A decree of 5 July 2024 put in place several measures to simplify the procedures applicable to philanthropic organizations. This concerns: foundations recognized as being in the public interest (FRUP), endowment funds (FD) and company foundations (FE).
In order to harmonize and streamline procedures, the text introduces the use of online services for the performance of all the procedures to which these establishments are subject (authorizations, approvals, declarations).
Since June 18, 2025, administrative procedures have been dematerialized throughout France, through a online one-stop shop via the website demarches-simpliées.fr.

Establishment of a national register of funds and foundations (RNF)
The dematerialization of procedures is accompanied by the implementation of another tool: national register of funds and foundations. Its objectives are to:

- to make the data more reliable, with the national register providing a national vision of these bodies for the administration (the public data in the register are published on data.gouv.fr);
