Do you have limited resources? The complementary health solidarity (C2S) helps you with your health expenses. It replaces complementary universal health coverage (CMU-C). It allows you to be reimbursed for the additional part of your health expenses. This means that this aid covers what is not reimbursed by the Health Insurance. C2S is free or paid depending on your income. We explain the rules in metropolitan France and in the Dom.
What applies to you ?
General case
If you have low resources , the complementary health solidarity helps you to health expenditure.
Thanks to the solidarity health supplement, your health expenses are reimbursed in full, within the limits of Social Security rates.
Warning
Without this help, you have to pay the complementary part, that is to say which is not reimbursed by the Health Insurance.
In addition to financial assistance, you are entitled to other benefits:
- No fee overruns
- In case of hospitalization, reimbursement of daily flat rate. This is the daily amount you normally have to pay for accommodation and food
- No medical deductible or flat-rate contribution of €2 to pay
- Third-party payment : you do not have to advance medical costs on medical rates if you respect your care pathway. This means going through your doctor first before going to see a specialist
- Reimbursement packages for prostheses dental, glasses, auditory
- Reimbursement packages for medical devices such as a cane, one wheelchair or dressings
- Discounts on your train tickets depending on the region (if you have the free solidarity health supplement).

If you receive the active solidarity income (RSA), you are entitled to the supplementary health insurance free of charge. This assignment is automatic unless you object.
ASI
Since 1er July 2024, where theASI You are assigned, your health insurance fund systematically offers paid C2S. This proposal is made by mail.
That presumption does not apply if the holder of the Asi and, where applicable, his or her spouse, common-law partner or partner to whom he or she is Civil partnerships: titleContent, has been employed or self-employed during the 3 calendar months prior to the submission of their application for the supplementary solidarity health benefit.

You are entitled to paid C2S if you:
- Live alone and without dependent children
- Have not engaged in a professional activity in the 3 months preceding the date of application for the C2S
- Collect the maximum amount of AAH or you receive it in addition to a disability pension, a retirement pension or an occupational disease pension.

- Have a valid residence permit to stay in France
- Reside in France continuously for more than 3 months.
