Recruitment of a person with a disability in the public service

If you have a disability, you can attend the contest access to the public service and benefit from layout to pass the tests. You can also be recruited as a contractor, then be established at the end of the contract without having to take a competition. We present these 2 devices.

Contest

You can be recruited into the public service by taking a contest.

There's no no age limit to take a public service competition if you have a disability.

You must have a title or diploma of the required level or a recognized qualification equivalent to one of these titles or diplomas.

Medical certificate

Derogations from the rules of conduct of contests can be put in place if you produce a medical certificate issued by a licensed physician.

An approved doctor is a general practitioner or specialist appearing on a list drawn up, in each department, by the prefect, on a proposal from the French regional health authority, after consulting the Departmental Council of the Order of Doctors.

The list of approved doctors is available from each prefecture or on its website.

Who shall I contact

The medical certificate must have been drawn up less than 6 months before the competition.

The order opening the competition sets the deadline for the transmission of the medical certificate. This deadline may not be less than 3 weeks before the tests take place.

The medical certificate must specify the nature of the human and technical aids and the arrangements necessary to enable you, taking into account the nature and duration of the tests, to cope in conditions compatible with your situation.

The fees of an accredited doctor shall be borne by the authority organizing the competition.

The organizing authority of the competition usually sets up a form to be completed by the approved doctor which specifies the conditions of payment of the fees. Ask the competition organizing authority.

Arrangement of the tests

The amenities may in particular relate to the duration and course of the test.

You can also benefit from a human or technical aid (adapted material for example) or rest time sufficient between 2 successive tests, so as to allow you to cope in conditions compatible with your situation.

Accommodations shall be granted by the authority organizing the competitions and shall be implemented provided that the costs they entail are not disproportionate to the material and human resources at its disposal.

The order opening the competition may also provide for the organization of remote oral tests by videoconference. If you wish to use videoconferencing, the competition organizing authority informs you, by mail or by electronic means, of the material conditions for organizing the events.

Appointment as a probationary official

In case of success in a competition, your appointment shall be made after verification of your suitability to perform the duties corresponding to the body or framework of posts concerned. Account shall be taken of possibilities for disability compensation, if the performance of the duties to which the competition you have entered gives access requires special health conditions.

Contract

You can be recruited in CDD: titleContent on a Category A, B or C employment, then tenured without competition at the end of your contract

The notices of initiation of recruitment in the context of this procedure shall be published in particular on the public service internet portal and on the website of the recruitment authority.

There's no no age limit to be recruited according to this procedure specific to persons with disabilities.

Medical certificate

Your disability must be compatible with the job you are applying for, taking into account the possibilities of compensation under the principle of reasonable accommodation, if the performance of the duties requires special health conditions.

You must provide for this a medical certificate issued by a licensed physician.

Who shall I contact

The fees of an approved doctor are borne by the administrative authority that organizes the recruitment.

The administrative authority organizing the recruitment usually puts in place a form to be completed by the approved doctor specifying the conditions for payment of the fees. Ask the administrative authority that organizes the recruitment.

Application

You must have the same degree or level of education as that required for a candidate taking the competition or a recognized qualification equivalent to one of these titles or diplomas.

The notice of opening for recruitment specifies the conditions for applying, including the documents to be provided (curriculum vitae, cover letter, proof of recognition of disability, etc.) and the deadline for submitting your application.

It also specifies the selection procedure: usually pre-selection on file, then individual interview.

The notice of initiation of recruitment may provide that themaintenance takes place remotely by videoconference. If you wish to use videoconferencing, the hiring administration will inform you of the material conditions for organizing the interview.

Conduct of the contract

The length of your CDD is equal to the length of internship to which an official is subject.

If the particular status of your body or job manager provides for a period of schooling, the duration of your contract is longer and varies according to the body or job manager concerned.

During the contract, you receive a equivalent remuneration to that of a probationary official from the external competition.

If you work part-time, the duration of your contract shall be extended in proportion to your part-time so that the total duration of your contract is equivalent to the probationary period to which a full-time official is subject.

In case of leave other than annual leave, your contract is also extended under the same conditions as for a probationary official.

During the contract, you benefit from a training and personalized monitoring to facilitate your professional integration.

End of contract

At the end of your contract your professional suitability is assessed by your employer administration on the basis of your file and after an interview.

If your professional skills are considered sufficient, your employer administration will tenure.

The duration of your contract is taken into account to determine your ranking as a holder.

If your skills are deemed insufficient, you may be in one of the following situations:

  • Your contract can be renewed for the same duration as the initial term. At the end of this renewal period, you may be eligible for tenure if your skills are deemed sufficient
  • Your contract is terminated (you may receive unemployment benefits).
