Chemical submission: medical tests soon reimbursed in 3 regions

From 1er January 2026, as part of an experiment set up in certain regions, the Health Insurance will reimburse medical tests to detect a chemical submission. A decree and a decree of 11 December 2025 specify the modalities of the mechanism.

Why this experiment?

This experiment, which is provided for by the Social Security Financing Act for 2025, aims to improve the care of victims by simplifying their access to medical analyses, even in the absence of a prior complaint (since the substances sought by this type of analysis disappear quickly from the body, a sample must be taken as soon as possible).

It will take place over 3 years and in 3 regions (Guadeloupe is also planned soon): Île-de-France, Hauts-de-France and Pays de la Loire.

The decree also provides for the establishment of a “patient pathway” that will make it possible to file a complaint in the event of a positive test result.

An evaluation report will decide on the possible generalization of the measure.

Please note

Currently, examinations to detect substances indicating a state of chemical submission are not reimbursed by the Health Insurance. If a person files a complaint, the examinations are carried out as part of the investigation, and covered by the legal costs.

Who can benefit from it?

Experimentation is open to anyone with a prescription mentioning the device, drawn up by a doctor practicing in one of the regions concerned. The doctor may prescribe tests (blood, urine, hair) after a clinical examination and an interview with the patient.

If you believe you are a victim of chemical submission and you reside outside the regions planned for the experimentHowever, you must file a complaint without delay with the Police or the gendarmerie refusing to submit a “handrail”. The complaint will be filed against the perpetrator if he is known, or in the form of a complaint "against X" if the perpetrator is unknown.

Reminder

Chemical submission is when a person receives, without their consent, a substance that acts on the nervous system to modify their behavior, alertness, and memory.
