Estimated budget of a condominium

The provisional budget is an essential tool to ensure the sound financial management of a condominium. It is drawn up every year in order to contribute to transparency and control of the common costs of the building. We present you the information to know.

The provisional budget is the central tool for the financial management of a condominium. It allows toanticipate and plan current expenses necessary for the operation, maintenance and administration of the building.

This document groups together all the foreseeable expenditure relating to the common areas and community facilities. It also assesses the corresponding revenue to cover these costs.

The provisional budget shall thus be used to:

  • Ensure the current cash flow of the condominium
  • Limit financial difficulties or unforeseen events
  • And to distribute equitably loads between all co-owners.

The provisional budget shall be prepared by the syndic of co-ownership, in consultation with the union council.

It shall be established upstream of theordinary general meeting.

Its amount shall be determined by reference to the expenditure actually incurred by the syndicate of co-owners in previous years, ongoing contracts, the foreseeable evolution of costs as well as the future needs of the condominium.

Expenditure included

The provisional budget covers current expenditure from the building.

It shall include, in particular:

  • Ongoing management costs (e.g. trustee's fees, building insurance)
  • Maintenance contracts (elevator, boiler, intercom, etc.) and security contracts (fire extinguisher, disinsectization, rodent control, etc.)
  • Maintenance works, i.e. small repairs that keep the building or the collective equipment (boiler, elevator, etc.) in good condition
  • Costs related to employees of the building (salary, Urssaf: titleContentmutual contributions, etc.)
  • Expenditure related to utilities (e.g. district heating, cold and hot water, electricity).

Excluded expenses

The provisional budget does not cover the following expenditure:

  • Works for the conservation or maintenance of the building (e.g. renovation, roofing, upgrading), other than maintenance
  • Works for common equipment items, other than maintenance equipment
  • Improvement works, such as the conversion of one or more existing equipment items, the addition of new equipment items, the fitting out or creation of common use spaces, the scavenging of the ground and the raising of buildings
  • Technical studies, such as diagnostics and consultations.

These works are subject to a specific vote at the general meeting and are financed by specific calls for funds.

The provisional budget shall be voted on every year by the general meeting of co-owners. It covers a period of 12 months.

In principle, the provisional budget shall be voted before the beginning of the year concerned. In all cases, its vote must take place within 6 months from the last day of the previous accounting year.

Each item of expenditure can be discussed by the co-owners in general assembly, but the budget is voted globally at the simple majority.

The General Assembly may decide to increase or decrease the amount of the estimated budget. This decision is adopted by a simple majority.

Once the provisional budget has been voted, its amount is distributed among all the co-owners according to their share.

The co-owners then pay provisions on the bank account of the condominium, equal to a quarter of the voted budget. They will have to pay in 4 installments the amount of their quota equal to the estimated budget, unless the General Assembly decides otherwise.

The provision is requested by the trustee by means offund-raising. This provision is due on 1er day of each quarter or 1er day of the period fixed in the general meeting.

Please note

If the provisional budget could not be voted before the accounting year to be covered, the liquidator may call for provisions, with the authorization of the general meeting. In this case, the trustee may then make two successive calls for quarterly provisions equal to ¼ of the previous provisional budget.
