Changes in pension enhancements related to children
Publié le 18 août 2026 - Public Service / (Prime Minister)
Two decrees issued in Official journal of the French Republic on 31 july 2026, several important changes were introduced in the rules for calculating retirement pensions for parents in respect of their children. They aim in particular to reduce inequalities in access to early retirement for long careers between women and men. Public Service tells you what's changing.

These two decrees are made pursuant to Article 104 of the 2026 Social Security Financing Act. This Article amends the conditions for taking into account certain periods treated as periods contributed for early retirement for long careers.
This changes for beneficiaries of bonuses or increases in the duration of insurance for children
1/ The number of years taken into account to establish the average salary, the average income or the average number of annual points used to calculate the retirement pension, until now set at 25, is reduced for schemes calculating pensions in better years of income (general social security scheme, agricultural social mutuality – MSA, self-employed social scheme – RSI). It moves to:
- 24 years where insured persons benefit from an increase or a bonus in respect of only one child ;
- 23 years where insured persons benefit from an increase or a rebate under of at least 2 children.
2/ An improvement 1 trimester for women who have given birth from 1er January 2004 and after their recruitment into the civil service or as workers in the industrial establishments of the State.
3/ The bonuses or increases in the duration of insurance granted in respect of children are taken into account in the period deemed to be assessed, necessary for early retirement for long career.
The following are affected by these changes: insured persons covered by the general scheme, the civil service scheme, the liberal professions scheme, the lawyers scheme, the schemes for employed and self-employed farmers and the pension scheme applicable in Saint-Pierre-et-Miquelon.
Reminder
A contributory quarter is acquired when one carries out an activity. An assimilated contributory quarter enables the validation of quarters corresponding to certain periods not worked (periods of sickness, accident at work or occupational disease, maternity, unemployment, etc.).
Please note
These decrees came into force on the 1ster August 2026, but most provisions will only applyretirement pensions with effect from 1er September 2026 (including the integration of child quarters, reduction of the number of years for the average annual income and the bonus for civil servants and workers in state industrial establishments).
