Advancement of step and grade in the civil service

If you are a civil servant, you will be promoted in step and possibly in grade during your career. We present the general conditions of these advancements in the State Public Service (FPE), Territorial (FPT) and Hospital (FPH).

What is step advancement?

Step advancement is the progression from one step to the next step within the same grade.

Rank advancement translates into an increase in your index treatment.

Step progression has not no effect on the functions you perform.

The advancement of step is yours granted automatically based on your seniority.

However, the special status of your body may provide that the step progression is also dependent on your professional value.

The special status of your body may also provide for special levels that may be restricted.

The specific status of each corps defines, for each grade, the number of steps and the length of service required to move from one step to the next.

Example :

The teacher's rank of normal class schools (1er grade of the faculty of the schools) comprises 11 steps.

The length of service required to move from one level to another is as follows:

What is a seniority enhancement?

An increase in seniority consists of reduction in the length of service required to move from one step to the next inside a rank.

One seniority enhancement is thus granted, for example, to officials who work in a urban district where are posed particularly difficult social and security problems.

Thus, as soon as you prove at least 3 years of continuous service in a sensitive urban area, you are automatically granted a bonus under the following conditions:

  • One-month seniority bonus for each of these 3 years
  • Seniority bonus of 2 months per year of continuous service completed beyond 3e year.

This includes police officers and teachers.

Example :

A teacher of normal class schools at 3e step who works for 5 years in a sensitive urban area benefits from a seniority bonus of 7 months and can be promoted to 4e step after one year and 5 months (instead of 2 years).

What services are considered for advancement?

The services considered for step progression are as follows:

Activity

Services performed in activity position shall be taken into account for step advancement.

Periods of part-time work are treated as periods of full-time work.

Detachment

Services performed in a position of detachment are taken into account for step advancement in your original body.

And if you are seconded to the public service, they are also taken into account for the advancement of step in your body or framework of hospitality jobs.

Periods of part-time work are treated as periods of full-time work.

Parental Leave

Periods of parental leave are taken into account for advancement in step up to a maximum of 5 years for your entire career.

FYI  

If you have parental leave and availability to raise a child, you retain your promotion rights for these 2 periods up to a maximum of 5 years in total.

Availability

Periods of availability during which you are engaged in a professional activity, you are taken into account for advancement in step.

You may engage in a professional activity during periods of availability granted for one of the following reasons:

  • Personal Suitability
  • Follow your spouse or partner Civil partnerships: titleContent forced to move for professional reasons
  • Create or resume a company
  • Caring for a dependent child, your Civil partnership or partner, or an ascendant with a disability requiring the presence of a third party or as a result of an accident or critical illness
  • Conduct studies or research of general interest.

Periods of availability to raise a child under the age of 12 are also taken into account for advancement.

Graduation rights shall be retained for a maximum of 5 years of availability.

FYI  

If you have availability to raise a child and parental leave, you retain your promotion rights during these 2 periods up to a maximum of 5 years in total.

The professional activities taken into account can all be gainful, employed or self-employed activities, exercised at full time or part time.

If it's a employed activity, it must represent a working time of at least 600 hours per year.

You must send copies of your pay slips and employment contract to your administration.

If you operate abroad, these documents must be accompanied by their translation into French by a sworn translator.

If it's a self-employed, it must provide you with an annual gross income at least equal to €7,212.

You must send the following documents to your administration:

  • Proof of registration your activity in the National Register of companies (RNE)
  • Copy of your tax assessment or any certified accounting information that your activity provides you with an annual gross income of at least €7,212.

If you work abroad, these documents must be accompanied by a sworn translator's translation into French.

If you are available for company creation or takeoverHowever, no income condition is required.

To retain your incremental rights, you must transmit annually, on may 31 at the latest, the supporting documents from your business to your administration.

What is grade advancement?

Advancement of a grade is the transition from a grade to a higher grade within the same body.

It allows access to higher functions and higher pay.

What are the conditions to be met to benefit from the promotion of grade?

The special status of your body sets the conditions to be met in order to be eligible for advancement of your choice or to take the professional examination or professional competition.

These conditions include grade and step conditions.

Advancement to a grade may be subject to a minimum requirement for the duration of professional training during the course of the career.

In certain category A corps, advancement to grade may be subject to the prior occupation of certain posts or to the prior performance of certain functions corresponding to a particularly high level of responsibility.

In this case, a professional activity carried out during an availability may be taken into account to fulfill this condition. In order to be taken into account, the nature and level of responsibility of that activity must be comparable to the posts and functions to which advancement in grade gives access.

Advancement in grade may also be subject to conditions of difficult practice or involving particular tasks.

How do you benefit from a grade advancement?

Advancement of rank takes place choice or after professional examination or professional competition.

Grade advancement of your choice

Your employing administration shall select the officials it wishes to promote to a higher grade from among those who fulfill the conditions laid down in the particular Staff Regulations of the body concerned

The management guidelines set out the general guidelines and criteria taken into account for the advancement of the choice.

Civil servants are selected on the basis of their professional value and the achievements of their professional experience.

The management guidelines specify the conditions for taking into account the professional value and the acquired professional experience of civil servants, in particular by means of the following criteria:

  • Diversity of background and functions
  • Trainings followed
  • Specific conditions of practice attesting to professional commitment, adaptability and, where appropriate, ability to manage teams.

These conditions make it possible to take into account the professional activities carried out by civil servants, including trade union activity, activities carried out in other administrations or in the private sector.

The officials selected shall be entered, in order of merit, on a annual progress table.

Officials shall be appointed in the advancement grade, as and when vacancies occur, in the order in which they are entered on the roll.

The only entry on the promotion board is not an appointment.

The progress chart is valid 1 year.

A staff member on the roll, who has not been appointed during the year, may be appointed provided that he or she is reinstated on the roll for the following year.

This re-enrollment is not automatic.

Advancement of the grade of choice shall be made continuously from one grade to the next higher grade.

Advancement of grade after professional examination

The special statute lays down the conditions to be fulfilled in order to be able to take the professional examination.

The professional examination can be organized:

  • Either on tests
  • Either by means of a selection made by a jury on the basis of your diplomas or your diplomas and works. This selection may be supplemented by tests.

One of the tests may consist of the presentation of the achievements of your professional experience, whatever it is, or of a professional situation in relation to the functions for which the caregiver intends you.

In addition to the test results, the special status of your corps may provide that the jury will also take into account your individual file when drawing up the list of officials admitted to the examination.

The events can be organized remotely by videoconference. In such cases, the order initiating the examination shall indicate whether the use of videoconferencing may be requested:

  • Or, only by candidates residing in a French overseas territory or abroad, in a situation of disability, in a situation of pregnancy or whose state of health requires it
  • Either by any candidate.

Applicants who wish to use videoconferencing shall be informed by the exam organizing authority, by post or by electronic means, of the material conditions for the organization of the test.

Each year, a ministerial decree determines the number of positions available for the professional examination.

Public servants admitted to the examination are registered on a annual progress table.

Officials shall be appointed in the advancement grade, as and when vacancies occur, in the order in which they are entered on the roll.

The mere entry on the promotion board does not constitute an appointment in the promotion grade.

Advancement to a grade after professional examination may, if the particular status so provides, allow access to a grade other than that immediately higher than that which you hold.

Advancement of grade after professional competition

The special statute lays down the conditions to be fulfilled in order to be able to take the professional competition and the nature of the tests for the competition.

The events can be organized remotely by videoconference. In this case, the decision to open the competition shall indicate whether the use of videoconferencing may be requested:

  • Or, only by candidates residing in a French overseas territory or abroad, in a situation of disability, in a situation of pregnancy or whose state of health requires it
  • Either by any candidate.

Applicants who wish to use videoconferencing shall be informed by the competition organizing authority, by post or by electronic means, of the material conditions for the organization of the test.

Each year, a ministerial decree sets the number of positions offered in the professional competition.

Officials shall be appointed in the advancement grade, as and when vacancies occur, in the order in which they are entered on the roll.

How many civil servants can be promoted?

The special status of your corps may provide that the number of grade advancements is limited to a percentage of the number of officials who meet the conditions.

This percentage is fixed by ministerial decree.

It's the promotion rate.

When the promotion rate is reached and it is not possible to pronounce a grade advancement 2 years in a row, an advancement may be pronounced on 3e year.

How are we named?

Any official who is promoted to a grade must expressly accept the post to which he is assigned in his new grade.

Refusal may result in removal from the progress roll.

What services are considered for advancement?

What is a seniority enhancement?

An increase in seniority consists of reduction in the length of service required to move from one step to the next inside a rank.

One seniority enhancement is thus granted to officials who fulfill the following conditions :

  • Exercise the functions of general secretary of town hall
  • And belong to the employment framework of the secretaries of town hall or report to a grade of advancement of one of the following employment frameworks: attachés, editors or territorial administrative assistants.

These officials shall benefit, every 8 years of service in the functions of general secretary of town hall, of a seniority bonus of 6 months.

The territorial authority may also grant a seniority bonus of 1 to 3 months per period of at least 3 years of service in the functions of general secretary of town hall. The territorial authority shall fix the subsidy on the basis of the official’s professional value, which it shall assess taking into account the criteria laid down in the management guidelines.

If the civil servant holds several posts as general secretary of town hall on a non-full-time basis, the decision to grant the seniority bonus from 1 to 3 months per period of at least 3 years shall be taken by the authority of the local authority to which the civil servant devotes the greater part of his activity, after consulting the other territorial authorities, or, in the case of equal working time in several local authorities, by the territorial authority which recruited him in 1er.

Years of service in the functions of general secretary of town hall performed before the 1ster August 2024 entitle you to these 2 seniority bonuses within the limits of 8 and 3 years.

The exercise of the functions of general secretary of town hall as administrative assistant and as contract agent is taken into account for the calculation of the duration of service qualifying for a subsidy within the limits of 8 and 3 years.

