Are you wondering about the mandatory nature and purpose of training in the territorial public service (FPT)? They are intended to help you integrate into the FPT and to enable you to adapt and strengthen your skills during your career. We explain the rules to know depending on whether you are a civil servant (incumbent) or a contractual (non-incumbent).

Public servant

What is FPT Integration Training?

The purpose of integration training is to facilitate your integration when you are newly appointed as a public servant trainee in a employment framework.

It allows you to acquire knowledge about the territorial environment in which you will practice.

It shall cover in particular:

  • The organization and functioning of local authorities and their public institutions
  • Local public services
  • The status of the FPT.

It takes place during your internship year and can be common to different job managers.

The content of the training is defined by the CNFPT: titleContent.

Please note

The duration of the training and the conditions under which it may be divided shall be determined by special status your employment framework.

Who is involved in FPT integration training?

You must follow integration training, whatever your category, A, B or C.

But, in the following cases, you have not to take this training:

  • If you belong to a job manager of the fire department or municipal police, you are subject to special compulsory vocational training
  • If you access a new job framework through internal promotion
  • Where provided for in the special statutes of employment managers, candidates in competitions for admission to category A employment managers declared fit by the selection board shall be appointed as pupils by the CNFPT: titleContent.

In addition, you can request to be totally or partially exempted from taking the integration training. To do so, you must have a diploma or at least 3 years of professional experience that has enabled you to acquire the necessary skills to carry out the tasks provided for in your employment framework.

You must submit your application for exemption to your employer authority, which submits it to the CNFPT: titleContent.

The request for exemption is made using the following form according to your hierarchical category:

The exemption from training shall be decided by the CNFPT: titleContent.

It shall be certified by specifying the number of days and the nature of the training for which exemption is granted.

The CNFPT will forward this exemption to you and your employer community.

How is FPT integration training conducted?

If you are not part of the exemption cases or cases where integration training is not required, integration training is mandatory. You can not be tenured without following it fully.

Integration training is provided during the 1re year following your appointment in a employment framework as an intern. The training takes place during your working time.

The CNFPT: titleContent  draw up a certificate specifying the title and duration of the training taken at the end of each session. It sends this certificate to you and your employer.

The certificate is attached to your individual file.

What is professionalization training in FPT?

The purpose of the professionalization training is to allow you to adapt to your job and maintain the level of your skills.

The professionalization training includes 3 types of training:

  • Professionalization training in 1er employment
  • Professional training throughout the career
  • Professionalization training in case of assignment to a position of responsibility.

Your employer administration determines, in consultation with you, the duration and nature of your professional training according to the assessment of your needs.

In the absence of an agreement, you will undergo training for the minimum duration set by the specific status of your employment manager.

The content of the training is defined by your employer administration, in consultation with the CNFPT: titleContent.

Taking professional training is mandatory.

To access a new employment framework by internal promotion, you must have taken the professionalization training provided by your original job manager.

The special status of your employment framework sets out the minimum and maximum duration of professional development training and the periodicity of professional development training throughout the career.

Who is involved in FPT professionalization training?

You must complete the professional training, regardless of your category (A, B or C).

But there are exceptions:

  • If you belong to a job manager of the fire department or municipal police, you do not have to follow it.
  • If you are a territorial doctor, you are not subject to the professionalization training at 1er employment and career development training.

How does the professionalization training take place at the 1st job in the FPT?

Professionalization training in 1er employment occurs after the integration training (unless you have been exempted from integration training).

It takes place during working time during a period defined by the particular status of your employment framework.

Its duration may be increased to the maximum by the number of days of integration training that have been exempted.

At the end of each training session, the CNFPT: titleContent draw up a certificate specifying:

  • In what capacity the training was completed (1er employment)
  • The title and duration of the training taken.

The CNFPT sends this certificate to you and your employer administration.

The certificate is attached to your individual file.

You can request to be totally or partially exempted from taking the professionalization training at 1er employment.

To do so, you must have a diploma or at least 3 years of professional experience that has enabled you to acquire the necessary skills to carry out the tasks provided for in your employment framework.

You must submit your waiver application to your employer administration, which submits it to the CNFPT.

The application for exemption is made using the following form:

The decision to waive shall be the subject of a CNFPT certificate specifying the number of days and the nature of the training for which the waiver is granted.

How is professionalization training conducted throughout the career?

Career development training must be carried out at a frequency specified by the special status your employment framework.

It takes place during working time.

In case of change of employment framework, the obligation of career-long professional training provided for by your original employment framework ceases for the current period.

The document specifies the title and duration of the training taken. It is sent to you and your employer administration. The certificate is attached to your individual file.

You can apply to be totally or partially exempted from taking the professionalization training throughout the career.

To do so, you must have professional experience or have skills assessment that justifies that you have the necessary skills to carry out the tasks set out in your employment framework.

You must submit your application for exemption to your employer administration using the following form:

Your administration submits it to the CNFPT.

The decision to waive shall be the subject of a CNFPT certificate specifying the number of days and the nature of the training for which the waiver is granted.

