Ban on smoking in new public places from 1 July

New outdoor areas are affected by the smoking ban from 1er July 2025. Service-Public.fr informs you about this measure to prevent addictions and protect the youngest.

In a press release dated May 30, 2025, the Ministry of Labor, Health, Solidarity and Families announced a series of measures to strengthen the fight against tobacco and the protection of the youngest by introducing, among other things, smoke-free spaces from 1er July 2025.

Which places are affected by the smoking ban?

To protect the youngest, smoking is forbidden in collective places. This ban will be extended to new outdoor spaces this summer, where children and adolescents are present or exposed.

From 1er therefore, in july 2025, smoking will be prohibited in the following places, during opening hours or periods:

  • public parks and gardens;
  • beaches bordering bathing waters;
  • bus shelters and covered passenger waiting areas;
  • approaches schools, colleges, high schools and other places for the reception, training or accommodation of minors;
  • open spaces and surroundings of libraries, swimming pools, stadiums and sports facilities.

Some municipalities have already issued decrees to this effect, the ban will apply throughout the territory from 1er July 2025 in a manner to be specified in a text.

What are the new measures to prevent addictions?

90% of young people start smoking before 18. In order to protect them, prevent addictions, and de-trivialize consumption, measures are taken concerning:

  • reducing the level of nicotine permitted in tobacco and vaping products;
  • strict limitation of flavors in vaping products (candy flavors or cotton candy...).

These products are at risk of addiction and will be supervised from 2026.

Please note

The sale, manufacture and distribution of "puffs" single-use electronic vaping devices are no longer permitted.

Reminder

Tobacco use kills 75,000 people in France every year, or more than 200 deaths a day. The social cost of tobacco is estimated at €150 billion per year.
