To what pension is a contract worker who has become a civil servant entitled?
Verified 23 January 2026 - Public Service / Directorate of Legal and Administrative Information (Prime Minister)
If you have worked as contractor in the public service before becoming a civil servant, your pension rights may vary according to the date of your tenure and depending on whether or not you asked for the validating your contract services from the basic pension fund on which you depend as a public servant.
A public servant shall contribute to retirement:
- At SRE: titleContent, if he is a State official, or CNRACL: titleContent, if he is a territorial civil servant or a hospital official (basic retirement)
- And, since 2005, the RAFP: titleContent (supplementary pension).
A contractor contributes:
- Pension insurance (basic pension)
- And to theIrcantec: titleContent (supplementary pension).
Until 2014, you could request that services performed as a contractor, before becoming a civil servant, be validated for retirement as civil servant services.
Your pension insurance and Ircantec contributions were then paid to the SRE or CNRACL depending on your public service.
And periods completed as a contractor were thus taken into account by the SRE or the CNRACL as periods completed as a civil servant.
Since 2015However, such a request is no longer possible.
In addition, until 2010, it was necessary to justifyat least 15 years of services as a civil servant to be entitled to a civil servant pension.
Since 2011, there must be a justification forat least 2 years of services as a civil servant to be entitled to a civil servant pension.
The validation of the services performed as a contractor on behalf of the State, local authorities, public hospitals or their public institutions, made it possible to group all the services performed under a single basic pension scheme (SRE or CNRACL) as an official and contract staff.
It also allowed public servants to meet the 15-year contribution term requirement for the SRE or CNRACL more quickly.
For example, if you were a contractor before becoming a public servant, your pension entitlements vary:
- Depending on whether you have been registered before 2015 or from 2015
- And, if you became a permanent employee before 2015, depending on whether or not you requested validation of your contract services from the SRE or the CNRACL.
