What are the conditions for obtaining social housing?

To obtain social housing (or housing HLM), it must be applied for and not exceed a maximum income. This maximum amount depends in particular on the number of people to be housed and the location of the accommodation (Île-de-France, province, overseas). The waiting time to get the accommodation varies depending on its location. We explain.

Know the maximum income amount

To obtain housing, the total of annual revenues of persons to be housed must not exceed a maximum amount.

The annual income is the reference tax income of the year n-2, which is entered on the tax notice of the year n-1. For a housing application made in 2026, these are reference tax revenue for 2024, listed on the 2025 tax assessment.

The persons to be housed are the following:

  • Yourself (applicant)
  • Your co-applicant : spouse or partner of Civil partnerships or common-law partner, or a member of your family who is not dependent on you (only among these: grandfather, grandmother, mother, father, son, daughter, granddaughter, grandson, brother, sister)
  • People and children figurative on your tax assessment or that of your co-applicant. These include children with disabilities regardless of their age, children under 21 (including in alternate care if declared at the home of each parent), students under 25 and people with a mobility card disability inclusion (or disability card).
  • Children rights of access and accommodation

Your income may be assessed differently, in some cases:

Your income has gone down

If your current income has decreased by at least 10% compared to year n-2, it is possible that your income from year n-1 or those from the last 12 months will be taken into account. To do this, you must provide documents attesting to the decline in your income. A certificate of honor written by yourself is not allowed.

Example :

You apply in 2026 and your current income is lower than in 2024. If the drop is at least 10%Then it is possible that your 2025 income or that of the 12 months preceding your application for social housing will be taken into account.

You no longer live with the person with whom you declared your taxes

If you apply in 2026 and your 2025 tax assessment includes your income and that of the person you lived with as a couple in 2024, it is possible that only your income will be taken into account. To do this, you must be in one of the following situations:

  • You're in the process of divorce. You must then provide 1 of the following documents:
    • Order of Non-Conciliation
    • Copy of the notice of referral to the family court judge
    • Proof from a lawyer that the divorce procedure by mutual consent out of court is ongoing
    • Judge's decision or protection order issued by the Family Court Judge (in case of emergency)
  • You're divorced. You must then provide the divorce judgment or, in the case of divorce by mutual consent, the approved agreement.
  • Your Civil partnerships: titleContent is broken. You must then provide the birth certificate bearing the mention Civil partnerships dissolved.
  • Your husband is dead. You must then provide a copy of the death certificate or family record book.
  • You are a victim of violence within your couple, attested by the receipt of a complaint
  • You are married, a beneficiary of international protection and you live alone in France

Your spouse or Civil partnership partner is staying in a nursing home

If your spouse or partner Civil partnerships: titleContent is housed in a Ehpad: titleContent, accommodation costs that you pay may be deducted from your income.

You only have to make one file for the whole Île-de-France

If the accommodation can be located in several communes of Île-de-France, you must make only one file for all the departments of Île-de-France (75, 77, 78, 91, 92, 93, 94, 95).

For accommodation in Paris, you can request 1 or more districts, or indicate the entire city.

You must indicate all the people who will live in the accommodation:
  • Yourself (applicant)
  • Your co-applicant : spouse or partner of Civil partnerships or common-law partner, or a member of your family who is not dependent on you (only among these: grandfather, grandmother, mother, father, son, daughter, granddaughter, grandson, brother, sister)

If you apply in 2026 and your 2025 tax assessment includes your income and that of the person you lived with as a couple in 2024, it is possible that only your income will be taken into account. To do this, you must be in one of the following situations:

  • Your husband is dead. You must then provide a copy of the death certificate or family record book.
  • You are a victim of violence within your couple, attested by the receipt of a complaint
  • You are married, a beneficiary of international protection and you live alone in France

Your spouse or Civil partnership partner is staying in a nursing home

If your spouse or partner Civil partnerships: titleContent is housed in a Ehpad: titleContent, accommodation costs that you pay may be deducted from your income.

You must make an application file by department

To obtain housing, you must make an application file by department (except for the Île-de-France region).

For example, if you want a home in Aurillac (department 15) or Kourou (department 973) or Laon (department 02), you must make 3 application files.

Reminder

For accommodation in Lyon or Marseille, you can request 1 or more districts, or indicate the entire city.

You must indicate all the people who will live in the accommodation:
  • Yourself (applicant)
  • Your co-applicant : spouse or partner of Civil partnerships or common-law partner, or a member of your family who is not dependent on you (only among these: grandfather, grandmother, mother, father, son, daughter, granddaughter, grandson, brother, sister)
  • People and children figurative on your tax assessment or that of your co-applicant. These include children with disabilities regardless of their age, children under 21 (including in alternate care if declared at the home of each parent), students under 25 and people with a mobility card disability inclusion (or disability card).
  • Children rights of access and accommodation

If you want to live with another person that these, you will live together the shared accommodation.

Your roommates may be:

  • family members (only among your cousin, aunt, uncle, nephew, niece)
  • or people who do not belong to your family (friends, colleagues...).
