Talent card: multi-year residence card of a foreigner in France

You are foreigner no European and you wish work in France more than 3 months ? You can benefit from a multi-annual residence card ‘talent’ under some conditions. The procedure to apply for the card differs depending on whether you are in France or to the foreigner. We present you the information you need to know according to your situation.

You must apply for a talent residence card if the duration of intended stay is of at least 1 year. If the length of stay is less than 1 year, a long-stay visa as a residence permit (VL-TS) mention talent enough.
The residence card “ skilled talent-employee’ authorizes you to stay in France and authorizes you to pursue an employed professional activity. Your employer does not have to apply for a work permit and is exempt from paying the foreigner employment tax.

Qualified employee
You can obtain a residence card “ qualified employee-talent - qualified employee career path” if you fill in the 2 the following conditions:
- Have obtained a diploma in France at least equivalent to the master's degree or a level 1 diploma labeled by the Conference of Grandes Ecoles and issued by a nationally accredited higher education institution
- Have an employment contract of more than 3 months that provides for an annual gross remuneration equal to or greater than €39,582.
Employee of an innovative company
You can get a residence card “skilled talent-employee - employee journey of an innovative company” if you fill in all the following conditions:
- Be recruited in an innovative young company or a company recognized as innovative by the Ministry of Economy
- Have functions directly related to the research and development project of this company
- Have an employment contract that provides for an annual gross remuneration equal to or greater than €39,582.
Employee on assignment
You can get a residence card “skilled talent-employee - employee journey in mission” if you fill in all the following conditions:
- Be an employee of a company established abroad and come to France to pursue an activity as an employee in the context of mobility between establishments of the same company or between companies of the same group (intra-group mobility)
- Have a seniority of at least 3 months in the group that employs you
- Have a employment contract with the company that employs you in France
- Receive annual gross compensation equal to or greater than €39,582.

You must submit your visa application to the French consular authorities in your country of residence.

- Proof of address less than 6 months old

- Documents concerning the company: attestation of the Ministry of Economy recognizing the innovative character of the company or tax document establishing the quality of innovative young company
- Employer attestation proving that the functions performed are related to the company's research and development project or its economic, social, international and environmental development (an online service allows you to download a template employer attestation)
- If the activity is regulated : evidence of compliance with the regulatory conditions for the practice of the profession (authorization to practice, diploma, title, certification, accreditation, declaration, registration, etc.).
- Signed copy of the commitment to respect the principles of the Republic
Employee on assignment
- Long-stay visa or valid residence permit

- Letter detailing the functions performed and the purpose of the mission to be performed
- Certification of the employer
- Proof of at least 3 months' professional seniority in the group or company established abroad, produced by the employer abroad
- If the activity is regulated : evidence of compliance with the regulatory conditions for the practice of the profession (authorization to practice, diploma, title, certification, authorization, declaration, registration, etc.)
- Signed copy of the commitment to respect the principles of the Republic
4Do the process on the internet
You must submit your application online within 2 months of entering France if you hold a long-stay visa.
You must submit your application on the Internet no earlier than 4 months and no later than 2 months before the end of validity of your residence document, if you hold a long-stay visa as a residence permit (VLS-TS) or a residence permit.
When you submit your application for a residence permit on the internet, you will immediately receive a dematerialized certificate of deposit.
5Be informed by the prefecture on the validation of the residence card
The prefecture confirms the availability of your residence card and the amount of the tax.
6Buy the tax stamp
If the residence card is assigned to you, you must pay €225 (stamp duty of €25 + tax of €200) by tax stamps.
Proof of payment of stamp duty and tax is requested when the card is handed over.
You can buy the tax stamp on the internet or in a tobacco office.
On the internet
You can purchase your tax stamp using an online service:

Payment is possible with the following bank cards:
- Carte bleue (CB) and e-carte bleue
- Visa
- Mastercard.
However, payment by Paypal or American Express card is not accepted.
The electronic stamp can be issued on 2 supports:
- PDF document with a 2D code that can also be scanned directly from a phone or tablet by the service responsible for receiving your request
- SMS containing the 16-digit identifier of the stamp that will be accepted by the agent responsible for processing your file.
In a tobacco shop
You can buy a tax stamp from a tobacco office, if the business is equipped to be able to edit them.

