Want to know what a zero-interest loan (PTZ) is? It's a state-assisted loan. You must repay the amount you are loaned, but you do not have to pay of interest or Intermediate interest, nor any application or expert examination costs. The PTZ must be used to finance the purchase or construction of your future primary residence, in addition to another mortgage. To obtain the PTZ, you must meet several conditions. Here is the information you need to know.

The requirements for obtaining PTZ are different depending on whether you want to buy a new home, an old home, the social housing you live in, or whether you want to turn a room into a home:

Purchase of a new home

The PTZ can fund in part the purchase:

  • A new dwelling, that is to say a dwelling completed for less than 5 years, with a view to its 1re occupancy
  • Or a housing for its 1re occupation after the works necessary for its production or delivery.

The PTZ can also be used for the construction or simultaneous purchase of outbuildings (garage, parking space...).)

But only one PTZ may be granted for the same real estate transaction.

Your future home must meet several conditions, which depend on the type of your purchase:

« Classic » purchase

The conditions to be respected depend on the date of the loan offer made to you:

Loan offer issued from April 2025

Your future home must become your primary residence :

  • Either at the latest 1 year after its purchase or the end of works
  • Either from your retirement, which must occur at the latest 6 years after the purchase or termination of works. Until you retire, you can rent the accommodation, under certain conditions.

In order for a dwelling to be considered your principal residence, you must live there for at least 8 months a year. But a dwelling that you occupy less than 8 months per year can still be considered your main residence, in at least one of the following cases:

  • Case of force majeure
  • Health Reason
  • Obligation related to your professional activity that involves regular travel
  • Absolute need for service related to your status or employment contract, or that of at least 1 of the other people who must live in the accommodation
  • Distance from your place of activity or that of at least 1 of the other people who must live in the accommodation, for a maximum of 3 years
  • Rental pending your next retirement.

Your future home must be located in a municipality in zone A, Abis, or B1.

Your future home must be located in a collective housing building, that is to say comprising more than 2 housings, partially or totally superimposed.

Your future home must become your primary residence :

  • Either at the latest 1 year after its purchase or the end of works

Reminder

The PTZ must be used to finance the purchase or construction of your future principal residence, in addition to another real estate loan.

The PTZ must be used to buy or build your main residence, in addition to another mortgage.

You must not have owned your principal residence during the 2 years preceding the PTZ, nor have acquired real rights in real property of your principal residence under the of a real joint and several lease in the 2 years preceding the PTZ.

But this prohibition does not apply if you are in at least 1 of the following situations :

  • You have either the usufruct, or bare-property from your primary residence
  • You, or one of the occupants of the dwelling, have mobility card inclusion marked with invalidity, or a invalidity card of 2e or 3e category (absolute inability to work), or perceive theAAH: titleContent or theAEEH: titleContent
  • A natural or technological disaster has made your home permanently uninhabitable. In this case, you must apply for a loan within 2 years of the publication of the order declaring the disaster.

Example :

For a dwelling whose total cost taken into account for the calculation of the PTZ is of €150,000, and belonging to the tranche 3, the maximum amount of PTZ shall be €150,000 x 40% = €60,000.

The amount of your PTZ shall be fixed taking into account your income bracket, the maximum amount of the PTZ thus determined, and the characteristics of other loans to finance your real estate project:

  • For income bands 2, 3 and 4, the amount of the PTZ must not exceed the amount of the other loan(s) of more than 2 years that finance, with the PTZ, your real estate project.
  • For income band 1, the amount of the PTZ shall not exceed more than 25% the amount of the other loan(s) over 2 years that finance your real estate project.

Example :

For the income band 1, a real estate project whose total cost of the operation to be financed is of €100,000, a 20-year loan and a PTZ.

Your situation (income and location of housing) allows you to get a PTZ of maximum 50% of this amount, that is to say €100,000 x 50% = €50,000 maximum.

Your PTZ amount must not exceed the amount of your other loan by more than 25%, i.e. for a PTZ of €50,000, your other loan must be at least €50,000 / 1.25 =  €40,000.

This means that if you have a personal contribution for your other loan:

  • The amount of your other loan and personal contribution must total €50,000
  • The amount of your other loan must be at least €40,000
  • Your personal contribution must be at most €10,000.

The amount of your income to be taken into account corresponds to the greater of these two amounts:

The PTZ repayment term cannot not to exceed 25 years.

The repayment period depends on the amount of your income. The higher your income, the shorter the term of the loan.

The PTZ must be reimbursed:

  • Either in 1 single period
  • Either in 2 periods, when there is a repayment delay. During the 1re period, that of the deferred, you do not repay your PTZ. This period may not be less than 2 years.

Only financial institutions having signed an agreement with the State (for example, a bank) can grant a PTZ. You can consult the list of establishments concerned.

Each institution evaluates freely your ability to repay a loan (called your solvency) and your guarantees.

The establishment is not obligated to grant you the PTZ.

You have to ask for the PTZ in addition to at least 1 other loan.

This may include:

Purchase of old housing

The PTZ is used to fund in part the purchase of a former dwelling with energy saving or improvement works (creation, modernization, sanitation or development of living areas or ancillary surfaces).

The PTZ can also finance the simultaneous purchase of outbuildings (garage, parking...). space

It is not granted only one PTZ for the same operation real estate.

Your future home must comply with the following 3 conditions :

1. Accommodation in zone B2 or C

Your future home must be in a municipality located in zone B2 or C.

