You are a foreigner, family member of the holder of a multi-year residence card “talent” and you want to obtain a residence permit as an accompanying family? You can obtain a residence permit without going through the family reunification procedure. We present you the information to know.

Step-by-step approach

You are concerned if you fill in one the following conditions:

  • You are over 18 years old and are married to a person with a residence card "talent"
  • You are a child of the couple, you became an adult and entered France as a minor
  • You are a child of the couple, you are between 16 and 18 years old and you want to work
  • You are the husband or child of a person with a residence card ''talent-European Blue Card'' and your family lived in a Member State of European Union, you can apply within one month of your entry into France for a residence card ''talent famille''.

The “talent-family” residence card authorizes you to pursue an employed and/or self-employed professional activity. In the context of an activity as an employed person, the employer does not have to apply for a work permit and is exempt from paying the fee for the employment of a foreigner national.

You live abroad

You must apply for a visa with the French consular authorities in your country of residence.

Upon arrival in France, you will need to request your residence card online.

You reside in France

You must submit your residence permit application on the internet by respecting the following deadlines:

  • Within 2 months of your entry into France, if you hold a long-stay visa
  • At the earliest 4 months and at the latest 2 months before the end of validity of your residence document if you hold a long-stay visa as a residence permit (VLS/TS) or a residence permit.

Apply online for a residence permit, a change of situation, a travel document, an application for ANEF naturalization

  • "Talent-family" long-stay visa or valid residence permit
  • Passport (pages concerning civil status, validity dates, entry stamps and visas)
    • Or consular certificate with photo
    • Or photo ID
    • Or consular card with photo
    • Or certificate of nationality of less than 6 months with photo
  • Proof of address less than 6 months old
  • Proof of payment of the stamp duty (to be delivered at the time of delivery of the title)
  • Residence card of your spouse or parent (or identity card)
  • If you join your spouse: extract of the marriage certificate with the most recent mention
  • If you join your parent: full copy of your birth certificate with filiation.

You have to settle  €225 (stamp duty of €25 + tax of €200) by tax stamps.

Proof of payment of stamp duty and tax is requested when the card is handed over.

Your request is accepted

If your application is accepted, you are summoned to the prefecture for the issuance of the title.

Your request is denied

If the prefect has notified you of the refusal

The prefect's decision is yours notified by reasoned letter (explicit decision). Except in exceptional cases, this refusal shall be accompanied by a obligation to leave French territory (OQTF) determining the country to which you will be sent.

You can form a litigation before the administrative court. The use of a lawyer is not mandatory.

If your receipt reaches the end of its validity period and you do not have a response from the prefecture, it is possible that the processing time is extended. In this case, you can get the renewal of your receipt. Find out more on the website of your prefecture.

The card is given to you by the prefecture (or sub-prefecture) of your home.

The duration of this card is equal to the remaining period of validity of your spouse's or parent's "talent" residence card.

The residence card entitles the holder to exercise any professional activity.

If you have been living in France for at least 5 years with a “talent-family” residence permit, you cannot be refused the renewal of your residence permit. It is renewed for a period of 4 years.

If you reside in France as a family member of a foreigner who has a “ european blue card ” renewal of your residence permit may not be refused, if the 2 following conditions are completed:
