Time Savings Accounts (TSAs) in the Territorial Public Service (TPF)

You are a territorial public official and you did not take all your days off or RTT on December 31? The time savings account (CET) allows you to save unused days, within certain limits. We present you the information to remember depending on whether you are a civil servant or a contractor.

Public servant

The conditions for opening a time savings account vary depending on whether you are a permanent civil servant or a trainee.

Holder

You can apply for a TEC, regardless of whether you have a job full-time or non-full-time, if you fill in the 2 conditions following:

  • Be used continuously for at least 1 year
  • Not be subject to a service obligation regime different from the general regime (35 hours per week) on the application of the special status of your employment framework. This is, for example, the case if you are a teacher or assistant of artistic teaching.
Trainee

You cannot open of CET.

If, before being appointed as a trainee, you had a TEC, as a regular or contract civil servant, you keep your days saved but you cannot use them, nor accumulate new ones, during your traineeship.

Once you become a full member, you will be able to use the days saved on your CET again and save new ones.

The TEC may be powered on the following days:

  • Days of annual leave (including split days). However, you must take at least 20 days of annual leave per year
  • Working Time Reduction Days (WTD)
  • Part of the days of rest granted in compensation for periodic penalty payments or overtime if a deliberation so provides.

The TEC may comprise 60 days maximum.

However, in 2020, due to the Covid-related health emergency, the ceiling days that can be saved on the CET has been increased to 70 days. The days saved could be kept in the time savings account or used in subsequent years.

In 2024, due to the Olympic and Paralympic Games, the maximum number of days that can be saved on the TEC has been increased by 10 days.

Thus, if you had 60 days on your CET at December 31, 2023, you are subject to a 70-day limit at the end of 2024.

If you had between 60 and 70 days on your CET at 31 December 2023 due to the increase in the cap in 2020, you are subject at the end of 2024 to a cap between 70 and 80 days maximum.

Days saved beyond 60 days can be maintained in the time savings account or used in subsequent years.

You are informed every year of the days saved and consumed.

The terms and conditions of use of the days saved are different depending on whether your CET has a maximum of 15 days or more than 15 days.

Your CET does not exceed 15 days

If the number of days counted at the end of the year on your TEC is less than or equal to 15, you can either use these days as leave, or leave them on your CET.

Saved days can be maintained on the TEC within the 60-day limit (or the 70-80 day waiver limit).

You can apply to benefit from the days saved on your CET at the end of the following holidays :

  • Maternity or adoption leave
  • Paternity and childcare leave
  • Caregiver Leave
  • Family solidarity leave.

Your employer administration cannot refuse it.

Your CET is more than 15 days old

The days spared up to 15 days may only be used in the form of leave.

The days saved beyond 15 days can be compensated and/or converted into points of supplementary pension if a deliberation so provides.

If there is no deliberation on compensation and/or conversion into supplementary pension points, you may only use the days saved beyond 15 days as leave.

If a deliberation provides for compensation and/or conversion into supplementary pension points, days saved beyond 15 days may be compensated, converted into pension points or maintained on the TEC within the 60-day limit (or the 70-80-day derogation limit).

The deliberation may provide that the number of compensable days saved be capped.

If you choose to maintain on the TEC, you will only be able to use these days as leave.

Depending on what the deliberation provides, you can request that your days beyond 15 days be for a 1re share compensated, for a 2e shares converted into supplementary pension points and for a 3e share maintained on your CET according to the distribution you want.

You have to make your choice before 1er February of the following year.

The days you request to be converted to supplementary pension points and the days you request compensation are deducted from your time savings account on the date you make your choice.

In the absence of any request, the days counted on your CET beyond 15 days are automatically converted into supplementary pension points.

You can apply to benefit from the leave days saved on your TEC at the end of the following leave periods:

  • Maternity or adoption leave
  • Paternity and childcare leave
  • Caregiver Leave
  • Family solidarity leave.

Your employer administration cannot refuse it.

Amount of compensation

If you ask for compensation for your days, it is paid to you one allowance per day saved.

The amount of this allowance depends on your hierarchical category on the day of your claim.

The allowance is also subject to contribution to the RAFP: titleContent at the rate of 5% if, combined with your other premiums and allowances, they exceed 20% of your gross index treatment.

The allowance is taxable on income.

Conversion to supplementary pension points

If you request that your days be converted into supplementary pension points, the number of pension points is calculated from the amount of compensation that is paid in the event of compensation.

Mutation

You can use your CET.

Your CET is managed by your host administration.

Secondment to the public service

In case of secondment to the territorial civil service, you can use your CET. It is managed by your host administration.

If you are seconded to the public service or hospital, you can use your CET according to the rules applicable in your administration or hospital.

Availability

You cannot use the days saved on your CET.

Parental Leave

You cannot use the days saved on your CET.

Making available in the public service

You can only use the days saved on your TEC with the permission of your home community and host organization.

Making available to a trade union organization

You can use your saved days and your TEC is managed by your home community.

Direct integration

In case of direct integration into the territorial civil service, you can use your CET. It is managed by your host administration.

In the event of direct integration into the public service of State or hospital, you can use your CET according to the rules applicable in your administration or hospital establishment.

Please note

If you leave definitely In the public service (resignation, dismissal, retirement...), you must pay your CET before leaving. Otherwise the days are lost.

Contractual

You can apply for a TEC, regardless of whether you have a job full-time or non-full-time, if you fill in the 2 conditions following:

Amount of compensation

If you ask for compensation for your days, it is paid to you one allowance per day saved.

The gross amount of this allowance depends on your hierarchical category on the day of your claim:

  • Category A: €150
  • Category B: €100
  • Category C: €83.

Such compensation shall be subject to all contributions to which any element of remuneration is subject
