What are the rules for access to driving license information?

Access to driving license information is regulated and varies according to the person who requests it. We tell you the rules to know.

Access to all information

The information recorded in the National Driver's License System (NDPS) may be consulted in particular by the following authorities and persons, individually designated and empowered:

  • Central administration officer under the authority of the Minister of the Interior, responsible for the registration of driving license information
  • Agent de l'French national agency for secured documents (France Securities)
  • Judicial authority (prosecutor's office and magistrate of the seat exercising criminal functions, Delegate of the Public Prosecutor for certain missions, registry officer and authorized person, lawyer assisting a magistrate exercising criminal functions)
  • Administrative magistrate for the investigation of appeals against decisions to withdraw points from the driving license
  • in the context of the execution of a court order or a flagrante investigation
  • Prefect
  • Officer placed under the authority of the prefect, responsible for the registration of the license and the regulation of the driving license
  • National police officer and national gendarmerie military officer, for road checks
  • Specially authorized to carry out statistical studies on road accidents
  • Officer under the authority of the Minister responsible for transport, for the control of road transport.

Access to certain information

The information recorded in the NCPS relating to the existence, category and validity of the driving license may be consulted in particular by the following authorities and persons, individually designated and empowered:

  • or judicial police officer in connection with a preliminary investigation
  • Deputy judicial police officer and field guard for the identification of perpetrators of certain infringements to the highway code
  • Agent of an organization responsible for the driver card associated with electronic tachograph or the driver qualification card for certain road vehicles
  • An agent of a public road transport company, for persons employed as drivers (the employer may use the Verify Permit portal)
  • Authority of a country of the for the authentication of the driving license, in accordance with international agreements in force.

The following persons and authorities, in the course of their duties, may ask the Prefect if you have the license, if it is valid, and what categories you have :

  • Civil or military administration, for persons employed as drivers and for candidates for employment as drivers
  • Company of insurance, for their insured persons who have subscribed auto insurance contract and for persons for whom they could guarantee liability in the event of damage caused by a motor vehicle. 
  • Your lawyer.
