Reimbursement of travel expenses in the public service

You can benefit, under certain conditions, the partial or full support, by your employer administration, transport, meals and accommodation costs related to your occasional business trips. We present you the information to know according to your public service of belonging (State - FPE, territorial - FPT, hospital - FPH).
Your business travel expenses may be partially or fully covered when you move out of your administrative residence and out of your family residence in particular for one of the following reasons:
- Take training
- To present yourself to the tests of a contest or a professional examination
- Make a trip for the needs of the service, provided with a mission order
- Acting, i.e. traveling to fill a temporarily vacant position
- Participate in an advisory body.
Your business travel expenses may also be partially or fully covered when you move inside your administrative residence, of your family residence or within the municipality where you are making a temporary move.
In this case, care is possible if the municipality has public transport.
Pick-up is made within the limit of the fare, or if you move frequently, the subscription, the cheapest public transport best suited to the trip.

All municipalities and neighboring municipalities, served by public transport, are one and the same.
EPF
You are entitled to the total or partial coverage of your transport costs and to probationary allowances if you follow a pre-tenure training.
You are entitled to the total or partial coverage of your transport costs and to mission allowances if you follow a statutory or continuing training.
The internship or mission allowance covers part of your meal and accommodation costs.
When you follow a pre-tenure training at a training institution or center for public officials (in a French regional administration institute - Ira - for example), you benefit from a special compensation scheme.
Mission allowance
The mission allowance entitles, cumulatively or separately, depending on your accommodation and catering conditions, to a lump sum refund of your accommodation costs and taxes and/or a lump sum refund of your meal expenses.
The amount of the mission allowance depends on the place where the trip takes place:

When justified by the interests of the service, you may be authorized by your employer administration to use your personal vehicle.
You are compensated:
- Either on the basis of the cheapest public transit fare
- Either on the basis of mileage allowances.
If you use your car, the amount of the mileage allowance depends on the number of horses in your vehicle:

You are not entitled to any compensation in case of damage to your vehicle.

The internship allowance is not granted if you are fed free of charge at one of the 2 main meals.
Where the interests of the service so require and in order to take account of particular situations, ministerial orders may provide, in certain administrations, for a more advantageous coverage within the limits of the costs actually incurred by the agent.
The amount of the traineeship allowance is different if the training takes place in Saint-Pierre-et-Miquelon, New Caledonia, French Polynesia, the Wallis and Futuna Islands.
When you move to take the eligibility or admission tests from a competition, a selection or a professional examination, you can benefit from the coverage of your transport costs between your administrative residence or your family residence and the place where the tests take place.
These costs can only be covered for one round trip by calendar year.
However, if you are admitted to the admission tests from a contest, you can benefit from the coverage of your expenses 2 times in the same calendar year.
The employer authority which authorizes the journey shall choose the cheapest means of transport and, where the interests of the service so require, the most suitable means of transport (train, airplane) and shall bear the corresponding costs.
When justified by the interests of the service, you may be authorized by your employer administration to use your personal vehicle.
You are compensated:

When you are traveling on a mission or on an interim basis, you are entitled to:

You are entitled to cover your travel expenses under the same conditions when you are on tour, i.e. when, being posted abroad, you are traveling on duty within the country of your administrative residence or within your area of competence.

- Local public educational institutions
- Public institutions of a scientific, cultural and professional nature
- Public scientific and technological institutions
- Public interest groups whose operating expenses are covered in whole or in part by subsidies from the State and national public administrative institutions.

When you follow a pre-tenure training at a training institution or center (Institut national spécialisé d'études territoriales - Inset or French national institute for local studies - Inet), you benefit from a special compensation scheme.

The mission allowance entitles, cumulatively or separately, depending on your accommodation and catering conditions, to a lump sum refund of your accommodation costs and taxes and/or a lump sum refund of your meal expenses.
The amount of the mission allowance depends on the place where the trip takes place:

They may not, under any circumstances, lead to the repayment of an amount greater than that actually committed.