The professional activity taken into account can be any gainful, employed or self-employed activity, exercised at full time or part time.

If it's a employed activity, it must represent a working time of at least 600 hours per year.

You must send copies of your pay slips and employment contract to your administration.

If you operate abroad, these documents must be accompanied by their translation into French by a sworn translator.

If it's a self-employed, it must provide you with an annual gross income at least equal to €7,212.

You must send the following documents to your administration:

  • Proof of registration your activity in the National Register of companies (RNE)
  • Copy of your tax assessment or any certified accounting information that your activity provides you with an annual gross income of at least €7,212.

If you work abroad, these documents must be accompanied by a sworn translator's translation into French.

If you are available for company creation or takeoverHowever, no income condition is required.

To retain your incremental rights, you must transmit annually, on may 31 at the latest, supporting documents from your business to your administration.

What is grade advancement?

Advancement of a grade is the transition from a grade to a higher grade within the same body.

It allows access to a higher pay and possibly to new functions.

What are the conditions to be met to benefit from the promotion of grade?

The special status of your body determines the mode(s) of advancement of grade: at the choice or after professional examination or professional competition.

The special status also lays down the conditions to be met in order to be eligible for advancement of your choice or to take the professional examination or competitive examination.

These conditions include grade and step conditions.

If the special status of your body so provides, you can benefit from a reduction in the length of service required if you hold certain qualifications or diplomas.

Advancement to a grade may be subject to a minimum requirement for the duration of professional training during the course of the career.

In certain category A corps, advancement to grade may be subject to the prior occupation of certain posts or to the prior performance of certain functions corresponding to a particularly high level of responsibility.

In this case, a professional activity carried out during an availability may be taken into account to fulfill this condition. In order to be taken into account, the nature and level of responsibility of that activity must be comparable to the posts and functions to which advancement in grade gives access.

Advancement in grade may also be subject to conditions of difficult practice or involving particular tasks.

How do you benefit from a grade advancement?

Advancement of the grade shall take place either by choice or after professional examination or professional competition.

Grade advancement of your choice

Your employing institution shall select the officials it wishes to promote to a higher grade from among those who fulfill the conditions laid down in the special Staff Regulations.

The management guidelines lay down the general guidelines and criteria for the advancement of the choice.

Public servants are selected on the basis of their the professional value and the achievements of professional experience.

The management guidelines specify the conditions for taking into account the professional value and the acquired professional experience of civil servants, in particular by means of the following criteria:

  • Diversity of background and functions
  • Trainings followed
  • Specific conditions of practice attesting to professional commitment, adaptability and, where appropriate, ability to manage teams.

These conditions make it possible to take into account the professional activities carried out by civil servants, including trade union activity, activities carried out in other administrations or in the private sector.

The selected officials shall be registered,in order of merit, on one annual progress table.

Officials shall be appointed in the advancement grade, as and when vacancies occur, in the order in which they are entered on the roll.

The only entry on the promotion board is not an appointment.

The progress chart is valid 1 year.

A staff member on the roll, who has not been appointed during the year, may be appointed provided that he or she is reinstated on the roll for the following year.

This re-enrollment is not automatic.

Advancement of the grade of choice shall be made continuously from one grade to the next higher grade.

Advancement of grade after professional examination

The special statute lays down the conditions to be fulfilled in order to be able to take the professional examination and the nature of the tests for the examination.

In addition to the results of the tests, the special status of your body may provide that the selection board also takes into account the individual file of the candidates in order to establish the list of officials admitted to the examination.

Officials shall be appointed in the advancement grade, as and when vacancies occur, in the order in which they are entered on the roll.

The mere entry on the promotion board does not constitute an appointment in the promotion grade.

Advancement to a grade after professional examination may, if the particular status so provides, allow access to a grade other than that immediately higher than that which you hold.

Advancement of grade after professional competition

The special statute lays down the conditions to be fulfilled in order to be able to take the professional competition and the nature of the tests for the competition.

The events can be organized remotely by videoconference. In this case, the decision to open the competition shall indicate whether the use of videoconferencing may be requested:

  • Or, only by candidates residing in a French overseas territory or abroad, in a situation of disability, in a situation of pregnancy or whose state of health requires it
  • Either by any candidate.

Applicants who wish to use videoconferencing shall be informed by the competition organizing authority, by post or by electronic means, of the material conditions for the organization of the test.

Each year, a ministerial decree sets the number of positions offered in the professional competition.

How many civil servants can be promoted?

The special status of your corps may provide that the number of grade advancements is limited to a percentage of the number of officials who meet the conditions.

This percentage is fixed by ministerial decree.

It's the promotion rate.

When the rate of promotion is reached and it is not possible to pronounce a promotion of grade 2 years in a row, an advancement may be pronounced on 3e year.

How are we named?

Any official who is promoted to a grade must expressly accept the post to which he is assigned in his new grade.

Refusal may result in removal from the progress roll.
