Skills assessment of a private sector employee

The objective of a skills assessment is to analyze the professional and personal skills of the employee and to define a professional and possibly training project. The financing of the skills assessment is mainly through the personal training account (CPF). We present you the information to know.

If you are employed in the private sector, you can benefit from a skills assessment.

Please note

You can also benefit from this assessment if you are a public official (civil servant or contract worker) regardless of your civil service: Status, territorial, hospital worker. It is the same if you are jobseeker.

Role of the employer

The request differs depending on whether the skills assessment takes place in the context of:

At your initiative: CPF

When you use the CPF for a completed balance sheet out of working time, your employer does not have to be informed.

When you use your CPF for a balance sheet made in all or part of it during working timeHowever, you must seek your employer's prior consent.

This agreement is not necessary if your balance sheet takes place in full outside working hours.

Your employer has 30 calendar days to respond to your request.

It is mandatory to have your agreement.

It is the subject of a written agreement between the employer, you and the organization providing the skills assessment.

The agreement reminds signatories of their respective main obligations (e.g. duration, completion period, delivery of results, prices).

You have a period of 10 days to make known your acceptance by returning the signed agreement.

Failure to reply by you at the end of this period shall constitute a refusal to conclude the agreement.

Your refusal is neither a fault nor a reason for dismissal.

Reclassification Leave

The proficiency assessment can be carried out at the beginning of reclassification leave.

Choice of provider organization

You choose the proficiency check provider.

The employer cannot carry out a skills assessment for its employees.

You can choose a skills assessment offered by a provider based on in particular the following criteria:

  • Place of performance
  • Price
  • Rhythm (day, evening, part-time...)
  • Availability of the provider
  • Evaluation by the trainees of the delivery.

Preliminary phase

The preliminary phase consists of the following actions:

  • Analyze your request and your need of the beneficiary
  • Determine the format that best suits your situation and your needs
  • Jointly define the procedure for conducting the balance sheet.

Investigation phase

The investigation phase allows you to:

  • Either to build your professional project and check its relevance,
  • Either to develop one or more alternatives.

Conclusion phase

The conclusion phase allows you, through personalized interviews, to perform the following actions:

  • Taking ownership of the detailed results of the investigation phase
  • Identify the conditions and means favoring the realization of your professional project(s)
  • Plan the main stages of the professional project(s), including the possibility of a follow-up interview with the skills assessment provider.

This phase ends with a summary document and detailed results.

Balance sheet results are your only property. They cannot be communicated without your consent.

Please note

The service provider must destroy the documents prepared for the completion of your skills assessment as soon as the assessment is completed.

However, this provider must keep for 3 years the summary document.

The duration of the skills assessment is 24 hours maximum.

In practice, a skills assessment is not spread over a very long period.

This funding is provided through the FPC or the training plan.

Within the framework of the CPF

The balance sheet is financed by the money you have on your CPF.

To know the amount of this sum, go to moncompteformation.gouv.fr.

My training account

You must participate in the financing of the skills assessment via the CPF up to €103.20.

FYI  

Your Skills Operator (OPCO) or your employer can take over these €103.20

This amount is indexed to inflation and reviewed by ministerial order every 1er January.

However, you're not involved by that participation of €103.20 if you are in any of these situations:

  • You benefit from a abundance from your employer
  • You mobilize points written on the cPrevention Professional Account (C2P)
  • You benefit from an overload due to permanent incapacity at least of 10% (victims of an occupational disease).

As part of the development plan or reclassification leave

The cost of the skills assessment is at the expense of your employer.

When the balance sheet is carried out on working time, your remuneration is maintained.

If the balance sheet goes ahead outside working time, no remuneration is paid.