8Dispute in case of refusal

The prefect's decision is yours notified by reasoned letter (explicit decision). Except in exceptional cases, this refusal shall be accompanied by a obligation to leave French territory (OQTF) determining the country to which you will be returned.
You can form a litigation before the administrative court.
No response from the prefect on your request
If the prefecture hasn't responded after 4 monthsHowever, this is an implied refusal.
You can then file the following appeals within 2 months of this refusal:
- Administrative appeal (ex gratia before the prefect and/or hierarchical redress before the Minister of the Interior)
- And/or litigation before the administrative court.
The residence card “ talent-european blue card ” authorizes you to reside and exercise a professional activity in France. Your employer does not have to apply for a work permit and is exempt from paying the foreigner employment tax.
The duration of the residence permit ‘ talent-european blue card ’ depends on the duration of the employment contract:
- Where the employment contract has a duration of at least 2 years, the card shall be issued for a duration equal to that of the contract, up to a maximum of 4 years.
- Where the employment contract has a duration of less than 2 years, the card is issued for a duration equal to that of the contract, increased by 3 months, within the limit of 2 years.

1Check if you meet the conditions
You can obtain a residence card “ talent-european blue card’ if you fill in the whole the following conditions:
- Have a diploma attesting to at least 3 years of higher education or 5 years of professional experience at a level comparable to that obtained following a higher education diploma and which are relevant to the sector or profession in which you wish to practice. This period of professional experience is reduced to 3 years acquired during the 7 years preceding your application if you wish to practice in one of the professions set by decree of the Minister in charge of immigration.
- Have an employment contract of at least 6 months
- Have a gross annual salary greater than or equal to 1.5 times the reference average annual gross salary, or €59,373.00 annual gross.
Please note
This card is also granted if you have stayed at least 1 year in another EU countries with a european blue card. You must apply within one month of entering France. This minimum length of stay is reduced to 6 months from the 2e mobility within a Member State of the European Union.

The residence card “ talent-medical and pharmacy professions ” authorizes you to stay in France and work there under certain conditions. Your employer does not have to apply for a work permit and is exempt from paying the foreigner employment tax.

- You have a license to practice provided for by the Public Health Code: assignment decision, certificate allowing a temporary practice or authorization to practice

The residence card “ talent researcher ” authorizes you to stay in France. It allows you to work. Your employer does not have to apply for a work permit and is exempt from paying the foreigner employment tax.
This card is also granted to you if you are a researcher in another EU countries and that you come to conduct part of your work for more than 3 months in France. In this case, you do not need a long-stay visa.

You can obtain a residence card “ talent-researcher - exercise of an salaried activity” if you fill in all the following conditions:
- Have a degree at least equivalent to the master's degree
- Coming to France to conduct research or provide university-level teaching
- Have a hosting agreement signed with an approved public or private body with a research or higher education mission. The agreement must indicate that you are a researcher and the purpose and duration of your stay in France. If you are planning to travel to another EU country for your research, the convention must specify your membership of a mobility program. In this case, you can request a residence card "talent-researcher -mobility program".

A minimum remuneration threshold of €2,200 brut applies to the researcher who has signed a research stay agreement.

- Have a degree at least equivalent to the master's degree or 5 years of comparable professional experience
- Justify a real and serious company creation project in France

- Provide evidence of at least one company project funding €30,000.
Innovative economic project
You can get a residence card “talent-project leader - innovative economic project journey” if you have an innovative economic project recognized by the Ministry of Economic Affairs.
You must also have sufficient resources to support yourself and your family, at least equal to Smic: titleContent full-time either €21,876.40 annual gross.
Direct economic investment
You can obtain a residence card “ talent-project leader - economic investment journey” if you meet all of the following conditions:
- Invest personally or through a business you manage or own 30% of capital
- Create or save or commit to create or save jobs
