Voting of a European citizen in elections in France: what proof of residence to register?

If you are a citizen of the European Union (other than French), you can vote in municipal and European elections in France, provided you are registered on the supplementary voters lists in France.

To apply to be registered on the electoral list of a commune, you must:

  • either live or reside there,
  • either be one of its taxpayers,
  • be the manager or partner of a company located in this municipality.

Resident or resident

The documents to be provided vary according to your situation:

Home in the municipality

You must provide a proof of less than 3 months, in your name and mentioning the address of your domicile in the municipality.

The generally accepted evidence is as follows:

  • Certificate or invoice (less than 3 months old) for water, electricity, gas, landline telephone established in your name by the company
  • Certificate of home insurance (less than 3 months old)
  • Unhandwritten rent receipt (less than 3 months)
  • Pay slip or pension document (less than 3 months old)
  • Household waste collection fee (most recent).

FYI  

If you are in a retirement home, you can provide a certificate from the director (less than 3 months old) certifying the reality of your accommodation and indicating the address of the establishment.

Residence in the municipality

The residence is where you live at the time of application effectively and continuously, for at least 6 months.

As a result, it is not enough to work in the municipality or to occupy a second home during holidays or weekends.

To register, you can provide, for example, one of the following documents :

  • Water, electricity, gas or landline bill (less than 3 months) issued in your name by the company
  • Certificate of insurance (less than 3 months old)
  • Rent receipt (less than 3 months).

If you are an official subject to compulsory residence in the municipality, you can register before the end of the 6-month period. To do this, you must prove that you are a civil servant (by a professional card or a certificate from the administration) and that you reside in the municipality.

Staying with a relative (relative, friend...)

You are under 26

You must provide the following 2 documents :

  • Document of less than 3 months proving your parent's domicile in the municipality
  • Document proving your link from parentage. For example, copy of the family record book, birth certificate with indication of filiation.
You are 26 years of age or older

You must provide the following 3 documents :

  • Letter signed by your parent, certifying that you live at home and less than 3 months old
  • Document proving your connection with the municipality (recent salary slip or any document indicating your name and the address of the parent hosting you)
  • Copy of the identity card of the parent with whom you live.
In another person

You must present the following 3 documents :

  • Letter signed by the person you live with, certifying that you live with them and dated less than 3 months
  • Document proving your connection with the municipality (recent salary slip or any document indicating your name and the address of the person hosting you)
  • Copy of the identity card of the person you live with.

Taxpayer (local taxes)

You must prove that you are subject to local taxes of the municipality, since at least 2 years. It may be the same tax or different taxes due successively during this period.

The local taxes concerned are as follows:

You must provide one of the following documents :

  • The last 2 tax notices where your name appears
  • A certificate from the DDFP: titleContent where your name appears.

When you are registered on the list of the commune, your husband or wife can apply to be registered on the same electoral list as yours.

Manager or partner of a business

The documents to be provided vary according to your situation:

Manager of a business

You must prove that you are the manager (manager) since at least 2 years of a business registered for at least 2 years the role of the municipality's direct contributions.

You must provide the 3 documents following :

  • Appointment decision (or extract) or copy of the appointment decision transcribed on the register of decisions of the general meeting of the business or even the statutes of the business
  • Document proving the inclusion of the business in the role of contributions of the municipality, for at least 2 years
  • Certification on the honor of the continuity of your situation as manager (manager) of the business for at least 2 years.

Partner of a LLC, SNC, limited partnership, civil business

You have to prove that you've since at least 2 years the majority or sole shareholder a business that has been listed for at least two years as a direct contribution by the municipality. This can be one of the businesses:

You must prove that you have been for at least 2 years the majority or sole shareholder a business that has been on the roll of the municipality's contributions for at least 2 years. This can be one of the businesses:

  • Document proving the registration of the business in the role of the municipality for at least 2 years
  • Certification of the continuity of your position as sole majority partner of the business for at least 2 years.
