You are registered on a consular list of electors and you will be absent on voting day (election or referendum).

You can charge another voter with vote for you, in your polling station.

To do this, you need to make a power of attorney. You do not have to provide proof of absence.

The procedure to be followed depends on whether or not the elector you instruct to vote in your place is registered on a New Caledonia voters list:

General case

By filling out the online form (then go to the consulate or embassy)

1. You must use the Proxy online service, identify you with France Connect and provide an e-mail address.

In the case of the elector responsible for voting for you (your representative), you should know:

  • His or her date of birth and voter number. You can find this number using this online service and on his electoral map.
  • His date of birth, his first names, his name and the commune where he votes

2. After receiving the email indicating the reference of your request, you must surrender in person in an embassy or consulate.

You must present a proof of identity and provide the reference of your application.

Then you will receive:

  • An email containing the receipt of your proxy request
  • And an email confirming the validity (or invalidity) of your proxy

  • You must also provide the surname, first name and date of birth of the elector who will be voting for you.
  • You do not need to complete the sections reserved for administration.

2. You must introduce yourself in person and with a proof of identity in an embassy or consulate.

A receipt is then given.

You fill out the form there. In particular, you must specify:

  • Your National Voter Number and the National Voter Number for you. You can find this number using this online service and on the electoral map.
  • The surname, first name and date of birth of the elector responsible for voting for you.

A receipt is given to you.

Voter voting for you registered in New Caledonia

By filling out the form to print (then go to the consulate or embassy)

1. If the elector who is to vote for you is registered on a New Caledonia voters list, you must use the form Proxy voting - New Caledonia next:

You can issue a power of attorney when you cannot go to the polling station on election or referendum day. You do not have to provide proof of absence.

You are free to choose the elector who will vote for you in your polling station.

The elector you designate may have the day of the vote:

  • Or 1 power of attorney made in France
  • Either 1 power of attorney issued abroad (i.e. in a consulate or embassy)
  • That is 1 power of attorney issued in France and 1 power of attorney issued abroad
  • That is, two powers of attorney issued abroad
  • Either 1 power of attorney made in France and 2 powers of attorney made abroad if at least 1 of the electors who appointed him is registered on a consular list of electors
  • 3 proxies made abroad if at least 1 of the electors who nominated him is registered on a consular list of electors

You must issue the power of attorney as soon as possible, because of the delays in routing and processing the power of attorney.

You may not be able to vote if the consulate (or embassy) does not receive your power of attorney in time, or if they do not have enough time to take it into account.

You can issue a power of attorney for a single election or for a fixed term.

For an election (or referendum)

You must indicate the election (or referendum), its date and whether the power of attorney is for 1er tower, 2d tower or the 2 towers.

To vote by proxy during the 2 rounds of an election, you can:

  • Designate a single voter
  • Either designate a different voter for each round, but you must then make 2 separate proxies

FYI  

Where more than one election is held on the same day, the power of attorney shall be valid for all such elections.

For a fixed period

You can file a power of attorney for a maximum of 3 years when you are registered on a consular list of electors.

But nothing prohibits you from making a power of attorney for a shorter period (3 months, 6 months or 1 year for example).

Warning  

You do not have access to this service if the voter who is to vote for you is registered on a New Caledonia voters list.

You can terminate the power of attorney you have already issued:

  • Either to then instruct another voter to vote for you
  • Either to vote personally

But to vote personally, you don't need to terminate the proxy. Simply inform the elector who is voting for you and go to the polling station before him or her. If that voter did not come to vote for you before you, you can vote personally.

Warning  

If you have made several power of attorney, you cannot terminate 1 power of attorney alone, you must terminate all of them.
