Global Technical Diagnosis (GTD) of the condominium

Verified 16 October 2026 - Public Service / (Prime Minister)

The global technical diagnosis (GTD) is an information tool that helps co-owners to better know the general condition of their building and its common facilities. It is a preventive and strategic document. We take stock of what you need to know about the DTG.

The global technical diagnosis (GTD) is a document that evaluates the general technical condition of a condominium building.

It aims to:

  • Inform co-owners about the overall situation of the building (structure, equipment, security, energy performance, etc.)
  • To serve as a basis for the possible development of a multi-annual works plan, listing and quantifying the works necessary for the conservation of the building over a period of 10 years
  • And facilitate the management of the condominium and its energy expenses.

The realization of a DTG is mandatory where an immovable more than 10 years old, intended in whole or in part for residential use, is co-owned. The obligation to perform a DTG is assessed at the date of the co-ownership. For example, a building built in 2014 and co-owned in 2025 will have to be subject to a DTG when it is divided into private lots and common areas.

For already existing condominiums, the realization of a DTG is optional. No obligation is imposed, regardless of the age of the building or the date of creation of the condominium. However, the trustee may include this question in theagenda a general meeting, either on its own initiative or at the request of one or more co-owners. The general meeting of co-owners will then decide whether to have a DTG performed.

Warning

The mayor or the prefect may ask the trustee to communicate a DTG when the building presents disorders (for example, building unsanitary or in peril) to verify the state of good use and safety of the common areas. In this case, the trustee will be obliged to have a DTG performed.

The DTG is voted in several steps :

  1. The trustee registered in theagenda of the general meeting of co-owners the question of the realization of the DTG
  2. The co-owners decide on the issue of the realization of the DTG and its conditions of realization (choice of professional, amount, calendar) by a vote at the simple majority (so-called majority of Article 24)
  3. Once voted and realized, the content of the DTG must be presented in 1re general meeting of co-owners following the completion of this document or its revision. This presentation allows co-owners to discuss the recommended works, the possible adoption of a multi-annual works plan and the programming of calls for funds or the use works funds.

The DTG must be carried out by a qualified professional who must demonstrate competence:

  • on traditional and contemporary constructive modes, structural and secondary works,
  • on buildings, construction products and materials,
  • on technical equipment.

It can be a design office, an architect or a thermician.

This professional must produce:

  • A diploma or an adapted professional title
  • A certificate of registration with a recognized professional order in the field of real estate, or an equivalent professional qualification certification
  • An attestation of the trustee's impartiality and independence with respect to the trustee and with respect to the energy suppliers and companies involved in the immovable
  • Professional liability insurance. The insurance must specify the skills covered.

The DTG shall include the following information:

  • Analysis of the apparent state of common areas and common facilities of the building
  • Technical condition of the building and common equipment (boiler rooms, elevators, etc.) with regard to legal and regulatory obligations for construction
  • Analysis of possible improvements in the technical and heritage management of the building (optimization of maintenance, works, equipment management)
  • Energy Performance Diagnosis of the building
  • Summary cost assessment and list of works required to conserve the building, to preserve the health and safety of the occupants and to achieve energy savings. In particular, the evaluation should specify the works to be carried out in the next 10 years.

Please note

If the DTG does not show any need for works during the 10 years following its preparation, the syndicate of co-owners is exempted from setting up a multi-year works plan (MPP).

There is no imposed fee schedule for the performance of a DTG. The diagnoser sets his rates freely.

The price of a DTG is therefore variable. It is based on the number of batches in the building, its architecture, its structure, the equipment that makes it up and its location. Thus, the larger the size of the condominium, the higher the price.

The cost is shared among all co-owners according to their rantiems.

Please note

This load is not recoverable with the tenant.

The DTG should be integrated into the building maintenance log. This document lists the works deemed necessary for the conservation of the building, as well as the equipment concerned and the recommended schedule.

The condominium trustee must offer online access to allow all co-owners to consult the maintenance book. This document must be downloadable and printable.

FYI

The GTD shall be transmitted to the future purchaser of a condominium lot.

The mayor or the prefect may require the syndic of co-ownership to produce a DTG to verify the state of good use and safety of the common areas.

This situation only concerns condominiums with potential disorders. This is mainly the case for buildings:

  • Presenting a danger to the health of the occupants or neighbors
  • Having a malfunction or lack of maintenance seriously compromising the living conditions
  • Threatening ruin or an imminent danger, or unsanitary.

If the DTG is not submitted within one month of notification of the request, the mayor or the prefect may have the DTG automatically carried out instead of and at the expense of the syndicate of co-owners.
