Energy audit in the event of the sale of a property known as a « thermal sieve »

You are going to sell your property and you want to know if you need to provide an energy audit to the buyer? We explain to you in which cases you must provide this audit and what its content is.

Warning  

The energy audit should not be confused with energy performance diagnostics (EPD). The DPE classifies the dwelling according to its energy consumption and its greenhouse gas emissions.

The energy audit is a complete real estate diagnosis that draws a state of play of energy and environmental performance of the building.

It aims to raise awareness among the future buyer the energy stakes of the building (housing, building) he plans to buy.

Moreover, it provides encrypted works scenarios aimed at improving the thermal comfort, air quality and overall performance of the building.

The rules are different in the overseas departments and regions :

General scenario

The obligation to carry out an energy audit concerns buildings put up for sale (single-family houses, buildings composed of several dwellings of which you are the sole owner) classified as E, F or G on the DPE.

The buildings concerned are those whose promise to sell or the deed of sale has been signed since 1er april 2023.

From 1er January 2034, this obligation will be extended to vessels classified D.

Overseas Departments and Regions

In the overseas departments and regions, the obligation to carry out an audit shall apply to buildings classified F or G. From 1er January 2028, this obligation will be extended to vessels classified as E.

The audit must be carried out by a professional (in particular, businesses of architects and architects registered with the order and having followed a professional training, recognized guarantor of the environment) certain qualifications.

You can use a dedicated directory to search for a professional with the necessary qualifications:

Search for a recognized professional environmental guarantor (RGE) or a referenced architect to perform an energy audit or a certified diagnoser to perform an energy performance diagnosis (EPD)

FYI  

The chosen professional cannot subcontract the performance of the audit.

To carry out the audit, the professional must perform at least 1 visit the building in your presence or that of a third party you have mandated.

To facilitate this audit, you must provide the professional with the following documents:

  • Summary of your EPD
  • Your invoices for works already made
  • If you have them, the different technical real estate diagnostics (for example, diagnosis electricity, gas).

The audit shall include the following information:

  • Estimation of energy performance before works
  • Works proposals in 1 or more steps
  • Energy performance after works
  • Cost of works and mobilizable aid
  • Ventilation or ventilation condition of the building after works.

Estimation of energy performance before works

The audit includes the following elements:

  • Estimation of pre-works energy performance according to calculation method used to perform the EPD. This estimate can be based on the data collected for the development of the last EPD of the building.
  • Diagram showing the distribution of heat losses
  • Information on existing control devices (measurement, regulation and control devices controlling the building equipment).

Proposed works

The audit must contain 2 minimum works proposals for achieving efficient renovation.

These proposals must comply with the following conditions:

  • They must be compatible with the technical, architectural and heritage characteristics provided for in the Heritage Code (for example, in the case of a listed building)
  • They must not be disproportionate to the value of the property (this is the case when the cost of works exceeds 50% the value of the property).

Each proposal must provide for a works route in 1 or more steps consistent with each other. They must make it possible to ensure satisfactory treatment of interfaces and interactions, in particular thermal bridges and airtightness, and to achieve a satisfactory level of hygrothermal comfort.

FYI  

The technical solutions defined in the proposed works must be compatible with the condition of the structure, in particular as regards the materials of the opaque walls (walls, low floor and roof).

1re proposal

It must provide for a works path in stages to achieve efficient renovation.

This works course includes the study of 6 works positions :

  • Insulation of walls
  • Insulation of low floors
  • Roof insulation
  • Replacement of exterior joinery
  • Ventilation Replacement
  • Replacement of heating and domestic hot water production and associated interfaces.

This works route must comply with the following conditions:

  • The 1re step of works must make it possible to achieve a gain of at least 2 energy classes and to carry out the treatment of 2 insulation stations
  • The final stage shall achieve a level of performance at least equal to that of performance class B.
2from proposal

It must provide for a works route in 1 single step to achieve efficient renovation.

This works course includes the study of 6 works positions :

  • Insulation of walls
  • Insulation of low floors
  • Roof insulation
  • Replacement of exterior joinery
  • Ventilation Replacement
  • Replacement of heating and domestic hot water production and associated interfaces.