2. Accommodation with works for improvement

The PTZ is to be used to partially finance the purchase of an old home and the implementation of improvement works.

These works must represent at least 25% the total cost of the operation to be financed.

These may include the following works:

  • Improvement works (creation, modernization, remediation or development of habitable surfaces or ancillary surfaces)
  • Energy saving works (unless they are financed by an eco-PTZ or are works for the installation of oil, coal or gas heating). If there is a DPE: titleContent done before 30 june 2021 and valid, it must indicate that the annual energy consumption of the dwelling (heating, hot water, cooling) is less than 331/m². If not, the EPD after the works shall indicate an energy performance level corresponding to Class D.

Warning  

  • You must start these works after you have obtained the PTZ. But, in the case of a contract of sale of building to renovate (VIR) or a contract of lease-purchase of real estate (PSLA), works can start before obtaining PTZ.
  • Works must be completed within a period not exceeding 3 years from the date of issue of the PTZ offer. However, you may be granted additional time in certain cases (force majeure, natural or technological disaster, illness or accident, litigation).

3. Accommodation to be used as a principal residence

Your home must become your main residence:

  • Either at the latest 1 year after its purchase or the end of works
  • Either from your retirement, which must occur at the latest 6 years after the purchase or termination of works. Until you retire, you can rent the accommodation, under certain conditions.

In order for a dwelling to be considered your principal residence, you must live there for at least 8 months a year. But a dwelling that you occupy less than 8 months per year can still be considered your main residence, in one of the following cases:

  • Obligation linked to professional activity (regular travel, official accommodation...))
  • Rental pending your retirement.

Using the income bracket thus determined, you can know the maximum amount of your PTZ.

To do this, you need to multiply the total cost taken into account for the calculation of the PTZ by one percentage which varies according to your income bracket.

Example :

For a dwelling whose total cost taken into account for the calculation of the PTZ is of €150,000, and belonging to the tranche 3, the maximum amount of PTZ shall be €150,000 x 40% = €60,000

The amount of your PTZ shall be fixed taking into account your income bracket, the maximum amount of the PTZ thus determined, and the characteristics of other loans to finance your real estate project:

  • For income bands 2, 3 and 4, the amount of the PTZ must not exceed the amount of the other loan(s) of more than 2 years that finance, with the PTZ, your real estate project.
  • For income band 1, the amount of the PTZ shall not exceed more than 25% the amount of the other loan(s) over 2 years that finance your real estate project.

Example :

For the income band 1, a real estate project whose total cost of the operation to be financed is of €100,000, a 20-year loan and a PTZ.

Your situation (income and location of housing) allows you to get a PTZ of maximum 50% the amount of your real estate project, i.e €100,000 x 50% = €50,000.

Your PTZ amount must not exceed the amount of your other loan by more than 25%, i.e. for a PTZ of €50,000, your other loan must be at least €50,000 / 1.25 =  €40,000.

This means that if you have a personal contribution for your other loan:

  • The amount of your other loan and personal contribution must total €50,000
  • The amount of your other loan must be at least €40,000
  • Your personal contribution must be at most €10,000.

The PTZ repayment term cannot not to exceed 25 years.

The repayment period depends on the amount of your income. The higher your income, the shorter the term of the loan.

The PTZ must be reimbursed:

  • Either in 1 single period
  • Either in 2 periods, when there is a repayment delay. During the 1re period, that of the deferred, you do not repay your PTZ. This period may not be less than 2 years.

Only financial institutions having signed an agreement with the State (for example, a bank) can grant a PTZ. You can consult the list of establishments concerned.

Each institution evaluates freely your ability to repay a loan (called your solvency) and your guarantees.

The establishment is not obligated to grant you the PTZ.

You have to ask for the PTZ in addition to at least 1 other loan.

Purchase of social housing

You can buy social housing, under certain conditions.

PTZ can be used to fund in part the purchase of this housing, with or without works.

The PTZ can also finance the simultaneous construction or the simultaneous purchase of outbuildings (garage, parking space...).)

It cannot be granted only one PTZ per real estate transaction.

Your future home must become your main residence:

  • Either at the latest 1 year after its purchase or the end of works
  • Either from your retirement, which must occur at the latest 6 years after the purchase or termination of works. Until you retire, you can rent the accommodation, under certain conditions.

In order for a dwelling to be considered your principal residence, you must live there for at least 8 months a year. But a dwelling that you occupy less than 8 months per year can still be considered your main residence, in one of the following cases:

  • Force majeure
  • Health Reason
  • Obligation linked to professional activity (regular travel, official accommodation...))
  • Rental pending your retirement.

The amount of your income to be taken into account corresponds to the greater of these two amounts:

  • Total of your reference tax income and that of the other people who will live in the dwelling. The tax income to be taken into account is that of year N-2. For a PTZ application made in 2025, this is the 2023 reference tax income, recorded on the 2024 tax assessment. If you have income from the foreigner, it is to be taken into account. You will need to provide proof of this when applying for PTZ.
  • Total cost of the real estate operation to be financed TTC: titleContent divided by 9.

To obtain a PTZ, the amount of your income must be less than a certain amount.

The PTZ must be used to finance the purchase or construction of your future principal residence, in addition to another real estate loan.

The PTZ must be used to buy or build your main residence, in addition to another mortgage.

The amount of your income to be taken into account corresponds to the greater of these two amounts:
