Foreigners can now renew their passports online in 4 countries

From 1er December 2025, French adults residing in Australia, Canada, Spain and Portugal can, under conditions, have their passport renewed in a dematerialized way on the site Public Service.

If you reside in Portugal, Spain, Canada or Australia, from 1er december 2025 you can apply to renew your passport on the website Public Service. You are no longer required to travel to the embassy or consulate to complete this process.

The following conditions must be met in order for you to be eligible for the online procedure:

  • your current passport must have been given to you when you were at least 18 years old (the reference date used is the date of issue of the passport);
  • you must have a passport that is still valid or expired for less than 5 years;
  • you must be registered at Register of French nationals established outside France.

You cannot use this procedure if it is:

  • a renewal for loss or theft;
  • a renewal to change your birth name, first name or gender;
  • an application for a second passport;
  • the renewal of a passport issued to you using the same paperless procedure (unless the renewal of your passport is the result of an error attributable to the administration);
  • the renewal of a passport for which you were unable to provide your fingerprints due to special circumstances at the time of application.

This is an experiment, which is to last 2 years; it will end on November 30, 2027.

The aim of the scheme is to facilitate the administrative procedures of the foreigner's Frenchmen; indeed, travel to embassies and consulates, necessary to renew one's passport, can be lengthy and costly.

This dematerialized procedure has already been tested between 1er March 2024 and February 28, 2025, for French adults residing in Canada and Portugal.

How does this dematerialized procedure work?

To obtain your passport through the paperless procedure, here are the main steps:

  • you must go to the page dedicated to this approach online on the site Public Service, and login using FranceConnect+ (via Digital identity La Poste or France Identity) ;
  • you must indicate your consular identification number, which was issued to you when you registered in the register of French nationals established outside France;
  • in most cases, especially if your passport has expired, you must provide an electronic stamp "foreigner French" for an amount of 96 € (you must buy it on stamps.impots.gouv.fr);
  • you must provide a digital version of various documents, including a copy of the double page of your current passport where your photo ID and signature are located, proof of residence less than 3 months old and a french standard identity photo less than 6 months old ;
  • in addition, you must also send by post to your consulate your photo of identity on photo paper, as well as a copy of the documents that are requested from you in the response email to your pre-application for renewal of passport (the postal address of the consulate to which you must transmit these documents is specified in the response email);
  • once the consulate has received and verified the items in your file, you are invited to set a date for a videoconference appointment with a consular officer. During this interview, they check your file with you and you must present your current passport to them. The interview lasts about 20 minutes.

You receive your new passport in a secure envelope; it is delivered to you personally. Then, within a maximum of 40 days after receiving your new identity document, you must mail your old passport to the consulate (unless it is specified that you can keep it because it contains a still valid visa). If the consulate has not received your old ID by this deadline, your new passport will be deactivated.
