"Talented family" residence card

Are you a foreigner, a family member of the holder of a "talent" multi-annual residence card and would you like to obtain a residence permit for "accompanying family"? You can obtain a residence permit without going through the family reunification procedure. We present you with the information you need to know.
Step-by-step approach
You are concerned if you fill in one of them the following conditions:
- You are over 18 years old and are married to a person with a "talent" residence card
- You are a child of the couple, you became an adult and entered France as a minor
- You are a child of the couple, you are between 16 and 18 years old and you want to work
- You are the spouse or child of someone with a 'talent EU Blue Card' residence card and your family lived in a EU Member State, you can apply within the month following your entry into France for a residence card ''talent family''.

You reside abroad
You must apply for a visa at the French consular authorities in your country of residence.
Who shall I contact
Upon arrival in France, you will need to apply online for your residence card.
You reside in France
You must submit your application for a residence card on the Internet within 2 months before the expiry date of your residence permit.
- Long-stay family talent visa or valid residence permit
- Passport (pages concerning civil status, validity dates, entry stamps and visas)
- or consular attestation with photo
- or photo ID
- or consular card with photo
- or certificate of nationality under 6 months with photo
- Proof of domicile less than 6 months old
- Proof of payment of stamp duty (to be delivered at the time of delivery of the security)
- Your spouse or parent's residence card (or identity card)
- If you join your spouse: extract of marriage certificate bearing the most recent mention
- If you join your parent: full copy of your birth certificate with filiation
- e-photo : enter the code of the e-photo (provided by the photographer or the approved cabin on the photo board). If you don't have an e-photo yet, you can locate a digital photo and signature service.
- Signed copy of a commitment to respect the principles of the Republic
You need to pay €225 (stamp duty of €25 + tax €200) by tax stamps.
Proof of payment of stamp duty and tax is requested when the card is handed over.

Your request is accepted
If your application is accepted, you are summoned to the prefecture for the issue of the title.
Your request is denied
If the prefect has notified you of the refusal
The decision of the prefect is yours notified by reasoned letter (explicit decision). Except in exceptional circumstances, such refusal shall be accompanied by a obligation to leave French territory (OQTF) setting the country to which you will be returned.
You can form a litigation before the administrative court. You don't have to have a lawyer.
No reply from the prefect on your request
If the prefecture hasn't responded after 4 months, it's an implicit refusal.
You can then train within 2 months from such refusal :
- One administrative appeal (ex gratia appeal before the prefect and/or hierarchical remedy to the Minister of the Interior)
- And/or a litigation before the administrative court. You don't have to have a lawyer.
Warning
If your receipt reaches the end of its validity period and you do not have a response from the prefecture, it is possible that the processing time will be extended. In this case, you can obtain the renewal of your receipt. Find out more on your prefecture's website.
The card is given to you by the prefecture (or sub-prefecture) of your home.
The duration of this card is equal to the remaining period of validity of your spouse's or parent's "talent" residence card.
The residence card entitles the holder to pursue any professional activity.
If you have resided in France for at least 5 years, you are entitled to renewal of your residence permit for a period of 4 years.
If your spouse has a card with the words “ European Blue Card ”, you are entitled to renewal of your residence permit if the following 2 conditions are met:
- Reside legally and continuously for 5 years in different states of theThe European Union with a residence permit " family of a foreigner holding an eu blue card ”.
- Including the last 2 years in France.
