If you think a child is in danger, call 119

A new campaign to combat violence against children had just been launched. The goal? Make 119 known to the greatest number. This national phone number and dedicated website allow you to assess each situation and act in case of doubt or suspicion of violence.

If you think a child is being abused, if your child is worried about a peer, if you are concerned about a child being at risk or at risk of being at risk, you can call 119.

119 is a national number, reachable every day of the year, 24 hours a day, and free from all phones.

Number 119 respects the confidentiality calls and does not appear on any phone records.

Who can call 119?

  • Children and adolescents facing a situation of risk and danger, for themselves or for another child they know.
  • Young adults as well as adults confronted or concerned by a situation of child in danger or likely to be (close family, extended family, neighbors, educational community...).

What are the issues covered by 119?

The calls mainly concern violence against children: psychological, physical or sexual abuse or abuse related to gross negligence such as lack of food, care or safety within the family or in institutions.

45 professional children's listeners answer calls; they advise or direct applicants according to the situation.

Appeals from minors are given priority.

Warning  

In the event of a serious or imminent danger, you must contact the emergency services: 112 or the 114 for the deaf and hard of hearing (SMS).

You can also call:

  • police or gendarmerie services (17);
  • firefighters (18);
  • the Samu (15).

What happens when you contact 119?

Do you witness a situation or have a suspicion of violence against a child? You dial 119:

  • You are referred to a child care professional who will ask you all the necessary questions to understand the situation.
  • If the listener assesses a danger or a risk of danger, he drafts a report and forwards it as soon as possible to the Information Collection Unit of Concern (CRIP) of the department concerned. In the event of imminent danger requiring immediate shelter of the minor, 119 immediately contacts the first emergency services for immediate intervention.
  • CRIP studies the information and mobilizes the competent professionals.
  • If the family refuses any intervention and the minor is in danger, an alert is transmitted to the Public Prosecutor's Office. 119 will receive a feedback on the situation.

Also accessible online, via the website www.allo119.gouv.fr, the 119 offers:

  • A chat reserved for minors and young adults under 21 years of age. Simply indicate the home department in the drop-down menu. This service is open 7 days a week, every day of the year, from 3 pm to 8:30 pm.
  • One contact per email by filling out the dedicated form on the same site. Messages are processed from Monday to Friday from 8am to 6pm.
  • One sign language exchange platform for the deaf or hard of hearing: accessible from monday to friday from 8:30 am to 7 pm and saturday from 9 am to 12 pm.

Reminder

The report of the Division issued on November 17, 2023 points out that 160 000 children are subjected to sexual violence every year. 5.4 million adult women and men were victims in childhood.

The framework of this new campaign is part of the 2023-2027 plan to combat violence against children launched by the Government in 2023. It is a reminder that we must always be vigilant and act without delay, even when in doubt.
