Statutory and Continuing Education in the State Civil Service (FPE)

Are you a public official (civil servant) or not (contractual) in the State civil service? You are concerned with both statutory and continuing education. Some public officials are given priority to benefit from this training. We explain the regulations you need to know.
The situation differs depending on whether you are a civil servant or a contractor. Thus, statutory training occurs when you move to a new grade if you are a civil servant and to a new job if you are a contractor.
Public servant
As an official, the purpose of the statutory training is to:
- Provide you with the theoretical and practical knowledge necessary to carry out your duties when you move to a new grade
- And let you know the environment in which you perform your duties.
The content of the statutory training shall be fixed for each body by ministerial order.
This text may provide that the training is not completed in its entirety according to the achievements of your professional experience.
This training is included in the annual training plan drawn up by the administration.
The training can be carried out:
- In person
- Remote
- Or in a work situation.
As a public servant, the purpose of continuing education is to enable you to maintain or improve your skills throughout your career.
It should allow you to:
- Immediately adapt to your new workstation
- Adapt to the foreseeable evolution of the business lines
- Develop your qualifications or acquire new ones.
The administration shall include in the annual training plan the continuing training it offers.
The training can be carried out:
- In person
- Remote
- Or in a work situation.
You benefit from a priority access to continuing education if you are in any of the following situations:
- You belong to a body category C and you do not have the baccalaureate
- You are a disabled person benefiting from theemployment obligation
- It is noted, after consulting the occupational physician, that you are particularly exposed, given your individual professional situation, to a risk of professional wear and tear.
When the training you request is provided by your employer's administration, you benefit from it automatically.
If several courses correspond to your request, your employer administration may decide to make you follow the training that it provides itself.
If the proposed training is not provided by your employer administration, the conditions for implementing your priority access are specified by ministerial order.

If you are in one of these 3 situations, you are also a priority for the competency assessment and the vocational training leave.
You can take continuous training at your request or at the request of your employer administration.

At your request
You can benefit from continuous training at your request, subject to service requirements.
If such a request has been refused to you, a second refusal may be pronounced only after notice of the HEADING: titleContent.
A request for continuing education cannot be refused if you have not had any continuing education in the previous 3 years.
However, your entry into training may be delayed by up to one year due to service requirements after CAP notification.
When you are admitted to continuing education organized by the administration, you must complete the training in full.
At the request of your administration
Your administration may require you to undergo training in the interest of the service.
Immediate adaptation to the workstation
Continuous training designed to ensure your immediate adaptation to the workstation followed on the instruction of your administration is taken into account in your working time.
Adaptation to the foreseeable evolution of the business lines
Continuous training to ensure your adaptation to the foreseeable evolution of the professions is taken into account in your working time.
However, the duration of these training courses may exceed, with your written consent, your hours of service within the limit of 50 hours a year.
Training hours completed outside working hours may be carried out as part of the Personal Training Account (CPF).
Development of qualifications or acquisition of new qualifications
Continuous training to develop your qualifications or acquire new ones takes place over your working time.
However, the duration of these training courses may exceed, with your written consent, your hours of service within the limit of 80 hours a year.
Training hours completed outside working hours may be carried out as part of the Personal Training Account (CPF).
Your remuneration is maintained when training takes place during working time.
Contractual
As a contractor, statutory training aims to:
- To provide you with the theoretical and practical knowledge necessary for the performance of your duties, when you access a new job
- And let you know the environment in which you perform your duties.
The content of the statutory training is fixed by ministerial decree for the body of public servants to whom your job corresponds.
This decree may provide that the training is not completed in its entirety according to the achievements of your professional experience.
The administration shall include in the annual training plan the statutory training courses it offers.
You may be eligible to participate in these courses.
The training can be carried out:
- In person
- Remote
- Or in a work situation.
Your admission to training may be subject to a commitment to serve, i.e. an obligation to work in the administration for a minimum period after the end of your training.
This may be the case for a formation of a duration sMore than 2 months.
The obligation to serve can be fulfilled in the 3 public functions (State, territorial or hospital) and provided for:
- By Ministerial Order
- Or by a decision of the administrative authority that recruited you.
The duration of commitment to serve in the administration can not not be greater than Two years.
However, the order or decision may extend this period, up to 5 years maximum, if your training is particularly expensive.
If you leave the public service before the end of your employment, you must reimburse the training expenses and the remuneration paid to you during your training.
If you have completed part of the service time due under your commitment before your departure, the refund is calculated on the basis of the service time not completed.
As a contractor, the purpose of continuing education is to enable you to maintain or improve your skills throughout your career.
It should allow you to:
- Immediately adapt to your new workstation
- Adapt to the foreseeable evolution of the business lines
- Develop your qualifications or acquire new ones.
