Digital identity: a new procedure for French Overseas and foreigners

French residents living in the French overseas territories or abroad can now create their France Identité digital identity by visiting the town hall, embassy or consulate. Until then, many Frenchmen in the foreigner, as well as residents of French Polynesia, New Caledonia and Wallis and Futuna, could not create their digital identity because they did not have access to FranceConnect. Public Service introduces you to the new procedure.

The France Identité digital identity allows you to:

  • have access to some of your identity documents from your mobile phone (your national identity card and driver's license);
  • dematerialize your Vital Card;
  • to log in to public services without having to enter a username and password;
  • generate a proof of identity, necessary for certain procedures (apartment rental, etc.);
  • have a digital version of your {circumflex over (X)}.

Until then, when creating your digital identity, you had the choice between 2 possibilities for verifying your identity:

  • use FranceConnect;
  • ask to receive a registered mail, containing a QR code that you must scan (the postman is then responsible for verifying your identity).

However, these two approaches are not accessible to all French people. Many French people living abroad, in French Polynesia, New Caledonia and Wallis and Futuna do not have access to FranceConnect.

Since the beginning of May, when creating your digital identity, you also have the possibility to request that your identity be verified in an overseas town hall, an embassy or a consulate.

How to create your digital identity with the new procedure?

To create your digital identity, under the new procedure for French Overseas and foreigners, you must in order:

  • download the France Identité application;
  • Scan the front of your ID card with your mobile phone camera;
  • perform an NFC reading of your identity card (this action consists of placing your mobile phone on the front of your identity card, following the instructions given to you within the France Identité application);
  • choose the option « face-to-face identity verification with an agent » (your identity is verified in this case within an embassy or consulate if you reside abroad, and within a town hall if you reside overseas);
  • confirm your email and then use the unlock procedure to validate the transaction – the application then generates a QR code;
  • go to an ultramarine town hall, embassy or consulate to present to an agent the QR code that was generated in the France Identity application.

After the QR code has been presented to an agent, your request is reviewed within 24 to 48 hours; you will then receive, by email or in the France Identity application, a message indicating whether or not your identity has been verified via the QR code. If this message tells you that your identity verification procedure has worked, you must finalize the creation of your digital identity within 7 days of receiving the email or notification in the France Identity application; to do so, you must:

  • Scan the front of your ID card with your mobile phone camera;
  • create your 6-digit personal code for the France Identité application;
  • perform an NFC reading of your identity card, in order to associate your personal code with your identity document;
  • use the procedure to unlock your mobile phone.

Once you've done all of these things, your digital identity is created.

Please note

It is indicated, on the website of the France Identité program, although « this route is open to all residents of overseas communities, it is mainly aimed at residents of territories that do not have access to FranceConnect (namely French Polynesia, New Caledonia and Wallis and Futuna) ».

Furthermore, it is specified that the identity verification procedure at the town hall is not accessible to French residents in mainland France, because they can have their identity verified by sending a registered letter in addition to the procedure via FranceConnect.

On the other hand, all French people can request early renewal of their national identity card to benefit from digital identity. In this context, your France Identité digital identity is created at the town hall when you hand over your new identity card (this procedure is carried out in an embassy or consulate, for French residents abroad).
