Proxy voting - From the foreigner

You are registered on a consular voters list and you will be absent on polling day (election or referendum).
You can charge another voter from vote for you, at your polling station.
For this, you must make a power of attorney. You do not have to provide proof of absence.
You can make a power of attorney of several ways :

1. You must use the online service Power of Attorney, identify you with France Connect and enter an email address.
In the case of the elector responsible for voting for you (your agent), you must know:
- That is, his date of birth and his voter number. You can find this number using this online service and on his electoral map.
- Either his date of birth, his first names, his name and the commune where he votes.
2. After receiving the email indicating the reference of your request, you must go in person in an embassy or consulate.
You must present a proof of identity and indicate the reference of your request.
Then you will receive:
- An email containing the receipt of your proxy request
- And an email confirming the validity (or invalidity) of your proxy.

2. Have your digital identity certified France Identity
To have your digital identity France Identité certified, you must:
- Apply for a certificate from the application France Identity
- Make an appointment with your consulate or embassy
- Go to your consulate or embassy, with your identity card “in bank card format” and your phone.

3. Make a proxy of vote and validate the proxy via France Identity
You must use the online service Power of Attorney.
To do this, you need to log in with France Connect and provide an email address.
In the case of the elector responsible for voting for you (your agent), you must know:
- That is, his date of birth and his voter number. You can find this number using this online service and on your electoral map.
- Either his date of birth, his first names, his name and the commune where he votes.
You must then indicate the country where you are, then attest to your identity using your certified digital identity.
Then you will receive:
- An email containing the receipt of your proxy request
- And an email stating that your power of attorney is effective.
Filling in the form to be printed (then going to the consulate or embassy)

- Either print it on 2 sheets (no double-sided), then fill it by hand (legibly and without scratches).
To complete the form:

- You must also provide the full name and date of birth of the elector who is voting for you
- You do not have to fill in the fields reserved for administration.
2. You must present yourself in person and with a proof of identity in an embassy or consulate.
A receipt is then given to you.

You fill out the form there. In particular, you must indicate:
- Your national voter number and the number of the elector responsible for voting for you. You can find this number using this online service and on the electoral map.
- The surname, first names and date of birth of the elector responsible for voting for you.
A receipt is given.
Who shall I contact
You can make a power of attorney when you cannot go to the polling station on election or referendum day. You do not have to provide proof of absence.
You freely designate the voter who will vote for you at your polling station.
The elector you nominate may have the following on polling day:
- That is 1 power of attorney made in France
- 1 power of attorney issued abroad (i.e. in a consulate or embassy)
- Either 1 proxy made in France and 1 proxy made abroad
- That is 2 powers of attorney made abroad
- Either 1 power of attorney made in France and 2 powers of attorney made abroad if at least 1 of the electors who designated him is registered on a consular electoral list
- 3 powers of attorney issued abroad if at least 1 of the electors who designated him is registered on a consular list of electors.
You have to make the power of attorney as soon as possible, because of the delays in forwarding and processing the power of attorney.
You may not be able to vote if the consulate (or embassy) does not receive your power of attorney on time, or if it does not have enough time to take it into account.
You can make a proxy for only one election or for a period of determined :

For an election (or referendum)
You must indicate the election (or referendum), its date and whether the power of attorney relates to 1er tower, the 2ndd tower or the 2 towers.
To vote by proxy in the 2 rounds of an election, you can:
- Either designate a single voter
- Or designate a different voter for each round, but you must then make 2 separate proxies.
FYI
Where several elections are held on the same day, the power of attorney must be valid for all those elections.
For a fixed period of time
You can make a power of attorney for a maximum of 3 years when you are registered on a consular list of electors.
But nothing prevents you from making a power of attorney for a shorter period (3 months, 6 months or 1 year for example).
You can find out what your current powers of attorney are, i.e. find out which ones you have made and which ones you are responsible for, using this online service:
Check your electoral registration and polling station
Warning
You do not have access to this service if the elector responsible for voting for you is registered on a New Caledonia electoral list.
To vote personally, you have no need to terminate the power of attorney. Simply inform the elector responsible for voting for you and go to the polling station before they do. If this voter did not come to vote for you before you, you can vote personally.
However, you can choose to terminate the power of attorney, especially if you want to subsequently appoint another voter to vote for you.

If you have made several powers of attorney, you cannot terminate 1 only, you must terminate all of them.