Energy performance after works

The audit shall specify for each stage of the works pathway:

  • Annual energy consumption primary and final building after works relative to its surface after works expressed respectively in kWhEP/m²/year and kWhEF/m²/year for each of the energy uses (heating, cooling, domestic hot water, lighting and auxiliaries)
  • Total annual energy consumption primary and final building after works relative to its surface after works expressed respectively in kWhEP/m²/year and kWhEF/m²/year for all energy uses (heating, cooling, domestic hot water, lighting and auxiliaries). These consumptions are estimated with and without deduction of the self-consumed photovoltaic energy production.
  • Greenhouse gas emissions of the building after works for all energy uses (heating, cooling, domestic hot water, lighting and auxiliaries) relative to the surface after works expressed in kgCO2eq/m²SHAB/year
  • Energy Performance Rating after works, taking into account the total annual primary energy consumption for all energy uses (heating, cooling, domestic hot water, lighting and auxiliaries)
  • Greenhouse gas classification of the building after works within the meaning of the DPE
  • Estimated energy savings in primary and final energy, and avoided greenhouse gas emissions (in absolute terms, then in relative terms to the initial state before works)
  • Estimating the theoretical impact of works proposed on annual energy costs, in the form of a cost-saving range.

Cost of works and mobilizable aid

The audit shall include the following information:

  • Estimation of the cost of energy performance works and other works necessarily linked to the implementation of these energy performance works
  • Main financial aid available to achieve these works.

The trader must ensure that a set of works is selected that is consistent with the expected energy savings and value of the property.

Ventilation or ventilation conditions of the building before works

The audit should include the recommended works on the opaque or glazed walls facing the exterior of the building.

Ventilation and heating installations may be accompanied by one of the following measures:

  • Additional works to guarantee sufficient but controlled air renewal
  • Recommendations on the management and maintenance of the ventilation system to ensure satisfactory air exchange conditions. When air renewal is insufficient or uncontrolled, works to address it are available as of 1re stage of the works journey.

Where technical, architectural, heritage or disproportionate cost of works preclude the attainment of Class B, provision shall be made for an improved works route.

This landscaped course integrates the study of the 6 works posts :

  • Insulation of walls
  • Insulation of low floors
  • Roof insulation
  • Replacement of exterior joinery
  • Ventilation Replacement
  • Replacement of heating and domestic hot water production and associated interfaces.

It makes it possible to reach at least class C, D or E, for vessels classified respectively E, F or G before works.

The 6 works positions are considered to be treated if the professional certifies that these positions have been raised to a high level of performance by using the best available technology and consistent with the building's characteristics.

In case of disproportionate cost, the calculation of the cost of the works takes into account what is necessary to bring the building to the level of the stage studied.

The audit results in a summary report and to one summary standardized.

Synthesis Report

The audit gives rise to a summary report carried out in PDF format, including in particular the following information and documents:

  • Inventory of the building. The trader may take over the inventory of the building in the DPE, after having checked beforehand during his visit that the elements of the standardized summary of this diagnosis are those actually implemented in the building and having corrected them if necessary
  • Summary of all audit content items
  • Annex explaining the various technical concepts
  • Referral to the structures responsible for providing information, advice and support for energy renovation
  • Justification of the technical, architectural, heritage or cost characteristics of the works which permit a derogation from the audit content
  • Name and version of audit software used.

The summary report must be sent to you in a one month delay from the date of the visit to the building, in a format paper and computer science.

Standardized Summary

The audit shall also give rise to a standardized summary in the XML format including all the data entered by the professional and those calculated for the performance of the audit, in particular the following:

  • General, including building administrative data
  • Characteristics of the building envelope (surfaces, orientation, thermal characteristics, ...))
  • Characteristics of technical systems (types of energy, generator, emitter, ventilation, presence of boiler-related ratio, ...)
  • Building performance indicators before works (primary and final energy consumption, greenhouse gas emissions, annual energy costs, ...)
  • Improvement recommendations and indicators of building performance after works (technical description of works, primary and final energy consumption, ...)
  • Economic and financial analysis of the recommendations for improvement (estimation of the cost of works for improving the energy performance of buildings and other necessary works, financial aid available, annual energy costs after works, ...).

The energy audit is valid for 5 years.

The professional keeps all the audits it carries out in the form of standardized computer files.

It keeps at the disposal of successive owners the audits it carries out, during their period of validity.

The cost of the audit is not regulated, therefore, the rate may vary from one professional to another.

FYI  

This cost may be supported as part of the aid MaPrimeRénov' (MPR) under certain conditions.
