ELP: Pay rate increases effective January 1, 2026

The rate of pay for your home savings plan (PEL) will be 2% if you open it after December 31, 2025, compared to 1.75% for PELs opened in 2025. Public Service provides an update on the arrangements for ELPs.

A notice relating to the rate of remuneration for home purchase savings plans (PELs) was published in Official Journal of 20 December 2025. It states that from 1er January 2026 the annual interest rate for ELPs is set at 2%, up from 1.75%.

This change in the rate of pay has no impact on the plans opened before 1er January 2026. The rate of pay for a home savings plan is set when it is opened. This level of remuneration is then guaranteed throughout its lifetime.

Please note

The rate of pay applied to an ELP depends on the date on which it was opened. This rate is as follows:

  • 1,75 % for PELs opened between 1er January 2025 and 31 December 2025;
  • 2,25 % for PELs opened between 1er January 2024 and 31 December 2024;
  • 2 % for PELs open between 1er January 2023 and 31 December 2023;
  • 1 % for PELs opened between 1er August 2016 and December 31, 2022.

When opening your PEL, you must make a payment of at least €225. Subsequent payments must reach a minimum of €540 per year; they can be monthly, quarterly or semi-annual. You can also make other payments (called “exceptional payments”) in addition to periodic payments.

Your ELP's accumulated interest for the year is paid on December 31 and is in addition to the amounts you saved on the same date.

A home savings plan allows you to build up savings but also to obtain a home savings loan ; the rate of this loan varies according to the opening date of your ELP.

Reminder

An ELP is concluded for a minimum period of 4 years.

ELPs opened since 1 March 2011 are closed automatically after 15 years. If your ELP was opened in March 2011 for example, it will automatically close in March 2026.
