You are one syndicate of co-owners or a social landlord and want to carry out major energy renovation work in your building? You can benefit from the premium Boost Global renovation of a collective residential building (sheet BAR-TH-177) under certain conditions. We're taking stock of the regulations.
The premium is intended for:
- To collective residential buildings comprising at least 3 tax households separate, housed in separate apartments in the building (e.g. 3 apartments occupied by 3 different families)
- To condominiums. It's the syndicate of co-owners who requests it through the syndic of condominium. The building must have at least 75% of condominium lots main or 75% of tenths dedicated to the main residence of their occupants. This threshold is reduced to 65% if the condominium consists of a maximum of 20 residential lots. The syndicate of co-owners must be registered on the register of condominiums.
The premium applies only in Metropolitan France.
To qualify for the bonus, a set of works must be carried out. This work must make it possible to achieve overall energy performance minimum responding to 2 criteria :
- After work, the annual conventional primary energy consumption, relative to the reference surface of the dwellings, must be less than 331 kilowatt hours (kWh) /m² year. This corresponds to the label E on the Energy Performance Diagnostic (EPD) for heating, cooling, domestic hot water, lighting, and heating, cooling, domestic hot water and ventilation.
- The work must generate a energy saving of at least 35% compared to the annual conventional consumption of primary energy before work, for the same uses (heating, cooling, etc.).
If the work involves a change of heating equipment and a connection to a district heating network is possible, this connection is mandatory to benefit from the premium. When the work includes a change of heating, priority is given to connecting to a district heating network.
Replacement of heating equipment or domestic hot water production (excluding connection to a district heating network) must not result in :
- The installation of coal or oil boilers
- The installation of a heating or domestic hot water system comprising at least one gas boiler whose coverage rate, i.e. the ratio between the amount of heat supplied by all the gas boilers of the system and the annual heat requirements for the uses covered by the system, exceeds 30%
- Increased greenhouse gas emissions.

The company that carries out the audit performs the entire service itself, without being able to subcontract. She goes physically to the site of the operation to carry out the visit of the building.
To apply for a bonus, the following steps must be followed:
- Define the project overall renovation of the building (prior performance of the energy audit, definition of the works and quantification of the corresponding energy consumption before and after works)
- Check the eligibility criteria (number of tax households, characteristics of the condominium, ...)

- Accept the offer of the signatory company. The offer must include a document describing the proposal.
- Hire a professional recognized guarantor of the environment (RGE) for carrying out the work and have the work estimate signed. The date of signature of the quotation (or of the 1er quote if there are several) must imperatively to intervene after the proposal of the offer of the signatory of the charter of engagement selected.
- Have the work done by the RGE professional. - Update energy audit on the basis of the work actually carried out, where the work carried out differs from the work recommended
- Transmit all documents to the signatory company (proof of completion of the work, initial and updated energy audit, qualification of professionals, etc.). When the applicant is a social landlord, he must also transmit the tax certificates of at least 3 distinct tax households occupying the distinct dwellings, the city planning authorizations (building permit or prior declaration) for surfaces made habitable by an interior design (attic, cellars, etc.) or by a new extension.
It is strongly recommended that the following points be respected:
- Sign and date the estimate in a handwritten manner
- Check that the premium relates exclusively to works and that the estimate clearly specifies their nature (brands, references, performances, etc.). For example, if the advice is personalized, it will not qualify for the premium.
- If the work is carried out by a subcontractor, check that the estimate mentions the name of the subcontractor and the fact that the work will be carried out by him
- Check that the quote does not include an indication of a down payment whose payment date would be before the signature of the contract with the company signing the contract (this mention is false and prohibited).
Yes, the company which signed the Charter of Commitment must ensure that full support for carrying out the work.
In case of replacement of heating equipment or domestic hot water, the company must offer:
- A solution for connecting to a district heating network powered by renewable or recovered energy, where possible
- Renewable heat production solutions by presenting their environmental benefits and mobilizable aid.
It must also offer a service of assistance to project owners (AMO) including:
- Help in the choice of technical options
- The selection of professionals carrying out the work
- Monitoring the construction site and receiving the work
- Support for the implementation of the financing plan
- Support for obtaining the available aid.

If the building is co-owned, the trustee will put the vote on the agenda of the general meeting. carrying out the work and the provision of AMO proposed by the company. The trustee is not obliged to accept the AMO service: it is the general meeting that decides whether to adopt it or not, at the absolute majority. Once the decisions are voted, they are transmitted to the signatory company, which must archive them.
The absolute majority (said majority of article 25 of law no. 65-557 of 10 july 1965) corresponds to the majority of the votes of all the co-owners of the building (present, represented and absent).
If the decision has received at least ⅓ votes, it may be the subject of a 2nd vote by simple majority of article 24 (majority of the votes of the co-owners present, represented or having voted by correspondence).

The area taken into account for the calculation of the premium (expressed in m²) is the living space of the building (i.e. the living space of all dwellings) after renovation.
The premium shall be paid as follows:
- Either by bank transfer
- Either by check
- Either deducted from the invoice
- Or in another form (for example, vouchers) agreed with the signatory of the charter.
