You are a civil servant and wish to carry out a mobility in a other body or framework of jobs in the same civil service or in a other public service ? Direct integration can allow you, under certain conditions, to make this change of body or framework of jobs, without prior secondment. We present you the information to know.
If you are considering moving to another location body or framework of jobs in the same or another public service, you can:
- Either ask for your detachment
- Either ask for your direct integration in this new corps or framework of jobs.
Direct integration comes into play without prior secondment.
Warning
You may consider performing a direct integration only if you are regular official in activity position.
All bodies and managers of the 3 public functions (State, territorial and hospital) are accessible by direct integration even if their special status does not provide for it or contains provisions to the contrary.
However, State bodies with jurisdictional powers are not accessible through direct integration. These are the following bodies:
- Counselor Corps of Administrative Tribunals and Administrative Courts of Appeal
- Members of the Council of State
- Body of Advisers of the Regional Chambers of Auditors and the Court of Auditors.
State and hospital bodies accessible through the exterior tower are also not accessible through direct integration. The exterior tower is a pathway by internal promotion to the advancement grades of certain A+ corps.
Direct integration into a body or framework of jobs may take place in the same or another public service. For example, from the state to the territorial civil service.
Direct integration into a body or framework of jobs whose performance of duties is subject to the possession of a title or diploma is possible provided that he possesses this title or diploma. This is the case, for example, for nursing, medical and educational staff or managers.
Your original employment body or cadre and your integration employment body or cadre must be even hierarchical category (A, B or C) and comparable level.
The bodies or managers of jobs are considered of comparable level according to the conditions of recruitment or level of missions defined in their special statuses.
Direct integration can be pronounced if at least one of these 2 criteria is met.
It's the host administration which examines the comparability of the recruitment and missions of staff and managers from the home and host country, in conjunction with the home administration.
Comparable recruitment conditions
The recruitment conditions include both:
- The level of qualification or training required for access to the body or employment framework
- The method of recruitment in the body or framework of jobs (competitions, direct recruitment, internship period, etc.)
- The pool and conditions of recruitment by internal promotion (categories of staff eligible for promotion to the corps, pre-tenure training period, etc.)
An official may, at his request or with his consent, be integrated into a body or framework of posts whose conditions of recruitment are less high or less restrictive than in his original body or framework of posts.
This is the case, for example, of a civil servant belonging to a corps or cadre of posts recruiting with a baccalaureate + 5 directly integrated into a corps or cadre of posts recruiting with a baccalaureate + 3.
Nature of the missions
Missions are compared according to their nature, i.e. their general characteristics, the type of functions to which they give access and the type of activities or responsibilities underlying them (e.g. direction, management, management, expertise, application, coordination, control, execution).
These tasks are those defined by the individual statutes and not those performed by a staff member in a given post.

The direct integration is pronounced by your host administration, after agreement of your home administration.
Your home administration cannot oppose your departure. But there is one exception: she can oppose it for service requirements.
It may require you to perform a notice of up to 3 months before your actual departure.
Your original administration has 2 months to respond to your request of direct integration. In the absence of a reply from the applicant within this period, your request shall be deemed to have been accepted.
Once your direct integration has been pronounced by your host administration, your home administration will pronounce your removal from its workforce.

If you are a public official, you can benefit from the additional support allowance if you directly integrate a new corps or employment manager following the elimination of your position due to the restructuring of your department.
You are classified, in your new body or employment framework, at a grade equivalent to your previous grade.
In the absence of an equivalent grade, you are classified in the grade whose index of the last step is closest to the index of the last step of your original grade.
In your new rank, you are classified at the grade level with a gross index equal to the gross index you held in your original body or employment.
In the absence of an equal gross index, you are ranked at the level with a gross index that is immediately higher than your old gross index.
You retain your step seniority if the salary increase resulting from your direct integration is less than or equal to that which would have resulted from a step advancement in your original grade.
If you were at the last step in your original grade, you retain your seniority in step if the salary increase resulting from your direct integration is less than or equal to that obtained when you were promoted to the last step.
Services performed in your original body or employment setting are considered services performed in your new body or employment setting.
Direct integration
