Reception and protection of young children: professionals must now provide a certificate of good repute
Publié le 14 avril 2025 - Mise à jour le 10 octobre 2025 - Directorate of Legal and Administrative Information (Prime Minister)
Do you work in the early childhood care and child protection sectors? Since 1er october 2025, the presentation of a certificate of good repute is mandatory to carry out your activity. The application process for this document is rolled out nationally. What is the purpose of the attestation of good repute? How to get it? Public Service gives you all the information.
Established by a decree of 28 June 2024, this mandatory document for early childhood workers was already available in 29 departments. Since 1er October, the application procedure has been fully deployed, with the exception of the Rhône department where technical implementation is delayed.
What is a certificate of good repute?
It is a document that guarantees that persons who intervene with minors do not have a final conviction for incapacity to practice, entered on the criminal record or the Automated Criminal Record of Perpetrators of Sexual and Violent Offenses (FIJAISV).
The certificate of good repute also indicates whether the person who intervenes with minors is or is the subject of a non-final conviction incapacitated to practice.
The request for a certificate of good repute is made by dematerialized means on the dedicated site: https://honorabilite.social.gouv.fr/https://honorabilite.social.gouv.fr/.
Who is concerned by the request for a certificate of good repute?
All professionals and volunteers involved in the fields of child protection and early childhood care the following are affected by the obligation to apply for a certificate of good repute:
- professionals/volunteers working in early childhood care facilities (ECEC). These are collective structures dedicated to the reception of young children, such as nurseries or micro-nurseries;
- professionals/volunteers working in child protection institutions and services. These are the collective structures dedicated to the reception of children from child welfare (children's homes, children's homes of a social nature, children's villages, places of life and reception, etc.) but also the measures of educational action at home (AED) and in open environment (AEMO);
- childminders and family assistants. These are professionals approved to welcome children at home in a family setting. The criminal record of all persons over 13 years of age living in the home of the professional concerned must also be checked (except minors admitted as part of a child welfare measure). These people (spouse, roommate, parent) are therefore also required to present a certificate.
The certificate of good repute must be presented to the employer:
- when hiring;
- at regular intervals (every 3 years)
- to the departmental council at the time of the initial application for approval or at the time of its renewal, and at least every 5 years.
It must be less than 6 months old.
FYI
Childminders working for private employers (parents) are not affected by the obligation to deliver the certificate of good repute to their employer.
