Do you want to do energy renovation work in your home? You can get a loan without interest called eco-PTZ. We tell you the conditions and the approach to be followed in order to benefit from it.

It exists 3 main categories of the work concerned by the eco-PTZ:

  • Renovation work punctual allowing your home to improve its energy performance (for example, insulation of your roof, change of windows and/or heating)
  • Renovation work global allowing your home to reach a minimum energy performance
  • The rehabilitation work of your non-collective sanitation facility by a device that does not consume energy.

Please note

It is possible to accumulate the eco-PTZ and MaPrimeRénov' for finance the remainder of your work having been granted the right to MaPrimeRénov'. In addition, there is also eco-PTZ Condominium to finance energy renovation work on common parts and equipment or on private parts in the case of works of collective interest.

One-off renovation

The maximum amount of the eco-PTZ is as follows:

  • €7,000 for 1 work on the glass walls
  • €15,000 for 1 action of works of another nature
  • €25,000 for a batch of 2 works
  • €30,000 for a batch of 3 work or more.

Step-by-step approach

The nature of the work differs depending on whether the dwelling is located in metropolis or in one of the overseas departments or regions (Drom) :

Metropolis

To benefit from the eco-PTZ, your work must concern at least one categories of work from among the following:

  • Thermal insulation of roofs
  • Thermal insulation of walls overlooking the outside
  • Thermal insulation of glass walls and doors to the outside
  • Insulation of low floors
  • Installation, regulation or replacement of heating systems possibly associated with economical and efficient ventilation systems, or efficient domestic hot water production systems
  • Installation of heating equipment using a renewable energy source
  • Installation of domestic hot water production equipment using a renewable energy source.

This work must respect certain technical criteria.

Drom

To benefit from the eco-PTZ, your work must concern at least one categories of work from among the following:

  • Protection of roofs against solar radiation
  • Protection of exterior walls against solar radiation, on at least half of the total surface of these walls
  • High-performance thermal insulation of at least half of the glass walls or work to protect the bays facing the outside against solar radiation, on at least half of the bays and on the condition that the materials used replace walls made of single glazing, possibly associated with the installation of fixed air mixers
  • Heating system, possibly combined with economical and efficient ventilation systems, or efficient domestic hot water production systems
  • Installation of heating equipment using a renewable energy source
  • Installation of domestic hot water production equipment using a renewable energy source
  • Insulation of low floors.

You must be owner-occupier or lessor.

The work must be carried out in a dwelling for use by primary residence. This housing must have been built for more than 2 years on the date of commencement of work.

In case of leasing of the accommodation, it must be rented within 6 months of the completion of the work.

The eco-PTZ is awarded unconditionally of resources.

The work must imperatively be carried out by a company Recognized guarantor of the environment (RGE) and holder of certifications corresponding to the work undertaken.

Search for a recognized environmental guarantor (RGE) professional or a referenced architect to perform an energy audit or a certified diagnoser to perform an energy performance diagnosis (EPD)

The eco-PTZ is offered by credit institutions, financing businesses and third-party financing businesses that have signed an agreement with the government.

It is possible to consult the list of establishments and businesses currently affected by the scheme.

Once the choice of work has been defined, you must contact a credit institution or a financing business or a third-party financing business with your eco-PTZ application file.

This dossier shall consist of the following documents:

  • Forms to be completed (Borrower forms) and Company completed)
  • Detailed description and estimate of the work to be carried out.

However, where the application for an eco-PTZ is made at the same time as an application for a loan for the acquisition of the dwelling which is the subject of the works, the detailed description and estimate may be provided after, at the latest on the date of payment of the loan.

The Borrower and Company forms differ depending on whether your home is located in a metropolitan area or in a Drom :

Overseas Departments (Dom)

Your file will be reviewed by the credit institution, financing business or third-party financing business.

The institution or business will decide, as with any loan application, to lend you the amount requested in function of your prior indebtedness and your ability to repay.

The payment of the eco-PTZ can be made in 1 single installment on the basis of the description and detailed estimates of the work to be carried out.

It can also be done in several installments on the basis of the invoices for the work carried out sent as and when the eco-PTZ closes.

Until December 31, 2027, it is possible to benefit from an additional eco-PTZ to finance other work eligible for the initial eco-PTZ.

The application for a supplementary eco-PTZ must be made in a 5-year period from the date of issue of the offer of 1er eco-PTZ.

The sum of the amounts of the initial eco-PTZ and the additional eco-PTZ may reach a maximum €50,000 (in some cases, this amount is at most €30,000 depending on the nature of the work chosen).

In addition, it is possible to combine the eco-PTZ with the following aid:

The work must be completed in full in a 3-year delay as soon as the eco-PTZ is awarded.

However, one (or more) lengthening requests the time frame for completion of the work can be done at the latest 3 months before the expiry of the period in one of the following 4 cases:

  • Force majeure. Force majeure is retained if it has an impact on the performance of the work planned under a construction contract or in the context of a sale in the future state of completion (Vefa) or a sale of a building to be renovated or if you are assisted by an architect for the performance of the work.
  • Illness or accident resulting in a temporary incapacity for work of at least 3 months and affecting the performance of the work or death
  • Litigation procedure related to the execution of the works and having an impact on the execution of the works
  • Recognition of the state of natural disaster or technological disaster affecting the performance of the work.

The request for extension must be substantiated. It is necessary to present a supporting document.

If you do not receive a response within 2 months of sending your reasoned request together with the supporting document, your request is considered rejected. The financial benefits of the eco-PTZ are then lost for work not completed by the originally required completion date.

You must refund the eco-PTZ in a maximum period of 15 years.

The refund is made every month for the entire duration of the refund period.

As long as the eco-PTZ is not fully refunded, your home cannot be converted into a commercial or professional premises or put into seasonal rental or used as a second home. Failure to comply with these obligations shall result in the full repayment of the outstanding capital.

The conversion into commercial or professional premises or the seasonal leasing or use as a second home must be reported without delay to the credit institution, the financing business or the third-party financing business.

In the event of destruction of the dwelling before the repayment of the eco-PTZ, the continuation of the loan is conditional on its reconstruction within 4 years from the date of the disaster.

In addition, the sale of a dwelling that has benefited from an eco-PTZ entails the full repayment of the capital of the advance remaining due, at the latest at the time of completion of the formalities of land advertisement of sale.

The sale must be declared to the credit institution, the financing business or the third-party financing business as soon as the authentic instrument confirming it is signed.

You must send to the credit institution, financing business or third-party financing business all the elements justifying that the work was carried out, in a 3 years from the date of granting of the eco-PTZ.

That time limit does not have to be respected if you have requested an extension of the time (or several) to carry out the work due to the occurrence of a situation exhaustively provided for by the regulations (force majeure, ...).)

Global renovation

The maximum amount of the eco-PTZ shall be €50,000.

Step-by-step approach

To benefit from the eco-PTZ, you must perform a work package. This work must be in accordance with that of MaPrimeRénov' Major renovation.

You must in advance have a energy audit. This audit must demonstrate that the project of work allows a gain of at least 2 energy classes on the energy performance diagnostics (EPD).

The energy audit must be carried out by a professional (in particular, businesses of architects and architects registered with the order and having followed a professional training, recognized as guarantor of the environment).

To benefit from the eco-PTZ in metropolitan France or overseas, your work must allow you to rehabilitate your non-collective sanitation system.

The new non-collective sanitation system must not consume energy. It must comply with specific technical requirements.