How does the professionalization training take place in case of assignment to a position of responsibility?

The professionalization training in case of assignment to a position of responsibility takes place within 6 months of this assignment.

It takes place during your working time.

The positions of responsibility concerned are as follows:

  • Functional posts (Director General of Services, Director General of Technical Services...))
  • Certain managerial jobs entitling to a new index bonus (health and social action district manager of a department, nurse providing the direction of home care services departments...))
  • Jobs declared positions of responsibility by the territorial authority after consulting the technical committee.

When you are required to undergo professionalization training following your assignment in a position of responsibility, you are exempt, for the current period, from professionalization training throughout your career.

A new period of professional development training throughout your career begins at the end of your professional development training following your assignment to a position of responsibility.

An attestation shall be drawn up by CNFPT: titleContent at the end of each training session.

This document specifies the title and duration of the training taken. It is sent to you and your employer administration and is attached to your individual file.

You can request to be totally or partially exempted from the professional training in case of assignment to a position of responsibility.

To do so, you must have professional experience or have skills assessment which justifies that you have the necessary skills to carry out the tasks of your position.

You must submit the following form to your employer administration:

Your administration submits it to the CNFPT.

The decision to waive shall be the subject of a CNFPT certificate specifying the number of days and the nature of the training for which the waiver is granted.

What is FPT refresher training?

The purpose of the refresher training is to develop your skills or allow you to acquire new ones.

Who is involved in FPT refresher training?

You can apply for advanced training regardless of your category (A, B or C) and your employment framework.

Who is requesting FPT refresher training?

Further training is provided to you during your career at your request or at the request of your employer administration.

How is refresher training delivered in the FPT?

Further training is provided subject to service requirements.

Your administration can refuse you 2 times successively a refresher training only after notice of the CAP: titleContent.

You can apply for further training as part of the Personal Training Account (PTA).

You can benefit from advanced training during a parental leave.

If you have received further training during your working time, you may not receive further training until at least 12 months (one year) after the end of your 1re training.

However, if your 1re training was less than 8 working days, split or not, you can benefit from a new refresher training only 6 months after the end of your 1re training.

But the cumulative duration of your 2 training courses should not exceed 8 working days over 12 months (one year). If the cumulative duration of your 2 training courses exceeds 8 working days over 12 months (one year), the minimum period of 12 months (one year) between the 2 training courses applies.

Warning  

These periods of 6 or 12 months (one year) minimum between 2 refresher courses do not apply if you have not been able to follow your 1re training to the end for service reasons.

You have priority access to continuing education if you are in one of the following situations:

  • You belong to a employment framework category C and you do not have the bachelor's degree
  • You are a disabled beneficiary of the obligation of employment
  • It is noted, after consulting the occupational physician, that you are particularly exposed, given your individual professional situation, to a risk of professional wear and tear.

When the training you request is provided by your employer administration, you automatically benefit from it.

If several courses correspond to your request, your employer administration may decide to have you take the training it provides itself.

Contractual

What is FPT Integration Training?

The purpose of the integration training is:

  • To facilitate your integration when you are newly appointed as a contract employee in the FPT
  • To acquire knowledge about the territorial environment in which you will practice.

It shall cover in particular:

It takes place during the year following your hiring.

Who is involved in FPT integration training?

You must complete the onboarding training unless you are recruited for one of the following reasons for a duration lower at 1 year:

  • Absence of a framework of civil servants who could perform the functions for which you were recruited
  • Your recruitment is justified by the needs of the services or the nature of the functions and by the inability to recruit a civil servant
  • Employed in a municipality with less than 1 000 inhabitants or in a group of municipalities with less than 15 000 inhabitants
  • Occupy a job in a new commune resulting from the merger of communes of less than 1,000 inhabitants, for a period of 3 years following the creation of the new commune, extended, possibly, until 1er renewal of city council
  • Working in a non-full-time job with a working time of less than half-time
  • Occupy a job in a municipality of less than 2,000 inhabitants or a group of municipalities of less than 10,000 inhabitants, the creation or abolition of which depends on the decision of an authority which is binding on the territorial authority.

You can request to be totally or partially exempted from taking the integration training. You must have a diploma or professional experience of at least 3 years that has enabled you to acquire the necessary skills to carry out the missions provided for by your job.

What is FPT refresher training?

The purpose of the refresher training is to develop your skills or allow you to acquire new ones.

Who is involved in FPT refresher training?

Further training is provided to you during your career at your request or at the request of your employer administration.

You can apply for further training regardless of your job and the reason for your recruitment.

Please note

You can also take further training at your request or at the request of your employer administration if you are a childminder or a family assistant.

How is refresher training delivered in the FPT?

Further training is provided subject to service requirements.

Your administration can refuse you 2 times successively a refresher training only after notice of the CCP: titleContent.

You can apply for further training as part of the Personal Training Account (PTA).

You can benefit from advanced training during a parental leave.

If you have received further training during your working time, you may not receive further training until at least 12 months after the end of your 1re training.
