Basic retirement pensions: what increase as of January 1, 2026?

The Social Security Financing Act for 2026 was finally adopted by the deputies on December 16. Contrary to what was originally planned, this text does not include a freeze on basic retirement pensions. These pensions were revalued on the 1ster January 2026 according to the legal rule of indexation on inflation.

Basic retirement pensions have increased by 0.9% on 1er January 2026.

In an interministerial instruction of December 15, 2025, the Ministry of Labor and the Ministry of Action and Public Accounts announced an increase in these pensions “in accordance with the law in force”.

The Social Security Code provides for the indexation of basic retirement pensions to the inflation recorded by the National Institute of Statistics and Economic Studies (INSEE), namely ‘the annual average of consumer prices, excluding tobacco, calculated on the last 12 monthly price indices published by INSEE the penultimate month preceding the date of revaluation of the benefits concerned’.

This increase of 0.9% concerns all basic retirement pensions, which are paid by Carsat (Pension and Occupational Health Insurance Fund), Cnav (National Old-Age Insurance Fund) and MSA (Agricultural Social Mutuality), among others, depending on your situation.

Reminder

The Social Security Financing Bill for 2026, tabled in Parliament at the initiative of the Government, provided for a freeze on all basic retirement pensions, which would thus be maintained at the 2025 level. During the examination of the text in the National Assembly, the deputies deleted this provision.  The law was finally adopted on 16 December, without the freezing of basic pensions.
