You can now apply for a 100% proxy online

The mechanism for establishing a power of attorney in a completely dematerialized manner was tested during the 2024 European and legislative elections. It has just been generalized. Now, it is possible during all elections to establish or terminate a power of attorney entirely online, provided that you have a digital identity certified by France Identité. Public Service explains how to use this device.

When you know that you will not be able to go to your polling station on polling day, you can instruct another voter to go there to vote for you.

Now, during the various elections, you can make a request for power of attorney or terminate one, in a completely dematerialized way, without having to move to a police station, a gendarmerie brigade, an embassy or a consulate.

To do this, you must have the new identity card model (bank card format) and have a certified digital identity France Identité.

Reminder

You are free to designate the person you wish to vote for you, except for exceptions (persons placed under guardianship who cannot designate certain people in their circle, etc.). So you can designate a person who is registered on the electoral list of another commune or consulate than you. On polling day, the elector you have designated must go to your polling station to vote for you. This voter may not hold more than one proxy established in France.

How to obtain a certified digital identity France Identité?

To obtain a certified digital identity France Identity, you must in order:

  • download the France Identité application on your mobile phone;
  • apply for a certificate of your digital identity from the application;
  • follow the instructions issued within the application (confirm your email address, enter your personal code, perform an NFC reading of your identity card).

At the end of this process, a QR code is generated. You must then go to one of the town halls offering identity certification, with your identity card and your mobile phone. You must present the QR code generated by the France Identité application.

You can find the list of town halls allowing you to have your digital identity certified, as well as the access procedures applied in the town hall of your choice (with or without an appointment), on the France Identité website.

Please note

To create your digital identity France Identité, you must be an adult, have a compatible mobile phone and the new identity card model.

You may request, subject to conditions, early renewal of your identity card to benefit from digital identity.

How to establish or terminate your power of attorney in a fully dematerialized way?

To make a power of attorney request in a completely dematerialized way, you must:

  • retrieve the voter number and date of birth of the person who will vote for you (or know his first names, last name, date of birth and the municipality in which he votes);
  • go to the online service maprocuration.gouv.fr and identify you using FranceConnect;
  • follow the instructions given to you to establish your proxy;
  • authenticate you, at the end of the procedure, with your certified digital identity.

Within the “Power of Attorney” online service, you can also terminate a Power of Attorney in a completely dematerialized way by:

  • clicking on the “terminate my power of attorney” section;
  • indicating your commune or your voting consulate;
  • authenticating you, at the end of the procedure, with your certified digital identity.

As part of these 2 steps, you receive an email from the online service "Mprocuration" as soon as your application is registered by your municipality or your voting consulate.

If you do not have a digital identity certified by France Identité, you can apply for a proxy in a partially dematerialized way.

In this context, you also submit a request for power of attorney via the online service maprocuration.gouv.fr. Then, instead of authenticating yourself with your certified digital identity, you must have your application validated by going in person to a police station, a gendarmerie brigade, or abroad at a French embassy or consulate. You must present an ID and the reference of your power of attorney application (this reference is sent to you by email after you have made your request on the “Power of Attorney” online service).
