Competency check: rules of organization in the public service.

The decree no. 2026-366 of 7 may 2026 provides that a ministerial decree will specify the rules for organizing the skills assessment (in particular the priorities and criteria for assessing the assessment requests).

Are you a public servant in the territorial civil service (civil servant or contract worker) and have a career development project? You have the possibility to apply for a skills assessment. You may be granted leave if the assessment takes place during working time. We present you the regulations to know.

The skills assessment allows you to take stock of your career.

It helps you to develop and implement a professional development project and, possibly, a training project (example: as part of the vocational training leave).

This review analyses your skills, abilities and motivations.

You can benefit from a skills assessment whether you are a civil servant (incumbent) or a contract employee (non-incumbent).

If you are a contractor, the skills assessment can be carried out as part of a leave of absence if you permanent employment.

To promote your professional development, you benefit from a priority access the skills assessment if you are in one of the following situations:

  • You belong to a body category C and you do not have the bachelor's degree
  • You are a disabled person benefiting from theemployment obligation
  • It is noted, after consulting the occupational physician, that you are particularly exposed, given your individual professional situation, to a risk of professional wear and tear.

The duration of the leave shall be 24 hours maximum working time per balance sheet.

If you are in one of the following situations, the duration of the leave is set at 72 hours of working time by balance sheet:

  • You belong to a body category C and you do not have the bachelor's degree
  • You are a disabled person benefiting from theemployment obligation
  • It is noted, after consulting the occupational physician, that you are particularly exposed, given your individual professional situation, to a risk of professional wear and tear.

The leave can be taken in a split manner.

During the duration of the leave for assessment of skills, you retain the benefit of your treatment.

Yes, you have to wait a certain time between 2 proficiency tests.

If you have done a skills check, you have to wait 5 years before you can pretend to do one again.

However, that period shall be 3 years if you are in one of the following situations :

  • You belong to a body category C and you do not have the bachelor's degree
  • You are a disabled person benefiting from theemployment obligation
  • It is noted, after consulting the occupational physician, that you are particularly exposed, given your individual professional situation, to a risk of professional wear and tear.

If, without good reason, you do not follow the entire balance sheet, you lose the benefit of your leave and your absence from the service becomes irregular.

You must also repay the amount of the benefit if your community has financially supported the balance sheet.

The results of the competency assessment can only be communicated to the territorial authority or to a third party with your agreement.
