Not more than 1 000 DPE

- increased monitoring of certification bodies by the French Accreditation Committee (Cofrac) every 10 months (instead of 15 months);
- implementation of a statistical tool integrated into the Agence de l'environnement et de la maîtrise de l'énergie (Ademe) to provide alerts on suspicious behavior and to be able to carry out checks (for example, an abnormally high number of DPEs on the same day or over incompatible distances). Sanctioned diagnosers may be blacklisted for 18 months, or even 24 months in the event of a recurrence.
The second order of the same date, which amends an order of 31 March 2021, establishes security measures on software generating the results of the EPRs and the arrangements for transmission to users:
- a QR code linked to the Ademe will be assigned to each professional and must be presented during any intervention (“the diagnoser presents the QR code on his valid certificate to the sponsor or his representative during the on-site visit of the property”);
- a QR code must allow access to an internet address dedicated to the DPE;
- the result of the EPD will only be accessible after its official registration with Ademe; the display of the energy class and the related carbon class will only be effective once the EPD is transmitted to the Ademe Observatory.
These various measures will be implemented in fall 2025.
