What is CPF?

The personal training account (CPF) consists of accumulating a certain number of hours to follow training courses. These courses are funded by your employer.

Your CPF is automatically fed at the end of each year.

It is you who take the initiative to use, with the agreement of your administration, these hours to train you.

Who can benefit from the CPF?

You can use your CPF for any training aimed at acquiring a diploma or acquiring the skills necessary to implement a professional development project.

This project can be part of the preparation of a future mobility, promotion or professional retraining.

You may not use your CPF for training related to your current duties.

The hours acquired on the CPF can be used to complete a preparation for competitions and administrative examinations.

CPF can be used in combination with vocational training leave.

It can be used in addition to leave for validation of experience and for skills assessment.

It can also be used to prepare administrative examinations and competitions. And, if you are registered for a competition or a professional exam, you can also use your time savings account or your CPF to have a personal preparation time. This personal preparation time can be granted to you whether or not you benefit from a competition preparation by your administration. This personal preparation time is limited to 5 days per year

Training under the CPF must take place, as a matter of priority, during working time.

The Administration shall consider applications for the use of the FPC, giving priority to the following applications:

• Training, coaching or assessment of skills to prevent a situation of inability to perform duties
• Training or coaching in validation of prior learning (VAE) by a diploma, title or professional certification
• Preparation for competitions and administrative examinations

How do I apply for a CPF?

You must ask for your administration's written agreement on the nature, timing and funding of the training you want.

No seniority of service is required to use the training entitlements of the CPF.

Your request must specify which professional development project your request is based on.

If several training courses can satisfy your request, including one organized by your employer administration, this training is given to you as a priority.

If you wish, before formulating your training request, you can benefit from personalized support to develop your professional project.

If the duration of your training is longer than the number of hours entered in your CPF, you can, with the agreement of your administration, use in advance hours not yet earned. But the number of usable unearned hours is limited to 50 hours.

If you are provided with food, the training and financing of your training rights are provided by your home administration, unless your agreement to provide otherwise provides.

If your request for training is refused, your administration must inform you of the reasons for its decision. You can challenge this refusal decision before the CCP: titleContent.

The administration cannot oppose a request for training aimed at allowing you to acquire the baccalaureate. But they can possibly postpone the training within a year of your request.

If you are refused a training request for 2 consecutive years, your administration cannot refuse you a 3^e once after CCP advice.

Can the administration oppose your request for a CPF in the FPT?

If a training request is refused for 2 consecutive years, your administration must refuse a 3^e Seek the advice of the CAP.

However, the administration cannot oppose a request for training intended to allow you to follow a training under the knowledge and skills base. But they can possibly postpone the training within a year of your request.

What is the funding of the CPF?

How are the trainings funded?

Your employer administration will cover the educational costs associated with your training.

This coverage of educational expenses may be capped by deliberation.

Your employer administration may also cover your travel expenses to attend the training.

If you receive unemployment benefits from a former employer administration, it is that former employer administration that will take over your training if you request to use your CPF while it compensates you. To benefit from this support, you must be unemployed at the time you submit your application.

If you do not complete all or part of the training, you must reimburse the training costs covered.

If you are a Class C agent and you do not have at least one CAP: titleContentor a BEP: titleContent, your CPF is automatically powered, at the end of each year, from 50 hours up to 400 hours maximum. Once your CPF reaches 400 hours, if you do not use these hours, it is no longer powered.

If you occupy a incomplete or incomplete employment, the power supply of your CPF is calculated according to your working time. If necessary, the number of hours of training obtained is rounded up to the next higher integer.

If you wish to use your CPF to carry out a career development project aimed at preventing unfitness for your duties, you can benefit from an additional 150 hours. These overtime hours are granted to you at your request. Your application must be accompanied by an opinion from the occupational physician attesting that your state of health exposes you, given your working conditions, to a risk of unfitness for duty.

Periods of part-time work are treated as full-time periods.

The following blends are taken into account for the calculation of the power supply of your CPF:

• Annual leave
• Paid or unpaid sick leave
• Severe Sick Leave
• Leave of absence maternity oradoption, leave of 3 days of birth or adoption
• Paternity and childcare leave
• Vocational Training Leave
• Leave for assessment of skills or validation of experience
• Leave for Union Training
• Health and safety and medical prevention training leave in the public service (if you are a staff representative on the social committee)
• Leave to participate in the activities of youth and popular education organizations or federations and approved sports associations
• Family solidarity leave
• Caregiver Leave
• Leave for representation (if you are a representative of an association)
• Parental Leave
• Unpaid leave to travel overseas or abroad for the adoption of one or more children

If you receive service discharges for a union mandate, the duration of these service discharges is taken into account for the calculation of the power supply to your CPF.

You can ask a new public employer to use your training rights acquired from other employers, public or private. Similarly, if you go to work in the private sector, you can ask the accredited joint collecting organization (OPCA) on which you depend to use your training rights acquired in the public sector.

If you have previously worked in the private sector, the training entitlements you have in euros can be converted into training hours up to a maximum of 400 hours.

The total of rights that have been subject to successive conversions may not exceed 400 hours over a continuous period of 8 years.

The conversion into hours of acquired rights in euros is carried out on the basis of 1 hour of training for €15. If necessary, the number of hours of training obtained is rounded to the nearest whole number.

If you have acquired training rights under your citizen engagement account (CEC), you can use them in addition to the hours recorded on your CPF to implement your professional development project.

You can also use your EQF's training rights to acquire the skills needed to carry out volunteer leadership or volunteer activities.

Rights acquired in euros under the EQF can then be converted into hours based on 1 hour of training for €12. If necessary, the number of hours of training obtained is rounded to the nearest whole number.

Your CPF ceases to be funded and training rights can no longer be used when you retire except in the event of dismissal for disability.
