Several nicotine products soon banned in France

Nicotine sachets, also called “pouches”, are small pouches containing nicotine and available in various flavors (mint, red fruits, cola, etc.); they slip between the upper lip and the gum to diffuse nicotine through the oral mucosa. They do not contain tobacco.

ANSES (National Agency for Food, Environmental and Occupational Health and Safety) reported in November 2023 that advertising for nicotine sachets is important on social networks targeting young consumers. ANSES states that the regular consumption of nicotine contained in these products exposed to the development of medium- and long-term dependency ; the agency also states that the use of nicotine sachets has caused acute nicotinic syndromes sometimes severe (prolonged vomiting with risk of dehydration, seizures, etc.).

From 1^er In April 2026, nicotine sachets will be banned in France. This will also be the case for other oral products containing nicotine, including:

• marbles;
• chewing gums;
• pellets;
• liquids.

This is a prohibition of use, acquisition, possession and sale, among others.

This prohibition shall not apply to:

• chewing tobacco;
• medicines and medical devices used in the context of smoking cessation (pharmaceutical gums, inhalers, etc.).
