Are you a licensed or in the process of being a childminder or nursery assistant and would you like to do work to accommodate the children you are caring for at home? The Caf: titleContent or the MSA: titleContent can grant you the Welcome Improvement Loan (PALA) also called Habitat Improvement Loan (PAH) for Maternity Workers. We present you with the information you need to know.
The loan is used to finance work to improve the reception area, health or safety of children you keep in your home (for example: repair, sanitation, improvement, expansion, division, thermal insulation).
Maintenance or embellishment work is not covered by the loan (e.g. painting or wallpaper work).

Getting the loan can make it easier obtaining, renewing or extending your authorization.
The loan can be granted to you whether you are an owner, tenant, sub-tenant or occupant of good faith (for example, you are hosted free of charge) of your principal residence.
You must be approved by the PMI: titleContent from your department or have initiated a procedure to become a childcare assistant.
In order to qualify for the loan, your principal residence that is the subject of the project must be located in Metropolitan France or in Guadeloupe, Martinique, French Guiana, Reunion. If you are a foreign national, you must have a valid residence permit. The loan does not apply to Mayotte.
You have no you don't have to be an allocator the Cof or the MSA in order to be eligible for the loan.
The loan is granted within the limits of available annual funds. This means that once the budget for this loan is exhausted, the loan can no longer be granted even if you qualify for it.

There's no no resource condition to be respected. However, with limited loans, the FCA checks your resource conditions to ensure your ability to repay the loan and prioritize applicants.
It is imperative that the loan application be made before work begins.
You must fill out a form to apply for a loan:
This form must be accompanied by the following documents:
- A copy of the approval or its renewal or the IMP's agreement in principle or the acknowledgement of receipt of the application for approval
- The detailed work quote(s) (indicating quantity, meter and unit price) if you have a company perform the work, or the material quote(s) if you perform the work yourself
- The copy of the building permit or the preliminary declaration of works if your work is subject to it
- Written permission from your landlord if you are a bona fide tenant, sub-tenant or occupant.
Please note
The form to be filled in shall include other forms which you must also complete to apply for a loan. These other forms relate to your activity as a childminder.
All documents (forms and supporting documents) should be sent to your CFOE or MSA preferably by registered mail with notice of receipt.
Loan can reach 80% of the amount of your work expenses up to €10,000.
The loan is paid out in 2-stroke :
- The 1re half of the loan is paid on signature of the loan contract on presentation of a quote.
- The secondnde half of the loan shall be disbursed within one month of completion of the work on presentation of the invoices.
You have 10 years maximum to repay the loan.
The 1re monthly payment must be made 6 months after the loan is granted.
You do not have to pay interest on your monthly repayment.
In general, the refund is made by direct debit from your bank account.
If you leave your home before you finish paying off your loan for a lower quality home (lower housing and settlement conditions), you will have to pay the rest of the monthly installments immediately.
Plus, if you stop or lose or don't get approval before the end of the refund, the remainder to be paid also becomes due. However, if you continue your business with another license, you won't have to pay back right away.
Yes, it is possible to accumulate a PALA with a Habitat Improvement Loan (HAP) if you are a beneficiary of the Caf or the MSA.
To do this, the DAP must address work of a different nature of those covered by the request for an ACAP and up to €1,067.14 granted for the cumulation of the 2 loans.
