A national register to report endowments and foundations

A decree of 5 July 2024 put in place several measures to simplify the procedures applicable to philanthropic organizations. This concerns: recognized public benefit foundations (FRUP), endowment funds (FD) and company foundations (FE).

In order to harmonize and streamline procedures, the text introduces the use of online services for the performance of all procedures to which these establishments are subject (authorizations, approvals, declarations).

Since June 18, 2025, administrative procedures have been dematerialized throughout France, through a one-stop shop online via the website demarches-simplifies.fr.

6 procedures are concerned:

• Declaration of creation
• Statutory Change Declaration
• Annual statement of accounts and report
• Authorization to make a public appeal for generosity
• Reporting changes in administration
• Declaration of dissolution

Establishment of a national register of funds and foundations (RNF)

The dematerialization of procedures is accompanied by the implementation of another tool: national register of funds and foundations. Its objectives are to:

• to create a unique identifier used by organizations in all their administrative procedures (previously there was no register);
• to make the data more reliable, with the national register providing a national vision of these bodies for the administration (the public data in the register are published on data.gouv.fr);
• to facilitate the steps of users with the reuse of the information already declared around this unique identifier, in application of the principle « Tell us once ».

Procedures for registration in the register

• If the organization legally existed before the establishment of the register, it will have to register with the procedure Request for an identifier in the national register of funds and foundations (RNF).
• If the organization is in the creation phase, it must go through the online creation procedure to obtain an RNF identifier: it must be carried out via the website demarches-simplifies.fr which tells you the necessary documents and the processing time for the application.