Taxi and rental vehicle
Your taxi fees can be refunded over short distances and upon presentation of supporting documents in the following situations:
- Absence, permanent or occasional, of public transport
- Or when you have to carry fragile, heavy or bulky equipment.
Exceptionally, your taxi costs can also be reimbursed in case of travel within a municipality without regular public transport if you are obliged to transport fragile, heavy or bulky equipment.
You may be authorized to use a rental vehicle and your rental costs may be reimbursed, in the absence of any other suitable means of transport, upon presentation of the supporting documents, in the following situations:
- Traveling in a restricted geographical area
- Or obligation to transport fragile, heavy or bulky equipment.
You can benefit from the coverage of your travel and living expenses when you travel to collaborate with commissions, boards, committees and other advisory bodies that provide assistance to hospitals and whose operating costs are paid from public funds.
Transport costs
Public transport
Your public transport costs are covered on presentation of the supporting documents.
If you use the train in 1re class or plane, your transport costs are refunded upon presentation of your ticket. If you no longer have the ticket, the refund is limited to the price of the train ticket of 2e class.
Your transport costs by bus, shuttle or any other means of public road transport are covered on presentation of the supporting documents.
If you have a discount card, you will be reimbursed for the costs actually incurred.
If you have to travel frequently because of your duties, you can benefit from full or partial coverage of your subscription if this results in savings for your employer institution.
Your train transport costs are usually covered on the basis of the fare of the 2e class.
However, your employer institution may authorize a pick-up at the rate of 1re class.
Your parking costs near the stations can be covered, upon presentation of the supporting documents, during trips not exceeding 48 hours.
Airplane
Your airfare is covered on the basis of the most economical class fare.
No refund is granted for baggage carried in excess of the number of baggage allowed.
Your parking fees near airports can be covered, upon presentation of the supporting documents, during trips not exceeding 48 hours.
Your airfare costs are covered if the overall cost of your journey (transport, accommodation, meals) is not higher than the overall cost of traveling with the train.
However, if your employer determines that the trip requires the use of the plane, despite a higher cost, your airfare is covered.
Personal vehicle
For the purposes of the service, you may be authorized by your employer institution to use your personal vehicle.
Authorization shall be granted in the following situations:
- The use of the personal vehicle results in a considerable saving or saving of time
- Or it is made necessary by the absence, permanent or occasional, of public transport
- Or it is made necessary by the documented obligation to transport fragile, heavy or bulky equipment.
You are compensated for your transport costs on the basis of mileage allowances.
The amount of the mileage allowance depends on the number of horses in your vehicle:

If you use your 2 wheels (or 3 wheels), the amount of the mileage allowance is as follows:

You must have taken out an insurance policy that guarantees unlimited personal liability and the liability of the State, including in the event that it is incurred in relation to persons transported.
The insurance policy must also include litigation insurance.
You can take out supplementary insurance covering all risks not included in this compulsory insurance. If applicable, your accommodation and meal expenses are covered under the same conditions as during a mission.

Large cities are municipalities with a legal population of 200,000 or more.
If you are recognized as a disabled worker and in a situation of reduced mobility, the accommodation costs are covered up to €150 regardless of where the trip takes place.
Your accommodation and meal costs are covered from the time of departure from your administrative residence and ends at the time of return to the same residence.
However, your employer institution can cover your costs from the time of departure from your family residence and ends at the time of return to the same residence.
Accommodation costs are covered if you are traveling for the entire period between 0 and 5 hours.
You are not entitled to any care if you are accommodated free of charge.
Meal expenses are covered if you are traveling for the entire period included:
- Between 11 am and 2 pm, for lunch
- Between 6 p.m. and 9 p.m., for the evening meal.
You are not entitled to any care if your meals are provided free of charge.
Travel expenses
