Advance loan transfer: new resource ceilings in 2026

The resource ceilings for the zero-interest transfer advance loan shall be reassessed from 1er January 2026. This mechanism created by the 2025 Finance Law proposes a mortgage to households, subject to means-tested conditions, to finance certain types of renovation work. A decree of 10 December 2025 sets the new ceilings.

The non-interest-bearing transfer loan (also known as the renovation loan - PAR+) can be granted for work carried out on a private dwelling occupied as a principal residence. It is based on the guarantee of a mortgage on the housing to which the energy renovation project relates.

It may be offered to you by a credit institution, a financing business or a third-party financing business that determines the amount and interest.

The 2026 resource ceilings

The advance transfer loan is intended for households in the categories of “modest” and “very modest” resources established by the National Housing Agency (Anah), provided that the entire project is financially viable.

Resource ceilings are set according to the number of people in the household and the location of the dwelling.

Reminder of the characteristics of the advance transfer loan

  • It is intended for owners occupying their dwelling as their main residence.
  • It is intended to cover energy renovation works.
  • Housing must be completed for at least 2 years.
  • The maximum amount of the loan is €50,000.
  • The first 10 years of the loan are at zero interest (the State assumes the interest over this period); then an interest rate is set freely by the lending institution.
  • The loan is based on a mortgage guarantee on the value of the property.
  • The work must be carried out within 3 years after the loan has been granted.
  • The refund is only due upon transfer of the property, i.e. sale or succession.

What works can you finance with this loan?

Several types of renovation work are concerned.

1/ Renovations involving at least one action in the following list: thermal insulation of roofs; thermal insulation of walls facing the outside; thermal insulation of glass walls and doors facing the outside; installation, regulation or replacement of heating systems or domestic hot water production; installation of heating equipment using a renewable energy source; insulation of low floors.

2/ Global renovations combining a set of works and achieving minimum energy performance.

3/ Rehabilitation work on non-collective sewerage installations by a non-energy consuming device.

Loan amounts are capped according to the type of work to be financed. At the time of the loan application, you will have to send the detailed description of the work to be carried out and the estimates.

FYI  

The work must be carried out by companies labeled RGE (Recognized Guarantor of the Environment), with the exception of works relating to a non-collective sanitation connection. You can find the list of these professionals in theFrance-Renov directory.

Warning  

You cannot combine the advance transfer loan and the eco-PTZ to finance the same work items. If you wish to mobilize the 2 loans, you will have to distinguish the supporting documents for each of the loans.
