To obtain social housing (or housing HLM), you must make your application entirely online or with a form to be deposited on site (at the counter). If your application is accepted, the waiting time for housing depends on where you want to live. We guide you in your approach.

Know the maximum income amount
To obtain housing, the total of annual revenues of persons to be housed must not exceed a maximum amount.
The annual income is the reference tax income of the year n-2, which is entered on the tax notice of the year n-1. For a housing application made in 2026, these are reference tax revenue for 2024, listed on the 2025 tax assessment.
The persons to be housed are the following:
- Yourself (applicant)
- Your co-applicant : spouse or partner of Civil partnerships or common-law partner, or a member of your family who is not dependent on you (only among these: grandfather, grandmother, mother, father, son, daughter, granddaughter, grandson, brother, sister)
- People and children figurative on your tax assessment or that of your co-applicant. These include children with disabilities regardless of their age, children under 21 (including in alternate care if declared at the home of each parent), students under 25 and people with a mobility card disability inclusion (or disability card).
- Children rights of access and accommodation

Your income has gone down
If your current income has decreased by at least 10% compared to year n-2, it is possible that your income from year n-1 or those from the last 12 months will be taken into account. To do this, you must provide documents attesting to the decline in your income. A certificate of honor written by yourself is not allowed.
Example :
You apply in 2026 and your current income is lower than in 2024. If the drop is at least 10%Then it is possible that your 2025 income or that of the 12 months preceding your application for social housing will be taken into account.
You no longer live with the person with whom you declared your taxes
If you apply in 2026 and your 2025 tax assessment includes your income and that of the person you lived with as a couple in 2024, it is possible that only your income will be taken into account. To do this, you must be in one of the following situations:
- You're in the process of divorce. You must then provide 1 of the following documents:
- Order of Non-Conciliation
- Copy of the notice of referral to the family court judge
- Proof from a lawyer that the divorce procedure by mutual consent out of court is ongoing
- Judge's decision or protection order issued by the Family Court Judge (in case of emergency)
- You're divorced. You must then provide the divorce judgment or, in the case of divorce by mutual consent, the approved agreement.
- Your Civil partnerships: titleContent is broken. You must then provide the birth certificate bearing the mention Civil partnerships dissolved.
- Your husband is dead. You must then provide a copy of the death certificate or family record book.
- You are a victim of violence within your couple, attested by the receipt of a complaint
- You are married, a beneficiary of international protection and you live alone in France
Your spouse or Civil partnership partner is staying in a nursing home

If your application is accepted (validated)
You receive the certificate of registration of your request.
This attestation is proof that your file is accepted.
It states in particular: the following information:
- National unique number of your application (it certifies that your request has been taken into account and that it is old)
- The date of your request. It is the starting point for calculating your waiting period and the deadline for renewing your application if no accommodation has been offered in the meantime.
- List of landlords with housing in the municipalities you requested
- Case where you can enter the mediation commission, with the address of the commission and the date from which you can enter it
- Duration of validity of your request, how to update and renew it,
- Cases where your application can be canceled
- How to know the progress of your request
It shall be accompanied by an annex containing the following:
- Summary of your request and next steps regarding its treatment
- Supporting documents to be provided when your application is processed, which must be presented during the examination of the application, and additional supporting documents that the instructing service may request
Upon receipt of the certificate of registration :
- You can make your case enforceable right to housing (Dalo) to obtain social housing more quickly, if you are in certain situations.
- You must update your file in case of change of address, number of people to be housed, their income, type of housing requested... For this, you must either use the website, or fill in again a form by entering the national unique number of your application and file in a recorder window.
- Each social landlord can contact you to offer you accommodation corresponding to your request.
Within 11 months of the date of registration of your application, you must renew your application. If you do not, your request will be deleted (deleted).
After an abnormally long waiting timeHowever, if no proposal for social housing has been made to you, you can enforceable right to housing.
If your application is rejected (invalidated)
If your application is rejected, you will be informed of the reason for rejection.

The waiting period for social housing varies according to the department requested. For each department, it is possible to know the unusually long waiting time to obtain social housing.
The waiting time before you are offered accommodation is very variable. It depends in particular on the following:

General case
You must provide the French tax notice for 2025 indicating the reference tax income for 2024.
If income was collected abroad in 2024, the 2025 income tax notice issued abroad must be provided.

You want only your income to be taken into account
If you want only your income to be taken into account, while the tax return includes your income and that of your Civil partnership or partner, you must add a receipt, depending on your situation:
- Intimate partner violence: receipt of complaint
- Death of Civil partnership or partner: death certificate or family record book
- Divorce proceedings: a copy of the notice of referral to the family judge or, in the case of divorce by mutual consent, proof from a lawyer that the proceedings are ongoing, or, in the case of an emergency, a decision of the family judge

If your current income is lower of at least 10% the amount indicated on the tax notice to be provided, you can request that your taxable income for the last calendar year or your taxable income for the last 12 months preceding the date of signing of the lease be taken into account.

- Maternal or family assistant (profession of the applicant or his spouse): accreditation

- Professional transfer: certification of the current or future employer.
Monthly income
For each of the people who live you in the accommodation, the landlord can request:

Current housing
For each person who will live in the dwelling, the landlord can request a document attesting his situation:
- Tenant: lease and receipt of rent or, otherwise, attestation of the lessor indicating that the tenant is up to date with his rents and charges
- Accommodation with parents or children, or with an individual: attestation of the person hosting, a social worker, an association
- Accommodated either in a housing structure, or in a home-dwelling, or a social hotel residence, or a therapeutic coordination apartment, or a university or student residence, or in the case of official housing, in particular a certificate from the manager or the employer indicating the end of the provision of housing
- Camping, hotel: either received, or attested by a social worker or an association, or certificate of domicile
- Homelessness, makeshift housing, slum: either a social worker or an association attestation, or a certificate of domicile
- Owner: deed of ownership, financing plan
- Accommodation not decent : either a document drawn up by a public service, a social worker, a building professional or an association, or photos, or a copy of the judgment of a court ruling on the indecency of the dwelling, or attestation of the Caf: titleContent/MSA: titleContent, or another document demonstrating the indecency of housing
- Unsuitable housing, i.e. premises unsuitable for housing, premises over-occupied by the landlord, premises dangerous because of use, unsanitary premises presenting or not an imminent danger, presence of lead, safety risk in an establishment receiving the public for total or partial use of accommodation, building threatening ruin, safety risk for common equipment in a collective residential building.

If you apply in 2026 and your 2025 tax assessment includes your income and that of the person you lived with as a couple in 2024, it is possible that only your income will be taken into account. To do this, you must be in one of the following situations:

If your application is accepted (validated)
You receive the certificate of registration of your request.
This attestation is proof that your file is accepted.

- List of landlords with housing in the municipalities you requested
- Case where you can enter the mediation commission, with the address of the commission and the date from which you can enter it
- Duration of validity of your request, how to update and renew it,
- Cases where your application can be canceled

It shall be accompanied by an annex containing the following:
- Summary of your request and next steps regarding its treatment
- Supporting documents to be provided when your application is processed, which must be presented during the examination of the application, and additional supporting documents that the instructing service may request
Upon receipt of the certificate of registration :
