What bonuses can a public official receive for service restructuring?

You are civil servant or contract worker in CDI: titleContent in the public service of the State and you're displaced because of the restructuring your service ? You can receive, subject to conditions, a restructuring bonus, a spouse's mobility allowance and, if you are a civil servant, an additional support allowance. We present you the conditions of attribution.
Public servant
In the event of a restructuring of your service, you may receive a service restructuring premium.
A service restructuring is a reorganization which results in the discontinuation or merger of services with a possible change in geographical location.
A restructuring of the service shall give rise to ministerial order which fixes the scope of the services concerned and the duration of restructuring.
Service restructuring operations eligible for the premium shall be determined by ministerial decree.
This service restructuring premium may be supplemented by a spouse's mobility assistance allowance if your spouse or partner Civil partnerships: titleContent must cease his professional activity because of your change of assignment.
You can also perceive a additional support allowance if the gross annual salary of your new job is lower than that of your previous job.
You can benefit from the service restructuring bonus if you are transferred or moved to another administrative residence as part of the restructuring of the department in which you perform your duties.
Amount and payment of the service restructuring premium
The total amount of the service restructuring premium includes 2 elements :
- An amount that depends on the distance between your old and new administrative residence
- And an amount that depends on your personal situation.
The amount that depends on the distance between your old and new administrative residence shall be fixed as follows:

Between 80 and 149 km | €12,000 + €3,000 if you have at least 1 dependent child and you do not change your family residence |
From 150 km | €15,000 |
The distance between the old and the new administrative residence or between the new administrative residence and the family residence is the shortest route by road.
The amount that depends on your personal situation shall be fixed as follows:

Change of family residence if you have at least 1 dependent child | €15,000 |
If your husband, partner of Civil partnerships: titleContent or cohabiting partner may also receive the restructuring premium for the same restructuring of service that you, only one of you may benefit from the premium in full.
The beneficiary is the one of you that you mutually designate.
The other member of your couple only perceives the part of the premium which depends on the distance between the old and the new administrative residence.
The service restructuring premium is paid in a single installment, at the time of taking up your post.
However, you can request that it be paid to you in 2 installments over 2 consecutive years.

Obligations of the official in receipt of the restructuring grant
If you mutate within 12 months following your taking office, you must repay the premium of service restructuring.
However, you don't have to pay back your bonus if you are transferred to one of the following reasons :
- Appointment to a vacancy for which no application has been made or for which none of the applications submitted has been accepted
- Advancement of grade
- Appointment on a job at the end of a period of secondment for internship or schooling
- Application of the mobility obligations provided for by the particular status of your body of membership.
If you leave office as a result of a delisting of executives (retirement, resignation, dismissal,...) or dismissal, the reimbursement takes place in proportion to the time spent in your duties.
The service restructuring premium may be supplemented by a spouse's mobility assistance allowance.
This allowance may be paid if your spouse or your partner of Civil partnerships: titleContent is forced to cease his professional activity because of your transfer or displacement.
The cessation of activity must take place not earlier than 3 months before and not later than 1 year after you transfer or move.
Conditions for the allocation of the spouse's mobility allowance
The spousal mobility allowance can be claimed from the moment your Civil partnership or partner is found to have ceased to be active.
It can also be requested from the moment it is made available.
Amount of the spouse's mobility allowance
The amount of the spouse's mobility allowance shall be €7,000.
Obligations of the official receiving the spouse's mobility allowance
If you mutate within 12 months following your taking office, you must repay the allowance assistance for the mobility of the spouse.
However, you don't have to pay back your allowance if you are transferred for one of the following reasons :
- Appointment to a vacancy for which no application has been made or for which none of the applications submitted has been accepted
- Advancement of grade or internal promotion
- Appointment on a job at the end of a period of secondment for internship or schooling
- Application of the mobility obligations provided for by the particular status of your body of membership.
If you leave office as a result of a delisting of executives (retirement, resignation, revocation) or a dismissal, the reimbursement takes place proportionally to the time spent in your duties.
Conditions for the allocation of the accompanying supplement
You benefit from the additional support allowance if the annual gross remuneration that you perceive in your original employment is higher than your host job.
The accompanying allowance supplement is cumulative with the service restructuring premium and the spouse's mobility allowance.
The decree laying down the restructuring of the service eligible for the restructuring premium lists the posts eligible for the additional support allowance.
Amount of the accompanying allowance supplement
The amount of the accompanying allowance supplement shall be equal to the difference between the annual gross remuneration that you have perceived in your original job for the 12 months prior to your change of assignment and the annual gross remuneration of your new job.
The following remuneration elements are not taken into account in calculating the gross annual remuneration of origin and host country:
- Residence allowance and foreign residence allowance
- Family Treatment Supplement
- Reimbursement of expenses
- Increases and indexations paid in the event of an overseas illness
- Premiums and allowances related to change of residence, first-time assignment, geographical mobility and restructuring
- Teaching or jury allowances and other allowances not directly related to your original or host job
- Exceptional or occasional payments related to individual or collective appreciation of how to serve
- Exceptional or occasional payments of premiums and allowances corresponding to a single operative event
- Premiums and allowances related to work organization.
If you had a function housing in your original or host job, the amount of premiums and allowances taken into account is the amount that would be due to you, if you did not have this accommodation.
Before your change of assignment, your host administration sends your home administration a certificate stating what your annual gross remuneration will be. Your home administration informs you by post of the amount of the accompanying allowance supplement that results.
Payment and reassessment of the accompanying allowance supplement
The accompanying allowance supplement is paid each month for the same restructuring for 3 years, renewable once.
It is paid to you by your home administration or by your host administration, which is reimbursed by your home administration.
At the end of the 1re over a 3-year period, the difference between your remuneration in your host job and that of your original job is reassessed under the same conditions as when you changed your assignment.
The accompanying allowance supplement is reassessed accordingly and maintained for a period of 2e 3-year period if there is still a difference between the remuneration of your host job and that of your original job.
Contract in CDI

The spousal mobility allowance can be claimed from the moment your Civil partnership or partner is found to have ceased to be active.

Obligations of the staff member receiving the spouse's mobility allowance
If you change jobs within 12 months following your taking office, you must repay the allowance assistance for the mobility of the spouse.
If you leave office as a result of a de-staffing (retirement, dismissal,...), the reimbursement takes place proportionally to the time spent in your duties.
