What is the maximum amount of resources not to be exceeded for a low-income housing application in 2026?

To obtain social housing in low-income housing, the total annual income of the persons to be housed must not exceed a maximum amount. Resource ceilings applicable since 1er January 2026 were set by an order published in Official Journal of 24 December 2025.

Moderate-rent housing (HLM) is allocated to people whose incomes do not exceed certain amounts. The resource ceilings set for the allocation of these social housing units are updated annually. They depend on the household composition (number of persons occupying the accommodation) and location of the property.

The annual income taken into account for eligibility is the reference tax income of year n-2. So if you apply for social housing in 2026, it's your 2024 reference tax income (recorded on your 2025 tax assessment) that is taken into account.

Please note

If your recent income has decreased by at least 10% compared to 2024, the resources taken into account may be your 2025 income or those of the 12 months preceding your application for social housing. You must then provide the documents attesting to the decline in your income.

Different categories of social housing

Social housing is categorized according to the financing method used to build it. And the income limit taken into account to qualify for a dwelling varies according to the nature of the loan that allowed the construction of this dwelling.

It exists 4 types of social housing.

  • The PLAI housing (assisted rental integration loan) are reserved for people in very precarious situations.
  • The housing MORE (social rental loan) correspond to traditional low-income housing; more than 80% of social housing is governed by the PLUS ceiling.
  • The PLS accommodations (social rental loan) are located primarily in areas where the real estate market is particularly tense; they are intended for people who are not eligible for traditional low-income housing rentals but who have difficulty finding accommodation in the private rental stock.
  • The PLI slots (intermediate rental loan) are also allocated to people with incomes too high to be eligible for a traditional low-income housing rental, but too low to stay in the private park.

Annual Resource Limits for Social Rental Loan (SPL)-Funded Housing in 2026

The resource ceilings for PLS dwellings correspond to the ceilings for PLUS dwellings increased by 30%.

Please note

The persons included in the composition of the household are:

  • the applicant;
  • the co-applicant (spouse, partner of Civil partnerships, etc.);
  • the persons or children listed on the tax notice of the applicant or co-applicant;
  • children with rights of access and accommodation.
