Vocational Transition Leave in the Hospital Public Service (PHF)

If your job in the hospital civil service is abolished (or threatened with abolition if you are a contractor), you can benefit, as part of the support system, from a professional transition leave (CTP) to pursue a new profession. You can also benefit from a CTP if you are category C and do not have a bachelor's degree or are disabled or particularly exposed to a risk of professional wear and tear. We explain the rules to know.
The purpose of professional transition leave is to enable you to train to work in a new profession:
- In the public service
- Or in the private sector.
Employment abolished or threatened
You can take career transition leave if you are in one of these situations :
- You are a civil servant and your job is being abolished
- You are on a contract for an indefinite period (CDI) and your job is threatened with termination.
Other
You can also benefit from career transition leave to pursue a new occupation if you are a civil servant or contract worker and you find yourself in one of the following situations :
- You belong to a body Category C or hold a Category C job and you do not have a bachelor's degree
- You are a disabled beneficiary of the obligation of employment
- It is noted, after consulting the occupational physician, that you are particularly exposed, given your individual professional situation, to a risk of professional wear and tear.
You can take a training course or a training course.
Training can be:
- Either one certifying training of a duration equal to or greater than 120 hours
- Either training to be accompanied and advised in the creation or resumption of a company of a period equal to or greater than 70 hours.
Your administration supports:
- Training costs, possibly up to a ceiling
- And, possibly, the costs of your travel.

Employment abolished or threatened
The request for work transition leave must be made at least 60 days before the date on which the training begins.
Your application must include the following:
- Nature of training
- Duration of training
- Name of training organization
- The professional goal you are aiming for.
Your administration informs you of its response, in writing, within 30 days of receipt of your leave request.
In the event of refusal, a statement of reasons must be given.
Your leave request may be deferred in the interest of the service.
Other case
You are a civil servant or a contractor and you find in any of the following situations :
- You belong to a body Category C or hold a Category C job and you do not have a bachelor's degree
- You are a disabled beneficiary of the obligation of employment
- It is noted, after consulting the occupational physician, that you are particularly exposed, given your individual professional situation, to a risk of professional wear and tear.
The request for work transition leave must be made at least 3 months before the date on which the training begins.
Your application must include the following:
- Nature of training
- Duration of training
- Name of training organization
- The professional goal you are aiming for.
Your administration informs you of its response, in writing, in 2 months following receipt of your leave request.
In the event of refusal, a statement of reasons must be given.
Your leave request may be deferred in the interest of the service.
Work transition leave may be split by:
- Month
- Weeks
- Or days.
If your professional project requires one or more training courses including total duration is more than 12 months, you can request that your work transition leave be extended by one vocational training leave.
In this case, the cumulative duration of your career transition and vocational training leave must not exceed 3 years.
You must submit, according to a schedule agreed between you and your administration, the certificates established by the training organization, justifying your attendance.
If you stop taking your training, without any legitimate reason, you lose the benefit of your leave.
During your leave, you will continue to receive:
- Your gross index treatment
- Your residence allowance and your family treatment supplement, if you benefit from these 2 elements of remuneration
- 80% the benefit plan you were receiving on the date of your transition leave.
Please note
For the calculation of 80% of your compensation plan, the following compensation elements are not taken into account :
- Reimbursement of expenses
- Allowances related to the organization of work and actual exceeding of the work cycle (overtime, standby pay, etc.)
- Exceptional or occasional payments related to the assessment of how to serve
- Exceptional or occasional payments due to a single chargeable event
- Overseas increases and indexing (unless you are continuing your training overseas)
- Allowances related to ancillary activity.
You stay in activity position during your leave.
The period of work transition leave is considered as actual services in your body.
