary retirement allowance equivalent to that paid by the Social Security Pension Insurance.
During the phased retirement period, your contributions to Ircantec allow you to acquire new pension points.
When you retire definitive, your supplementary retirement allowance is recalculated.
