On what date will the obligation to install a programmable thermostat become effective?

A programmable thermostat allows you to set the ideal temperature of each room in your home. A decree issued in 2023 had established the obligation to install this type of device on the heating systems of all dwellings from 1er January 2027. This obligation was eventually postponed for existing dwellings. Public Service tell you more.

A programmable thermostat allows you to regulate the temperature of your home room by room or by heating zone (several rooms of your home or an entire floor, for example), and according to your lifestyle habits (adaptation of the temperature by period day / night, activities / holidays, presence / absence of a person in the room, etc.).

According to the French Environment and Energy Management Agency (Ademe), the installation of a device of this type can result in up to 15% heating energy savings, allowing you to regulate the temperature of your home according to your real needs.

Since 2018, the installation of a thermostat is mandatory when installing a new boiler. A decree of 7 June 2023 also provided that from 1er january 2027 it would be mandatory to place on the heating installations of all dwellings « an automatic system for regulating the heating temperature per room », in other words a programmable thermostat.

This obligation applies to tertiary and residential buildings; it applies in individual dwellings, as well as in condominiums, in new and old houses.

Please note

The thermostat you install does not have to be connected (controllable from a smartphone application or a website). It must be a device having at least the basic temperature programming functions. This thermostat should allow you to program the temperature of a room using at least the following 4 levels: « comfort », « reduced », « frost-free », « off ».

For existing dwellings, the obligation to install a programmable thermostat on heating systems has been carried over to 1er January 2030.

However, the obligation remains fixed at the initial date for new buildings and new parts of buildings for which an application for a building permit or a prior declaration will have been filed as from 1er January 2027.

It is the owners who will be responsible for making installs to a thermostat, whether they occupy their home or have rented it out.

Tenants will, however, have to maintain these facilities.

Please note

You can be exempted from the obligation to install a programmable thermostat if this installation is not technically and economically feasible.

This may be the case, for example:

  • when the return on investment is more than 10 years (supporting study);
  • for independent heating appliances for which the fuel supply is not automated due to technical impossibility.
